HomeMy WebLinkAbout33-05 Resolution RECORD OF RESOLUTIONS ----- Dayton Legal BJ~,:-k-,--Inc_, Form _No. 30045 --------_._..~._._-----_...._---_..._--~..._-_._-- -------- - -, --_.._._._-----_..._----,._--~" i I Resolution No. 33-05 Passed ,20 - --------.----- - - ------ .-..----------"---------------- - - -----..-------- -_.0______0. - - -------..,.-..---...---- A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR THE HOSPITAL DRIVE PROJECT WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Dublin Charter and Chapter 37 of the Dublin Codified Ordinances, for the Hospital Drive Project; and WHEREAS, Council has determined that there may be a legitimate need to declare the relocation of the utilities in connection with the above-referenced project as a "single source" procurement, for reason that the company owning the utilities in question has the exclusive rights to relocate such utilities; and WHEREAS, it is necessary to amend the annual appropriations ordinance to provide funding authorization for the project; and WHEREAS, Council has determined that the bid submitted by George J. Igel & Company, Inc. constitutes the lowest and best bid, as set forth in Exhibit "A", Bid Opening Results. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, 2- of the elected members concurring: Section 1. There be appropriated from the unappropriated balance in the Perimeter Loop TIF Fund the amount of $1,535,000 to account 442-0314-780-2551 for the construction of Hospital Drive. Section 2. There be advanced into the Perimeter Loop TIF Fund the amount of $1,535,000 from the Capital Improvements Tax Fund. This advance will be repaid in the future from service payments generated from the Perimeter West nF and Perimeter Loop nF districts. Section 3. That the bid submitted by George J. Igel & Company, Inc. in the total amount of$1,490,807.90 is hereby accepted. Section 4. That the City Manager is hereby authorized to enter into contracts with George J. Igel & Company, Inc. for performance and completion of the Hospital Drive project pursuant to the advertisement, proposal and contract documents for said project on file in the office of the City Engineer. Section 5. That this Resolution shall take effect and be in force on the earliest date permitted by law. Hammersmith, P.E., Director of Engineering/City Engineer Re: Hospital Drive Bid Acceptance - Resolution No. 33-05 Summary On May 6, 2005 five (5) bids were received, publicly opened and read for the Hospital Drive project. Attached is a summary of the bids received. The Engineer's estimate for this project was $ 1,900,000. George J. Igel & Company, Inc. submitted the lowest and best bid of $ 1,490,807.90. For Council reference and review a reduced set of construction plans for the project has been placed in the Council planning room. Two tax increment financing (TIF) districts previously established, the Perimeter West TIF district and the Perimeter Loop TIF district included this project in the Descriptions of Public Infrastructure Improvements to be funded by the future service payments generated from the private improvements that have been constructed within the TIF districts. Staff also evaluating the possibility of establishing a new TIF district for the hospital site parcel. This project will be financed initially by an advance from the Capital Improvements Tax Fund. An advance of$I,475,000 was programmed in 2005. City staff has had several planning and design meetings with hospital design staff to fully integrate and coordinate the design of Hospital Drive with the Dublin Community Hospital site plan. Street trees will be included with the construction project Previous experience with George J. Igel & Company, Inc. has been favorable. Recent city projects constructed by George J. Igel & Company, Inc. include Eiterman Road and Woerner Temple Road construction in 2001 for the Ballantrae and Golf Course of Dublin projects. Recommendation Staff recommends Council adopt this resolution accepting the bid of George J. Igel & Company, Inc.
