A RESOLUTION WAIVING COMPETITIVE BIDDING
REQUIREMENTS, PURSUANT TO SECTION 8.04
('CONTRACTING PROCEDURES') PARAGRAPH (C)
("WAIVER OF COMPETITIVE BIDDING") FOR
HANDGUNS AND ASSOCIATED EQUIPMENT FOR
THE DUBLIN DIVISION OF POLICE
WHEREAS, Section 8,Q4(c) of the Revised Dublin Charter authorizes Council, by a
vote of no less than five (5) members, to waive competitive bidding requirements if
Council determines that it is in the best interest of the City to do so; and
WHEREAS, Vance's has served as a trusted firearms provider in the past, provides
high quality equipment and high quality service at fair prices, has provided handgun
systems to be reviewed and tested, has agreed to work with the Dublin Division of
Police to insure minimal disruption in the transition and change out process for new
handguns, and has established a trusted working relationship with the Dublin Division
of Police; and
WHEREAS, staff recommends that it is in the City's best interest to waive competitive
bidding requirements and to designate Vance's as the provider of handguns and
associated equipment (Le. holsters, magazine holders, etc.) for the Dublin Division of
Police.
NOW, T7REFORE, BE IT RESOLVED by the Council of the City of Dublin, State of
Ohio, of the elected members concurring that:
Section 1. Vance's is hereby designated as the provider for handguns and
associated equipment (Le. holsters, magazine holders, etc,) for the Dublin Division of
Police,
Section 2. Competitive bidding requirements are hereby waived for these purchases,
as it has been determined to be in the City's best interest to do so.
Section 3. This Resolution shall take effect and be in force upon passage in
accordance with Section 4,Q4(a) of the Revised Charter.

Summary
Attached for your consideration is Resolution no. 75-05 waiving competitive bidding requirements for
the procurement of handguns and associated equipment (i.e. holsters, magazine holders, etc,) for the
Division of Police. The Police Division has had a trusted history and working relationship with a local
company who has agreed to work through the various logistical issues involved in this handgun
transition, When dealing with public safety equipment it is important to deal with a trusted company
who can provide high quality equipment and service.
The Division of Police's current handguns are approaching 9 years of age. According to
manufacturer's suggested guidelines, the handguns need to be replaced or refurbished at 10 years.
Based on staff analysis, it is less expensive to trade handguns in for credit towards new handguns than
it is to refurbish the current handguns. Additionally, the new handguns have upgraded features that the
current handguns do not possess.
In the past, staff has dealt with two trusted companies regarding the purchasing of firearms: Kiesler's
located in Jeffersonville, Indiana and Vance's located in Columbus, Ohio. Staff obtained preliminary
quotes from both companies and Kiesler's preliminary quote was approximately $6,000.00 more than
Vance's preliminary quote. Staff believes the Vance quote to be competitive and fairly priced, In
addition, Kiesler is located out of state and transport of the handguns would add costs and logistical
issues versus dealing with a local company. Vance's has allowed the Division of Police to review and
test handgun systems at no cost and has agreed to work with staff to insure minimal disruption in this
transition. Staff believes working with Vance's will ensure a seamless transition to the new weapon
early in 2006.
Expenditures for the purchase of handguns and associated equipment are estimated at $41,000 and
funding is included in the 2005 Capital Improvement Program budget.
Recommendation
Staff recommends Adoption of Resolution no. 75-05, waiving competitive bidding for the purchase of
handguns and associated equipment (i.e. holsters, magazine holders, etc.) for the Dublin Division of
Police.
