WHEREAS, the State of Ohio, through the Ohio Public Works Commission, administers financial assistance for open space and riparian corridors, through the State of Ohio Clean Ohio Conservation Fund, and WHEREAS, the City of Dublin desires financial assistance under the Clean Ohio Conservation Fund to reimburse a portion of the cost of acquisition of land located along Bright Road and the Billingsley Creek. NOW, THEREFORE BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, '7 members of the elected officials concurring that: Section 1. The City of Dublin approves filing a grant application, to receive financial assistance from the Clean Ohio Conservation Fund. Section 2. The City Manager is hereby authorized and directed to execute and file an application with the Ohio Public Works Commission and to provide all information and documentation required to become eligible for possible funding assistance. Section 3. The City of Dublin does agree to obligate the funds required to satisfactorily complete the proposed project and become eligible for reimbursement under the terms and conditions of the Clean Ohio Conservation Fund. Section 4. This Resolution shall be effective upon passage in accordance with section 4.04(a) ofthe Revised Charter. Assistant City Engineer-Utilities Mark Grady, Engineering Assistant Laura Karagory, Landscape Architect Melody Kennedy, Financial Analyst Re: Resolution 9-05 Clean Ohio Conservation Fund (Round 3) Project: Hopewell Earthworks and Billingsley Creek Riparian Corridor Preservation Project Summary: The City has submitted a pre-screening document for funding a Round 3 Clean Ohio Conservation Fund project. Pursuant to review of the City's pre-screening document and oral presentation for its grant proposal, the funding committee recently notified the City that its grant proposal is eligible for submittal to the Clean Ohio Conservation Fund. Please find attached a Resolution authorizing the City Manager to file a grant application with the Ohio Public Works Commission for Clean Ohio Conservation funding, and certifying that local funds are available for the City's matching share. The Clean Ohio Fund, as approved by Ohio voters, is a $400 million bond program to be spent over four years. Franklin County, District 3, has $2,9 million in available conservation funding for Round 3 plus un-disbursed funds from previous rounds to a combined total of over $3,1 million, As usual, funding is very competitive. With $3.1 million to award, there is over $6.9 million in requests for District 3. The City was fortunate to receive over $121 ,000 in grant funding during Round 2 that assisted the City with the acquisition of 2.72 acres of riparian corridor along the Scioto River near Dublin Road and the 1-270 overpass. The project that we are now asking City Council to approve for Round 3 is acquisition of 12 +/- acres of a 21 acre tract of land located along Bright Road and includes a portion of the Billingsley Creek. The 21 acre tract is currently owned by Josephine Holder. The possibility of acquiring this site poses a valuable opportunity to obtain and preserve a unique piece of historic property. The site contains Hopewellian Earthworks believed to be of the Middle Woodland period of Ohio prehistory. Although the outline of the Earthworks has dimmed over the years from farming use and maintenance of the land, they are still visible, and are believed to have potential to yield further information about the human activity that happened there. Members of Dublin City Council Page 2 The project eligibility requirements are very specific for the conservation fund. If acquiring land, the grant requires the land to be purchased and retained in perpetuity, and used for passive nature awareness types of activities. The goals for project funding are green space preservation and passive recreation, riparian corridor protection and improved water quality, wetland preservation, and wildlife habitat protection. Projects such as acquiring land for ball fields, playgrounds, and garden projects are not eligible. This property has been identified as a desirable property for the City to acquire. The City's Director of Parks & Open Space has initiated conversations about the possible acquisition of a portion of the property with the Holder Family. The Holder Family has been very receptive to staff's requests to make field visits of the property. Recommendation: Staff is recommending approval of Resolution 9-05, and requesting City Council's support in submission of a grant application to the Clean Ohio Conservation Fund. Round 3 applications are due by May 27, 2005. The grant funding committee will conduct site visits in early June, and make recommendations for grant funding by the end of June 2005. The benefit of preservation and long-term stewardship of this key asset for public use, education, and enjoyment is immeasurable. - . ~,~...
