HomeMy WebLinkAbout37-05 Resolution RECORD OF RESOLUTIONS ---- ----- ___~~yton!::egal ~~_I_~s:~rm No._lq~~___ _ - .____ ___..____ ____...__._____~__....u______._._ -, ,- -n----- -.------..-....--.- -- --------- '-..--------- ..----------. - ,--,-,,,, ---",-----" ]"--- 37-05 , . 20-=-_J Resolution No, Passed - - --------.-------------.------- - --_.._.._-----~._- ----------. - -- ------.-....----.---.-.---.--- --_._-_.---_._,_.~.- -----r A RESOLUTION WAIVING COMPETITIVE BIDDING REQUIREMENTS, PURSUANT TO SECTION 8,04 ('CONTRACTING PROCEDURES'), PARAGRAPH (C) ("WAIVER OF COMPETITIVE BIDDING") FOR ALCOHOLIC BEVERAGES, SOFT DRINKS, BOTTLED WATER AND SHUTTLE SERVICES FOR THE DUBLIN IRISH FESTIVAL WHEREAS, Section 8.04(C) of the Revised Dublin Charter authorized Council by a vote of no less than five (5) members to waive competitive bidding requirements if Council determines that it is in the best interest of the City to do so; and WHEREAS, Killian's Irish Red and Pepsi-Cola Bottling Company have served as sponsors for the Dublin Irish Festival over the past several years, contributing a substantial amount of financial and promotional support to the Festival; and WHEREAS, Coors is the parent company of Killian's Irish Red, and Central Beverage Group of Columbus is the sole distributor for the Killian's Irish Red and Coors products in Central Ohio; Pepsi-Cola Bottling Company is the sole distributor of Pepsi-Cola products; and WHEREAS, it has been recommended by staff that competitive bidding requirements be waived to designate the Central Beverage Group as the provider of Killian's Irish Red and Coors products and the Pepsi-Cola Bottling Company as the provider of Pepsi-Cola products and bottled water at the 2005 Dublin Irish Festival due to the financial and marketing benefits this sponsorship provides to the Festival and the City; and WHEREAS, A-Ultimate Tours, Inc., is able to provide the shuttle services for the patrons and volunteers of the 2005 Dublin Irish Festival; and WHEREAS, it is recommended that it is in the City's best interest to waive competitive bidding requirements to provide shuttle services for the 2005 Dublin Irish Festival. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, -ifi- of the elected members concurring: Section 1, That Central Beverage Group of Columbus is hereby designated as the provider for Killian's Irish Red and Coors beer products and that the Pepsi-Cola Bottling Company is hereby designated as the provider for soft drinks and bottled water for the 2005 Dublin Irish Festival. Section 2. That A-Ultimate Tours, Inc. is hereby designated as the provider of shuttle services for the 2005 Dublin Irish Festival. Section 3, That competitive bidding requirements are hereby waived for these purchases, as it has been determined to be in the City's best interest to do so. Hoyle ~ Re: Resolution No. 37 -05 Waiving Competitive Bidding Requirements for the purchase of miscellaneous goods and services for 2005 Dublin Irish Festival. Summary: Attached for your consideration is Resolution 37-05 waiving competitive bidding requirements for the procurement of alcoholic beverages, soft drinks, bottled water and shuttle services for the DIF. Section 8.04 (c) of the Revised Dublin Charter authorizes Council, by a vote of no less than five (5) members, to waive competitive bidding requirement if it determines that such waiver is in the best interest of the City. This year, as in years past, the alcohol sponsor for the DIF is Killian's Irish Red. In exchange for the sponsorship dollars and advertising support provided by Killian's, the DIF serves products only offered by Coors, the parent company of Killian's Red. Central Beverage Group of Columbus is the sole distributor for the Killian's Irish Red and Coors products in Central Ohio. Expenditures for the purchase of alcohol (beer) for the 2005 DIF are estimated at $60,000. Appropriate funding for this purchase has been authorized by the 2005 operating budget. The soft drink and bottled water sponsor for the DIF is Pepsi-Cola Bottling Company. In exchange for the sponsorship dollars and advertising support provided by Pepsi-Cola, the Festival serves products only offered by Pepsi-Cola Bottling Company. Expenditures for the purchase of soft drinks and bottled water for the 2005 DIF are estimated at $20,000. The City of Dublin provides shuttle services for patrons of the DIF. Shuttle services have also been provided for the volunteers of the DIF for the past 3 years. These additional services resulted in incremental increases, placing the total expenditures at $34,450 for the 2005 DIF, which is in excess of the City's bidding threshold of $30,000. This is the first year that shuttle services have exceeded the bidding threshold. Shuttle services will be provided by A-Ultimate Tours, who meet the City's unique requirements for transportation for patrons and volunteers. In order to execute a contract in a time frame necessary to provide shuttle services for the 2005 DIF it is necessary to waive the competitive bidding requirement. Recommendation: Adopt Resolution 37-05, waiving competitive bidding for the purchase of alcohol, soft drinks, water and shuttle services for the 2005 Dublin Irish Festival.
