A RESOLUTION WAIVING COMPETITIVE BIDDING FOR
THE PURPOSE OF DEMOLISHING AND DISPOSING OF
CERTAIN CITY -OWNED PROPERTY
WHEREAS, the City of Dublin has acquired certain properties along Post Road for the
purpose of expanding Coffman Park and other municipal purposes; and
WHEREAS, the City desires to demolish the structures located on these properties and
to conduct certain additional work to ensure the sites are safe and clean for park and other
municipal purposes; and
WHEREAS, the City desires to complete this work in an expeditious manner while
complying with all environmental and safety standards/regulations; and
WHEREAS, ~8,04(C) ofthe Revised Charter of Dublin, Ohio authorizes City Council to
waive competitive bidding if Council determines that a waiver ofthe competitive bidding
requirement is in the best interest of the City,
NOW, THEREFORE, BE IT RESOLVED by the Council ofthe City of Dublin, State
of Ohio, 1 of the elected members concurring that:
Section 1, City Council hereby waives competitive bidding in accordance with
~8,04(C) of the Revised Charter of Dublin, Ohio.
Section 2. City Council hereby authorizes and directs the City Manager to
expeditiously demolish structures located on the City-owned properties identified in the
memorandum dated April12, 2005, exempting from demolition the property at 5952
Post Road,
Section 3. These structures are to be demolished in accordance with staff s
recommendations as presented in the April 12, 2005 memorandum,
Section 4, The City Manager is hereby authorized to hire the recommended contractor
to demolish, remove, dispose of and make secure the structures previously identified,
Section 5. That this Resolution shall take effect and be in force on the earliest date
permitted by law,

Re: Demolition of Certain City-owned Properties, including the Post Road Houses
Summary:
The City has determined the demolition costs for several City-owned properties, including the
houses on Post Road, A report dated April 12, 2005 from Danny Johnson, Director of Streets
and Utilities, is attached for your review, and details the costs for the demolition efforts.
The City proposes to raze four houses along Post Road, west of the Nyrop property, This would
include the Dantzer property located at 5952 Post Road. (This property is often described as the
white farmhouse,) In the last week, staff and Council have received an email from Edith Driscoll
a local resident, requesting that the City not demolish the farmhouse, I responded to Mrs,
Driscoll that staff would continue to recommend that the house and its outbuildings be removed
based on the fact that there is no public use for the building and the cost to rehabilitate it and
maintain it could not be justified without a specific public use for the structure, I did advise Mrs,
Driscoll of the date of the Council meeting on this subject,
The cost to demolish the Post Road houses west ofNyrop is $56,500.00; this amount would be
$38,000 if the white farmhouse is not razed, In either event, the staff requests that Council
waive competitive bidding on this project. A resolution to that effect is attached for Council
action.
In addition to the houses along Post Road west of the Nyrop property, the City needs to demolish
the old Thomas house located across from the entrance to Coffman Park and the DCRC, and the
house purchased for the construction of the Dublin/Brand roundabout. The cost to demolish
these structures is $29,800,00,
Funds for demolition of all of the houses along Post Road will be taken from the Parkland
Acquisition Fund and have already been appropriated. Funds for demolition ofthe Daroski
Property will be taken from the Capital Improvements Tax Fund and there are currently
sufficient appropriations for this demolition as well,
Recommendation:
Adopt Resolution 13-05, waiving competitive bidding for the demolition of certain city owned
property. Staff is comfortable using S,G. Loewendick & Sons, Inc., the same contractor it has used
on all previous projects. Costs of removal are consistent with previous removal projects, Staff has
great confidence in the methods used by this contractor for the accountability of debris hauling and
land filling. Additionally, this contractor has served as a strong liaison to the EP A.

Re: Demolition Costs
To date I have received two proposals for the demolition of the five homes on Post Road and one located
on Brand Road, The demolition costs includes razing all structures, removal of sanitary sewers/tanks
and asphalt driveways, The debris will be disposed of at a licensed landfill. All basements will be
backfilled and lots will be graded level. The wells will be capped per ODNR regulations. Listed below
are the price options:

5952 Post Road $18,500.00 (could be opted out)
5904 Post Road $13,000.00
5886 Post Road $12,000,00
5868 Post Road $13,000,00
Grand Total $ 56,500.00 (reduced to $38,000 if 5952 Post Rd is opted out)
Costs for demolitions of 5579 Post Road and 4640 Brand Rd

These proposals exclude all hazardous waste removal and seeding of area therefore, I am asking for
$7,500.00 to cover these incidentals for all the above referenced units,
