Blank, Inc., Form No. ~gg~_~_______ ___ _ ____________ ------ - --- - ---- -- -- --.-. -- .-....----- r- I 12-05 I I Resolution No. Passed .20_ i -------.-- ---- ---.---- - - ~~--=c:--== :_-==--=-=:===::~:.In= ---------.- ---.----- -- ----- - -- -- A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR RELINE HISTORIC DUBLIN 36" SANITARY INTERCEPTOR SEWER PROJECT WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 ofthe Dublin Charter and Chapter 37 of the Dublin Code, for the Reline Historic Dublin 36" Sanitary Interceptor Sewer Project; and WHEREAS, Council has determined that bid submitted by American Water Services constitutes the lowest and best bid, as set forth in Exhibit "A", Bid Opening Results. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, ~ of the elected members concurring: Section 1. That the bid submitted by American Water Services in the total amount of $325,500 is hereby accepted. Section 2. That the City Manager is hereby authorized to enter into contracts with American Water Services for performance and completion of the Reline Historic Dublin 36" Sanitary Interceptor Sewer Project pursuant to the Advertisement, Proposal and Contract Documents for said project on file in the office of the City Engineer. Section 3. That this Resolution shall take effect and be in force on the earliest date permitted by law. Passed this~ day of 7It ~005. Herskowitz, P.E., DEE, Assistant Director of Engineering - Utilities O\K Re: Reline Historic Dublin 36-inch Sanitary Interceptor Sewer Bid Acceptance Resolution No. 12-05 Summary On March 29, 2005 (5) bids were received, publicly opened and read for the Reline Historic Dublin 36-inch Sanitary Interceptor Sewer project. A summary of the bids is shown on the attached bid summary. The Engineer's estimate for this project was $ 450,000. American Water Services Incorporated submitted the lowest and best bid of $325,500 for work associated with pipe rehabilitation plus an additional $34,650 for manhole rehabilitation. This project is being pursued as pipeline inspection results, obtained in 2000, showed that hydrogen sulfide had deteriorated the interior walls of a 2,200-foot section of 36-inch diameter reinforced concrete pipe located along North and South Riverview Street. In one particular location, the pipe had deteriorated to the point where the structural steel used to reinforce the pipe had become exposed. The method used to reline this particular sewer segment is referred to as cured-in-place pipe (CIPP). The effectiveness of CIPP has been well documented. The process involves inserting and expanding a resin impregnated liner within the host pipe. Heat is then introduced throughout the liner to cure the resin. Once cured, a new structural pipe is formed within the damaged host pipe. For this project, the process will add only an additional 16.5 mm (about Yz inch) to the interior pipe diameter, but will not reduce the flow carrying capacity in any way as the smoothness of the new pipe reduces friction. The primary advantage of the CIPP process however is that open cut excavation is not required. Staff and the contractor will work closely with the public both prior and during the project to minimize inconveniences associated with the work. The project is anticipated to start after the Memorial Day Tournament and should take about approximately two weeks to complete. Previous experience with American Water Services on the Leven Links Court Sanitary Sewer Improvements and the 48-inch Storm Sewer Reline at 161/33 and Riverside Drive has been exceptional in terms of meeting schedule and budget requirements. Part of this is attributable to the fact that the company's manufacturing facility is located in Hilliard, Ohio. Recommendation Staff recommends Council adopt this resolution accepting the bid of American Water Services. Advance notification, including a detailed schedule for performing the work, will be provided to effected residents located in the vicinity of the work prior to this project commencing.
