HomeMy WebLinkAbout31-05 Resolution RECORD OF RESOLUTIONS ---------- __ D~ton Legal ~I<;i~~~~~.!:m No~~_OO45 ..----------- ____n" ---....------..-- ---- --_._.-----_._-~._-------- . - --- -------- T 31-05 I Resolution No, Passed ,20 j ~ ~- -----. ----------"_.._-------- _..-,------' ,..-------...-'---- .._--~- - -----------.======---.-- - ---... - ------------..,.-------..-------...-.------- -- -r--- A RESOLUTION ACCEPTING THE LOWEST I AND BEST BID FOR THE TARTAN WEST i WATER TOWER PROJECT WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Dublin Charter and Chapter 37 of the Dublin Code, for the Tartan West Water Tower Project; and WHEREAS, Council has determined that there may be a legitimate need to declare the relocation of the utilities in connection with the above-referenced project as a "single source" procurement, for reason that the company owning the utilities in question has the exclusive rights to relocate such utilities; and WHEREAS, it is necessary to amend the annual appropriations ordinance to provide funding authorization for the proj ect; and WHEREAS, Council has determined that bid submitted by Maguire Iron Company constitutes the lowest and best bid, as set forth in Exhibit "A", Bid Opening Results. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, !:J-- of the elected members concurring: Section 1. That the bid submitted by Maguire Iron Company in the total amount of $1,180,275 is hereby accepted. Section 2. There be appropriated from the unappropriated balance in the Tartan West TIP Fund the amount of $1 ,200,000 to account 443-0314-780-2561 for the construction of the water tower. Section 3. There be advanced into the Tartan West TIF Fund the amount of $600,000 from the Water Fund. This advance will be repaid in the future from service payments generated from the Tartan West TIF district. Section 4. That the City Manager is hereby authorized to enter into contracts with Maguire Iron Company for performance and completion of the Tartan West Water Tower Project pursuant to the advertisement, proposal and contract documents for said project on file in the office of the City Engineer. Hammersmith, P.E., Director of Engineering/City Engineer Jay M, Herskowitz, P.E., DEE, Assistant Director of Engineering - Utilities Re: Tartan West Water Tower Bid Acceptance - Resolution No. 31-05 Summary On May 6, 2005 three (3) bids were received, publicly opened and read for the Tartan West Water Tower (500,000 gallon water spheroid) project. A summary of the bids is shown on the attached bid summary. The Engineer's estimate for this project was $1,400,000. Maguire Iron Company, Inc. submitted the lowest and best bid of$1,180,275.00. Detailed design of this project began in October of2005 and was initiated in response to water distribution system improvement needs identified as part of the Tartan West development project. Until the water tower is brought on-line, system pressures will be provided by a booster station currently under construction and intended to be operational by June 1,2005, The booster station is designed currently as a three-pump system (1 @ 200 gpm and 2 @ 700 gpm back-ups) but may be reconfigured once the tower is operational to provide an economical water supply feed to the tower. As City Council is aware, a tax increment financing (TIF) district has been established for the Tartan West development. The water tower project was included in the Description of Public Infrastructure Improvements to be funded by the future service payments generated from the private improvements being constructed within the TIF district. The project will be financed initially by an advance from the Water Fund. An advance of $600,000 was made in 2004 and an additional $600,000 will be advanced in 2005. Maguire Iron Company has no previous experience in Central Ohio but has significant experience in other parts ofthe country, particularly in Minnesota and Wisconsin, with water spheroid type tank construction. Reference checks of contacts provided by Maguire with their bid, and conversations with other engineers and clients familiar with Maguire's work, indicate that the company is responsive and performs quality work. No information indicating that the company has ever had difficulty at meeting tight construction schedules was identified. This is important with respect to this project given the tower is to be substantially complete by August 2006, prior to the opening orthe Elementary "12" school along Hyland-Croy Road.
