ORDINANCE NO. / s..- 67 , VILLAGE OF DUBLIN, OHIO
AN OR DIN ANC E ACCEPTING PETITION FOR
ANNEXATION OF TERHITORY
BE IT ORDAINED by the Council of the Village of Dublin, State of
Ohio, 5-" of the elected members concurring:
SECTION l. That the petition of Gladys F. Geese for the annexation
of the following described territory in the County of Franklin and adjacent
to the Village of Dublin, to -wit:
Situate in the Township of Washington, County of
Franklin, State of Ohio, being parts of Virginia Military
Surveys Numbers 2419 and 3011, respectively, and being
more particularly described as follows:
Beginning at a point in an existing southerly corpora-
tion line of the Village of Dublin, Ohio, as the same was
established by Dublin Ordinance No. 20-66 and as shown of
record in Miscellaneous Volume 142, Page 54 et. seq. ,
Recorder I s Office, Franklin County, Ohio, said point being
in an existing northwesterly property corner of a 58.386
acre tract of land (original 100.00 acre tract) presently owned
by Samuel O. & Gladys Geese (see Recorder's Deed Books
1378 and 1381, Pages 243 and 57, respectively) and also being
in the existing northerly survey line of the above said Virginia
Military Survey No. 3011 ;
Thence Eastwardly, along and with. the existing
northerly survey line of the said V. M. S. No. 3011, the same
being an existing southerly Dublin Corporation Line and also
being an existing northerly property line of the said Geese
58.386 acre tract of land, a distance of approximately 693
feet to an existing angle point thereon;
Thence continuing Eastwardly, along and with the
existing northerly survey line of the said V. M. S. No. 3011,
the same being (in part) an exis ting northerly property line '.'
of the said Geese 58.386 acre tract of land, a distance of
approximately 402 feet to a point in the existing northeasterly
survey corner thereof, said point being also in the existing
northwesterly survey corner of the above said Virginia Survey
No. 2419;
Thence continuing Eastwardly, along and with the
existing northerly survey line of the said V. M. S. No. 2419,
the same being (in part) an existing northerly property line
of the said Geese 58.386 acre tract of land, a distance of approx-
imately 624 feet to a point in an existing northeasterly property
corner of the said Geese 58.386 acre tract of land;
Thence Southwardly, along and with an existing easterly
property line of the said Geese 58.386 acre tract of land and
Southwardly, along and with said existing easterly property
line of the said Gee se 58. 386 acre tract of land produced south-
wardly across Pinney Road, a distance of approximately 1241
feet to a point, said point being 15 feet southerly from (as meas-
ured at right angles) the existing centerline of the said Pinney
Road;
Thence Eastwardly, along and with a line 15 feet
southerly from (as measured at right angle s) and running
parallel to the existing centerline of the said Pinney Road,
crossing a 66.966 acre tract of land presently owned by
The Ashland Oil and Refining Co. (see Recorder's Deed
Book 2877, Page 120), a distance of approximately 2098
feet to a point in the existing easterly property line of the
said Ashland Oil & Refining Co. 66.966 acre tract of land;
Thence Southwardly, along and with the existing
easterly property line of the said Ashland Oil & Refining
Co. 66. 966 acre tract of land, a distance of approximately
426 feet to a point, said point being in the existing north-
westerly property corner of a 71. 924 acre tract of land
also owned by The Ashland Oil and Refining Co. (see
Recorder I s Deed Book 2888, Page 441);
Thence Northeastwardly, along and with the exist-
ing northerly property line of the said Ashland Oil &
Refining Co. 71.924 acre tract of land, a distance of
approximately 986 feet to a point of intersection of same
with the existing westerly right-of-way line of Frantz Road
(40 feet in width);
Thence Southeastwardly, along and with the exist-
ing westerly right-of-way line of the said Frantz Road, a
distance of approximately 836 feet to a P9int in an existing
angle point thereon;
Thence continuing Southeastwardly, along and with
the existing westerly right-of-way line of the said Frantz
Road, a distance of approximately 1019 feet to a point of
intersection of same with an existing northerly right-of-way
line of Ri ngs Road (60 feet in width);
Thence Southwestwardly, along and with an existing
northerly right-of;..;way line of the said Rings Road, a dis-
tance of approximately 10 feet to a point in an existing angle
point thereon;
Thence Southeastwardly, along and with the exis ting
westerly right-of-way line of the said Rings Road, a distance
of approximately 355 feet to a point in an existing angle
point thereon;
Thence Southwestwardly, along and with an existing
northerly right-of-way line of the saiLd Rings Road, a dis tance
of approximately 2489 feet to a point in an existing angle point
thereon;
Thence continuing Southwestwardly, along and with
an existing northerly right-of-way line of the said Rings Road,
a dis tance of approximately 409 feet to an angle point in an
existing Perpetual State Highway Easement as procured by
The State of Ohio in conjunction with Ohio Road Project No.
FRA-I-270-7. 47N and as shown of record in Plans on file
at The Franklin County Engineer's Office, 970 Dublin Road,
Columbus, Ohio;
Thence along and with the exis ting northerly line of

