A RESOLUTION ACCEPTING
THE LOWEST AND BEST BID FOR
2005 SIDEWALK REPLACEMENT PROGRAM
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Dublin Charter and Chapter 37 of the
Dublin Code, for 2005 Sidewalk Replacement Program; and
WHEREAS, Council has determined that bid submitted by Gaddis & Son, Inc.
constitutes the lowest and best bid, as set forth in Exhibit "A", Bid Opening Results.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
State of Ohio, ~ of the elected members concurring:
Section 1. That the bid submitted by Gaddis & Son, Inc. in the total amount of
$95,567.20 is hereby accepted.
Section 2. That the City Manager is hereby authorized to enter into contracts with
Gaddis & Son, Inc. for performance and completion of the 2005 Sidewalk
Replacement Program pursuant to the Advertisement, Proposal and Contract
Documents for said project on file in the office of the City Engineer.
Section 3. That this Resolution shall take effect and be in force on the earliest date
permitted by law.

Re: 2005 Sidewalk Replacement Program - Bid Acceptance Resolution No. 11-05
Summary:
At the August 2, 2004 City Council meeting, the implementation of an annual Sidewalk Program
was reviewed, discussed and approved by Council. Through the approved program the City is
responsible for funding sidewalk replacements and staff was to proceed with phasing in the program.
Staff implemented a limited first phase of the Annual Sidewalk Replacement Program in the fall of
2004 in a contractual amount of approximately $30,000. This first phase focused on repairing
deficient sidewalks at numerous critical locations throughout the community. The 2005 Annual
Sidewalk Replacement Program, the first full phase programmed in the Capital Improvements
Program for the amount of$125,000, will focus on the area north of Tara Hill Drive, as detailed on
the attached map. Based on a survey conducted by the Engineering staff in 2003, this area of the
City contained the largest concentration of deficiencies. The program, this year, will concentrate on
repairing sidewalks in this area that have a vertical separation of liz-inch or greater.
On April 26, 2005, eight (8) bids were received, publicly opened and read for the 2005 Sidewalk
Replacement Program. A summary of the bids is attached. Staff has reviewed all bids. The Engineer's
estimate was $125,000. Gaddis & Son, Inc. submitted the lowest and best bid of$95,567.20.
Gaddis & Son, Inc. successfully completed the concrete portion of the 1997 and 1998 Dublin Street
Maintenance Programs. Their work was of a high quality and completed in a timely manner. Gaddis
worked cooperatively with Engineering staff and City residents. The work for this year is presently
scheduled to commence the week of June 13,2005, and be complete by the final project completion
date of September 2, 2005, and to be substantially complete prior to the first day of school during the
last week of August.
Recommendation:
Staff recommends Council adopt this resolution accepting the bid of Gaddis & Son, Inc.
