! AN ORDINANCE AUTHORIZING AND DIRECTING
I CLERK TO ADVERTISE FOR BIDS FOR A NEW
I
POLICE CRUISER, SETTING FORTH SPECIFICA TIONS
AND DECLA RING EMERGENCY
WHEREAS the Village is in need of a new police cruiser;
NOW THEREFORE, BE IT OR~INED by the Council of the
Village of Dublin. State of Ohio. of the elected members
concurring:
SECTION 1. That the Clerk be and he hereby is authorized and
directed to advertise for bids for a new police cruiser having the following
specifications:
I The cruiser shall be new. current model police car. four-door
sedan. Wheel base not less than 119. 0 inches. Color to be
specified on the purchase orders, but will principally be black
or white.
SEATS AND UPHOLSTERY: Front: Heavy-duty springs.
cushion and backs. cushion to have foam rubber pad. heavy-
duty arms for support of seat backs. (Fleet model not
acceptable ).
Rear: Standard as supplied for current models.
Covering Material: Nylon Cloth with vinyl trim. colors to
harmonize. Color selection information to be furnished with
bids.
I ENGINE: Shall be V -8. not less than 383 cubic inches. 325 H. p.
four barrel carburetor. dual exhaust and develop not less than
I 410 ft. lbs. of torque. The engine shall be equipped with
replaceable dry element type air cleaner and full flow oil
I filte r. Top speed capability must be at least 120 M. P. H.
FUEL SYSTEM: The fuel system shall consist of a gasoline
tank. capacity not less than 20 gallons. A mechanical fuel
pump shall be furnished.
TRA NSMISSION: Shall be the Hydromatic. Cruise-O-Matic.
Torque Flite or equal.
AXLES: The front wheel suspension and rear axles are to be
of sturdy construction and capable of sustaining the total gross
load at ground without evidence of overloadings. The rear I

axles shall be of the level gear hypoid type and of such design
and construction as to be capable of transmitting to the driving I
wheels the full torque of the engine as developed through the
J highest numerical gear reduction provided in the transmission.
The gear ratio shall be as recommended by the manufacturer
and shall be listed with the bid.
TIRES: Tires shall be tubeless. 8.25 x 15. Goodrich. P314A.
HT high performance type. 4-Ply nylon cord construction.
not ply rated reduced ply construction. or equal. mounted on
a 6" safety rim. One spare tire and wheel shall be furnished
with each vehicle.

SPRING AND SHOCK ABSORBERS: Shall be equipped with
heavy duty front and rear suspension, heavy duty front and
rear shock absorbers, and heavy duty stabilizer bar.
WHEEL AND BRAKES: Shall be 15" wheels with power brakes.
Front wheels to be disc type brakes.
ELECTRICA L EQUIPMENT: The generator shall be an
alternator system with ammeter. Shall be heavy duty 60 to
65 ampere output and with high output at idling speed. The
system shall be complete with transistorized voltage regulator.
I Battery shall be not less than 70 amps. Shall be equipped
I with radio noise suppression equipment which shall include
I suppression type spark plugs and wiring. Shall be Ohio State
Patrol Kit equipment as supplied by Ford Motor Company and
Chrysler Corporation or Military Type Option Part AS-187-2C,
Section #3 as supplied by Chevrolet Motor Company or equal.
STEERING: Shall be power steering.
AIR CONDITIONER: To be factory installed with vented outlets
in the instrument panel. Shall have an acceptable automatic
control that will cut the air conditioner's compressor off when
the speed of the vehicle reaches and exceeds 75 MPH, or an
acceptable compressor designed and warranted for high speed
operations.
LIG HTS: The lighting equipment shall be manufacturer's standard.
All items required as of January 1, 1970, in the manufacture of
standard passenger cars by the Federal Safety Regulations
shall be furnished.
ACCESSORIES: Complete accessory equipment as listed shall
be installed:
1. Deluxe steering wheel.
2. Outside mirror shall be mounted on left door; head
of mirror shall be in line with quarter window
divider bar; in absence of a divider bar, the head
of the mirror shall be mounted 10" to the rear of
the forward point of the left door glass.
3. Left-hand spotlight, pillar mounted, Unity #225
I or equal.
4. Standard seat belts and shoulder harness as required
under the Federal Safety Regulation except that the
driver's position shall be equipped with American I
Safety Deluxe Restraint System Type 1.

5. Conventional radio speaker, mounted factory I
installed with 24" lead in wire. i
6. Front and rear rubber floor mats - heavy duty type.
7. Heavy duty police type radiator.
8. Special certified police calibrated speedometer
with 2 MPH graduation.
9. Manual remote control trunk compartment lock
release or approved equal with unlocking lever
located near and within immediate reach of the
driver position.
10. High strength windshield glass - all windows shall
have tinted glass.

... 11. Shall have an illuminated trunk light with an
automatic actuated switch when trunk is opened.
12. Shall be equipped with rear window defogger _

I 13. An additional dome light shall be mounted over

the center of the front seat controlled by a
separate switch.
14. Four switches mounted on a plate and installed
in the space provided for installation of a
commercial radio. Two switches to be a 3-way
type, and two switches to be a 2-way type, with
36 inches of 12 gauge lead-in wire to each switch.
15. One solenoid to activate the siren, with 36 inches of
6 gauge lead-in-wire. Designation of place of
installation to be determined after awarding of bid.
16. One manual control throttle, or fast idle device.
Delivery date to be specified in bid.
A 11 Bids shall be sealed and shall be filed with the Clerk of the
Village of Dublin, Ohio, before 12:00 Noon EST, February 2j, 1970, at
which time said bids shall be opened. A 11 Bids shall be accompanied by
bond or certified check in the amount of $100.00. The Council of the Village
of Dublin reserves the right to reject any and all bids.
SECTION II. That this ordinance be, and the same hereby is,
declared to be an emergency measure necessary for the immediate
preservation of the public health and safety for the reason that a new cruiser
is presently needed to protect the health and safety of the residents of the
Village, and that this ordinance shall take effect and be in force immediately
upon its passage.