the said Perpetual State Hi ghway Easement the following
four (4) courses: (1) Northwestwardly approximately 59
feet to a point; (2) Southwestwardly approximately 52 feet
to a point; (3) Southwestwardly approximately 866 feet to
a point and (4) Southwestwardly approximately 257 feet to
point in the existing easterly right-of-way' line of the said
1-270 (300 feet in width);
Thence Northwestwardly, along and with the existing
easterly right-of-way line of the said 1-270, a distance of
approximately 156 feet to an existing angle point thereon;
Thence continuing Northwestwardly', along and with
the existing easterly right-of-way line of the said 1-270, a
chord distance of approximately 818 feet to an existing angle
point thereon;
Thence continuing Northwestwardl~r, along and with
the existing easterly right-of-way line of the said 1-270, a
chord distance of approximately 1251 feet to a point of in-
tersection of same with an existing southerly property line
of the above said Geese 58.386 acre tract of land produced
eastwardly across the said 1-270;
Thence Westwardly, along and with. an existing
Ii southerly property line of the said Geese 58.386 acre tract

ACRES IN WASHINGTON TOWNSHIP
TO THE VILLAGE OF DUBLIN, OHIO
GRANTED
The Commissioners of Franklin County, State of Ohio, proceeding this
day to hear and consider the petition of Gladys F. Geese, filed March 11,
1969, and having in open hearing heard all of the persons desiring to be
heard for or against the granting of said petition, and having considered
a 11 the facts wi th reference thereto, and bei ng fully advi sed,
. FINDS, that said petition contains all of the matters required by law,
that the territory sought to be annexed is adjacent and contiguoJ{ to the '
said Village of Dublin, Ohio; that the petition contains a full d complete
, description of said territory sought to be annexed; that the map, or said
territory attacaed to the said petition is signed by a majority the
adult fFeeho1ders residing on the territory sought to be annexed; that the
required legal notice of the petition has been published and posted as
required by law; that the territory to be annexed is not unreasonably
large; and that the general good of the territory sought to be annexed will
be served if this annexation is granted, all in accordance with the pro-
visions of the Ohio Revised Code 709.033; therefore,
IT IS HEREB Y ORDERED ON ~10TI ON: Mr. Southwick, seconded by Mr. Cooper,
that the prayer of said petition be granted and that the territory described
in said petition be annexed to the Village of Dublin, Ohio, in accordance
with the law; that the orders and proceedings of this Board relating to
said petition and map attached thereto, and all papers on file relating
to said matter be deposited at once with the Clerk of Dublin, Ohio.

Dear Mayor Frambes:
You will recall a meeting held in my office on August. 19, 1968
concerning a proposed sewerage service contract between the Village of
Dublin and the City of Columbus in the form submitted by the Village
of Dublin.
Approval of this contrqct on the part of the City of Columbus was
withheld mainly because the contract provisions established a timetable,
for construction of the Upper Scioto West Branch Main Trunk Sanitary
Sewer, to which Columbus could not subscribe (Columbus has problems also).
~owever, we did agree to check with our Consulting Engineers for the
Upper Scioto Project and we have received a re?ly f~om them. The first
section from near the Indian Village Camp northward to the vicinity of
Tudor Ditch (Ridgewood Estates branch sewer) would involve 5,000 feet of
72-inch main line, one easement and seven months time from order to
furnish dra\'Tings for bids. Necessary aerial photography for the entire
project could not start until the leaves are off the trees and the first
aerial map would not be available until three ~onths after order. The cost
of this first section is estimated at $550,000. The second section from
Tudor Ditch northward to the vicinity of Cos~ray Ditch would involve an
....' additional 25,000 feet of 72-inch, 60-inch, 54-inch and 48-inch ~ain line,
60! easements and an additional five months to provide drawings for bidding.
........ It would be necessary to add a minimum of four (4) more months to provide for
the acquisition of easements for right of way.
We estimate that construction would take about twelve (12) months ;
after an award is made unless we were to require oultiple working sites ,
at extra cost. The cost of this second section is now estimated at about
$1,800,000. I

We still have one other remaining problem. Residents of Norwich
Township are to vote on November 5th on annexation to Hilliard. If
this action is approved the matter of responsibility for construction
of this trunk through area which will be in Hilliard (and Dublin ~

Sewer Service Contract with Columbus.
Summarizing all the above, it would appear that the main trunk
sewer could be provided to Cosgray Ditch about April 1, 1971 provided

the overall project.
As memory serves, this date is somewhat later than the deadline
which you hope to meet but we cannot estimate any better at this time
and even then the provisions mentioned above will control.

