A RESOLUTION ACCEPTING THE LOWEST AND
BEST BID FOR THE DUBLIN SPRINGS RENOVATION
PROJECT, AND AUTHORIZING THE CITY MANAGER
TO ENTER INTO A CONTRACT FOR SAID SERVICES.
WHEREAS, formal advertising and competitive bidding procedures have been
conducted pursuant to Section 8.04 of the Dublin Charter for the Dublin
Springs Renovation Project; and
WHEREAS, Council has determined that the base bid submitted by
McDaniel's Construction in the amount of $83,099 constitutes the lowest and
best bid; and
WHEREAS, this is an approved 2011 Capital Improvements Project.
NOW, THEREFOf E, BE IT RESOLVED by the Council of the City of Dublin,
State of Ohio, (, of the elected members concurring, that:
Section 1 . The base bid submitted by McDaniel's Construction in the amount
of $83,099 is hereby accepted.
Section 2 . The City Manager is hereby authorized to enter into a contract for
said project as specified within the bid proposal and the City's bid documents
on file in the Division of Parks & Open Space.
Section 3 . This Resolution shall take effect and be in force upon passage in
accordance with Section 4.04(a) of the Revised Charter.

Background
Memo
On Thursday, February 10, 2011, bids were opened for the Dublin Springs Renovation Project. Four
bids were received (complete bid tabulation is attached).
The funds for this project are included in the CIP budget in the amount of $150,000. The base bid
estimate for this project was $68,000.
The difference between our base bid estimate and actual bid amounts is attributed to errors by the
design consultant in preparing the base bid estimate. Certain design components were omitted from
the original calculations. These include: not accounting for the handrail and underestimating
materials associated with erosion control and traffic control. If these items would have been
properly accounted for, then the revised engineer's base bid estimate would have been $90,000.
This project, once completed, will provide boardwalk stairs, step pools, cascading water walls, river
bank stabilization and spring basin restoration. Complete construction details are available for
review in the Council Planning room.
A public meeting was held with local residents within Historic Dublin on July 20, 2010, at which
the park design was reviewed and concerns and questions discussed. A meeting was also held with
the Dublin Kiwanis group on August 30, 2010. The plans were then reviewed and approved by the
Architectural Review Board on October 27, 2010.
Meticulous Landscape was the apparent low bidder at the time of the bid opening, but they
withdrew their bid due to errors in their bid submittal.
As a result of the Meticulous Landscape bid being withdrawn, the bid submitted by McDaniel's
Construction in the amount of $83,099 is the lowest and best bid for the project.
Recommendation
Staff is recommending adoption of Resolution 05 -11, accepting McDaniel's Construction's base bid
of $83,099. McDaniel's Construction has done work for the City of Dublin and staff has found their
work to be most satisfactory.
