Home My WebLink About15-06 Resolution RECORD OF RESOLUTIONS Dayt?n Legal B_lan_k,__ln~~_J-?rm No. 30045_ 15-06 Resolution No. Passed .20~ A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR THE GLACIER RIDGE BOULEVARD AND HYLAND CROY ROUNDABOUT PROJECT AND APPROPRIATING FUNDS THEREFOR WHEREAS, formal advertising and competitive bidding procedures have been conducted, --.. .~ pursuant to Section 8.04 of the Dublin Charter and Chapter 37 of the Dublin Code, for the Glacier Ridge Boulevard and Hyland Croy Roundabout Project; and WHEREAS, Council has determined that there may be a legitimate need to declare the relocation of the utilities in connection with the above-referenced project as a "single source" procurement, for reason that the company owning the utilities in question has the exclusive rights to relocate such utilities; and WHEREAS, Council has determined that the bid submitted by Performance Site Management constitutes the lowest and best bid, as set forth in Exhibit "A", Bid Opening Results; and WHEREAS, it is necessary to amend the annual appropriations to provide adequate funding authorization for the project. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, ~ of the elected members concurring: Section 1. That the bid submitted by Performance Site Management, Inc. in the amount of $1,068,449.80 is hereby accepted. ,. Section 2. That the City Manager is hereby authorized to enter into contracts with Performance Site Management for performance and completion of the Glacier Ridge Boulevard and Hyland Croy Roundabout Project pursuant to the Advertisement, Proposal and Contract documents for said project on file in the office of the City Engineer. Section 3. That there be appropriated from the unappropriated balance in the Tartan West TIF Fund the amount of $283,000 to account 443-0314-780-2561 for the water system improvements included in the project. Section 4. That there be $283,000 advanced from the Water Fund to the Tartan West TIF Fund to fund the water system improvements included in the project. The advance will be repaid from future service payments that will be generated from the Tartan West TIF district and contributions from the Dublin City School District and the developer of the proposed Bantry Green subdivision. Huffman, P .E., Civil Engineer Re: Resolution 15-06 - Glacier Ridge Boulevard & Hyland Croy Roundabout Bid Acceptance Summary On January 18, 2006 ten (10) bids were received, publicly opened and read for the Glacier Ridge Boulevard and Hyland Croy Roundabout project. Attached is a summary ofthe bids received, The Engineer's estimate for this project was $1,250,000. Performance Site Management submitted the lowest and best bid of$I,068,449.80. A reduced set of construction plans for the project has been placed in the Council planning room for your reference and review. Through a partnership with Dublin City Schools, the City of Dublin is constructing the offsite water and sanitary sewer utilities to serve the Glacier Ridge Elementary School currently under construction. These utilities will serve the elementary school and also provide future water and sanitary sewer extensions to the proposed Bantry Greene subdivision. The Glacier Ridge Boulevard and Hyland Croy Roundabout project includes the water main extension from McKitrick Road to the Glacier Ridge Elementary School and to the water tower currently under construction. The initial funding for the water main construction will be provided by an advance from the Water Fund. The advance will be repaid in part from service payments from the Tartan West TIF district and contributions from Dublin City Schools and the Bantry Green development of Tartan West Tax Increment Financing Agreement. The Roundabout will provide a safe entrance to the Bantry Greene subdivision and the Glacier Ridge Elementary School from Hyland Croy Road. There will also be cost-sharing with the Dublin City Schools and the developer for these roadway improvements. At the December 12, 2005 City Council meeting the bid acceptance for the Glacier Ridge Elementary School Off site Sanitary Sewer project was approved. Construction of this project has started. Performance Site Management constructed the Rings Road CIP project from 1-270 to Frantz Road six years ago. Staffhas thoroughly reviewed the Performance Site Management bid and finds no reason not to accept their bid. Should City Council approve Performance Site Management's bid, work is scheduled to begin mid-February and be completed by June 30, 2006.
