A RESOLUTION ACCEPTING
THE LOWEST AND BEST BID FOR
2005 STREET MAINTENANCE PROGRAM
WHEREAS, formal advertising and competitive bidding procedures have
been conducted, pursuant to Section 8.04 of the Dublin Charter and Chapter 37 of the
Dublin Code, for the 2005 Street Maintenance Program; and
WHEREAS, Council has determined that bid submitted by Kokosing
Construction Company, Inc, constitutes the lowest and best bid, as set forth in Exhibit
"A", Bid Opening Results.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
Dublin, State of Ohio, .!J- of the elected members concurring:
Section 1. That the bid submitted by Kokosing Construction Company, Inc, in
the total amount of $2,006,000 is hereby accepted.
Section 2. That the City Manager is hereby authorized to enter into contracts
with KoKosing Construction Company, Inc. for performance and completion
of the 2005 Street Maintenance Program pursuant to the Advertisement,
Proposal and Contract Documents for said project on file in the office of the
City Engineer.
Section 3. That this Resolution shall take effect and be in force on the earliest
date permitted by law.

Summary:
An overview ofthe proposed 2005 Street Maintenance Program was presented to City Council at their February
22, 2005 meeting. The proposed program is divided into three categories: Annual Street Maintenance -
$1,816,000; Annual Bike Path Maintenance - $40,000; and Bike Path Connections/Additions - $150,000,
On April 12, 2005 five (5) bids were received, publicly opened and read for the portion ofthe 2005 Street
Maintenance Program that includes the three categories above. The Annual Roadside Improvements ($85,000)
and Annual Sidewalk Program ($125,000) will be bid separately. A summary ofthe bids is attached, Staff has
reviewed all bids. The Engineer's estimate was $1,986,100. Kokosing Construction Company, Inc. submitted
the lowest and best bid of $2,046,703.60, which is outlined as follows:

Based on the table above, Kokosing Construction Company's bid exceeds the 2005 Street Maintenance Program
budget by $40,703.60. As a result, staff has identified six streets that may be deferred to 2006 as noted on the
attached map. With these deferments, the contract for the 2005 Street Maintenance Program can be reduced to
within the limits of the 2005 budget.
Kokosing Construction Company Inc. successfully performed the City's 2002 Street Maintenance program.
They completed the work in a timely manner and were very cooperative with Engineering staff and City
residents. The work for this program is presently scheduled to commence the week of May 2,2005 and be
complete by the final project completion date of September 2,2005, and to be substantially complete prior to
the first day of school during the last week of August.
Recommendation:
Staff recommends the six streets identified be deferred to 2006 and this resolution accepting the bid of Kokosing
Construction Company be adopted by Council. The resulting total program cost of $1,924,256.28 will then be
less than the $2,006,000 budgeted for 2005.
