HomeMy WebLinkAbout30-05 Resolution RECORD OF RESOLUTIONS ----..------ ____ ___________~aylon Legal ~_~n~_:J(1s:..:form No. 30045 ---- --- --------- - -------- ------_._-~_._-------- ----- - ------- Resolution No. 30-05 Passed ,20 -------------------- ----- ----- - - -- --------------------- - --- ----- - ----- ----------- A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR INDIAN RUN SANITARY SEWER WATERLINE EXTENSION PROJECT WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Dublin Charter and Chapter 37 of the Dublin Code, for the Indian Run Sanitary Sewer and Waterline Extension Project; and WHEREAS, Council has determined that there may be a legitimate need to declare the relocation of the utilities in connection with the above-referenced project as a "single source" procurement, for reason that the company owning the utilities in question has the exclusive rights to relocate such utilities; and WHEREAS, Council has determined that the bid submitted by Kokosing Construction Company constitutes the lowest and best bid, as set forth in Exhibit "A", Bid Opening Results. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, 7 of the elected members concurring: Section 1. That the bid submitted by Kokosing Construction Company in the total amount of$929,158.50 is hereby accepted. Section 2. That the City Manager is hereby authorized to enter into contracts with by Kokosing Construction Company for performance and completion of the Indian Run Sanitary Sewer and Waterline Extension Project pursuant to the advertisement, proposal and contract documents for said project on file in the office of the City Engineer. Section 3. That this Resolution shall take effect and be in force on the earliest date permitted by law. ~ Passed this ll- day of ,2005. Herskowitz, P,E., DEE, Assistant Director of Engineering - Utilities O\r'Y Re: Indian Run Sanitary Sewer and Waterline Extension Project Bid Acceptance Resolution No. 30-05 Summary On May 5, 2005 two (2) bids were received, publicly opened and read for the Indian Run Sanitary Sewer and Waterline Extension project. A summary of the bids is shown on the attached bid summary. The Engineer's estimate for this project was $1,100,000. The 2005 budgeted funds for construction ofthis entire project are $645,000 for the sanitary sewer component and $350,000 for the waterline component, resulting in a total project budget of $995,000. Kokosing Construction Company Incorporated (Kokosing) submitted the lowest and best bid of$929,158.50 (sanitary sewer at $743,158.25 and waterline at $186,000.25). For Council reference and review, a reduced set of project construction drawings has been placed in the Council planning room. As indicated in the March 29,2005 project status report to Council, staff recommended the design assumptions for the sanitary sewer be reconsidered in an effort to keep the project close to budget prior to rebidding. As originally designed, the sanitary sewer component would have provided gravity basement service where applicable. Staff determined that it would be more practical to redesign the sewer so gravity basement service, or gravity sewer service to the first floor of properties where basement service is not required, would be provided to all properties with the exception of2l5 and 235 Indian Run Drive. The horizontal profile of the redesigned sanitary sewer is approximately 12 feet to 14 feet higher than what was initially proposed. The homes at 215 and 235 Indian Run Drive have first floor elevations approximately 10 feet lower than the other homes and were the primary reasons why the initial design required trench depths of up to 25 feet in some cases. Homeowners at these properties indicate that in-lieu of gravity basement service, grinder pump systems or a combination grinder pump/first floor gravity sanitary sewer service will be utilized. On previous City projects, notably the Street Maintenance Program, Kokosing provided quality service and is generally recognized throughout the region as a quality construction company. Advance notification, including a detailed schedule for performing the work, will be provided to effected residents located in the vicinity of the work prior to this project commencing. Additionally, staff will be available at any time to minimize inconveniences that arise during the course of the project. Recommendation Staff recommends Council adopt this resolution accepting the bid of Kokosing Construction Company Incorporated.