BE IT RESOLVED, that the Washington Township Precinct "A"
Zoning Resolution and that the Washington Township Precinct
"A" Zoning Map be amended to incorporate Section XVI creating
an office, laboratory and research district and amending the
Zoning Map in certain respects, said section to read as follows:
A. Uses Permitted:
I, Administrative and executive offices for personnel
engaged in general administrative, supervisory, purchasing,
accounting, and other functions related to office operations;
research, synthesis, analysis, development and testing
laboratories, including the fabrication, assembly, mixing
and preparation of equipment and components incident or con-
venient or necessary to the carrying on of such activities.
2, Uses normally attendant to and in support of servicing
of office, administrative, executive, research and laboratory
facilities and related functions.
3. Building Height Limit: The height of the building

The undersigned, being the only adult freeholder
residing in a certain area, as hereinafter more fully
described, consisting of 336 acres, more or less,
situated in Washington Township, Franklin County, Ohio,
which is adjacent to the Village of Dublin, Ohio,
respectfully petitions that the said territory may be
annexed to the Village of Dublin, Ohio.
A full and accurate description of said territory,
along with an accurate map thereof, is attached hereto,
incorporated herein, and made a part hereof.
Jacob E. Davis, II is hereby authorized to act
as agent of the petitioner in securing such annexation.
Said agent is authorized to make amendments to this
petition which in his judgment are necessary or proper,
including amendments to correct any discrepancy or error
in the petition, the description of territory to be
annexed and the map thereof. In addition thereto,
said agent is authorized to delete areas from said
territory and to make changes in the description and
map to conform to such deletions. Such amendments may
be made by corrections or interlineations on the original
petition and map, or by the presentation of an amended
description and map, at any time before final action
on this petition.

Situate in the Township of Washington, County of Franklin,
State of Ohio, being parts of Virginia Military Surveys Numbers 2419
and 3011, respectively, and being more particularly described as
follows:
Beginning at a point in an existing southerly corporation line
of the Village of Dublin, Ohio, as the same was established by Dublin
Ordinance No. 20-66 and as shown of record in Miscellaneous Volume
142, Page 54 et. seq., Recorder's Office, Franklin County, Ohio, said
point being in an existing northwesterly property corner of a 58.386
acre tract of land (original 100.00 acre tract) presently owned by
Samuel O. & Gladys Geese (see Recorder's Deed Books 1378 and 1381,
Pages 243 and 57, respectively) and also being in the existing north-
erly survey line of the above said Virginia Military Survey No. 3011;
Thence Eastwardly, along and with the existing northerly survey
line of the said V.M.S. No. 3011, the same being an existing souther-
ly Dublin Corporation Line and also being an existing northerly prop-
erty line of the said Geese 58.386 acre tract of land, a distance of
approximately 693 feet to an existing angle point thereon;
Thence continuing Eastwardly, along and with the existing
northerl) survey line of the said V,M.S. No. 3011, the same being
(in part an existing northerly property line of the said Geese
58.386 acre tract of land, a distance of approximately 402 feet to
a point in the existing northeasterly survey corner thereof, said
point being also in the existing northwesterly survey corner of the
above said Virginia Survey No. 2419;
Thence continuing Eastwardly, along and with the existing
northerl) survey line of the said V.M.S. No. 2419, the same being
(in part an existing northerly property line of the said Geese
58.386 acre tract of land, a distance of approximately 624 feet to
a point in an existing northeasterly property corner of the said
Geese 58.386 acre tract of land;
Thence Southwardly, along and with an existing easterly property
line of the said Geese 58.386 acre tract of land and Southwardly,

58.3 6 acre tract of land produced southwardly across Pinney Road,
a distance of approximately 1241 feet to a point, said point being
15 feet southerly from (as measured at right angles) the existing
centerline of the said Pinney Road;

feet to a point in the existing easterly property line of the said
Ashland Oil & Refining Co. 66.966 acre tract of land;
Thence Southwardly, along and with the existing easterly prop-
erty line of the said Ashland Oil & Refining Co. 66.966 acre tract
of land, a distance of approximately 426 feet to a point, said point
being in the existing northwesterly property corner of a 71.924 acre
tract of land also owned by The Ashland Oil and Refining Co. (see
Recorder's Deed Book 2888, Page 441);
Thence Northeastwardly, along and with the existing northerly
property line of the said Ashland Oil & Refining Co. 71.924 acre
tract of land, a distance of approximately 986 feet to a point of
intersection of same with the existing westerly right-of-way line of
Frantz Road (40 feet in width);
Thence Southeastwardly, along and with the existing westerly
right-of-way line of the said Frantz Road, a distance of approximately
836 feet to a point in an existing angle point thereon;
Thence continuing Southeastwardly, along and with the existing
westerly right-of-way line of the said Frantz Road, a distance of
approximately 1019 feet to a point of intersection of same with an
existing northerly right-of-way line of Rings Road (60 feet in width);
Thence Southwestwardly, along and with an existing northerly
right-of-way line of the said Rings Road, a distance of approximately
10 feet to a point in an existing angle point thereon;
Thence Southeastwardly, along and with the existing westerly
right-of-way line of the said Rings Road, a distance of approximately
355 feet to a point in an existing angle point thereon;
Thence Southwestwardly, along and with an existing northerly
ri~ht-of-Way line of the said Rings Road, a distance of approximately

Thence continuing Southwestwardly, along and with an existing
northerly right-of-way line of the said Rings Road, a distance of
approximately 409 feet to an angle point in an existing Perpetual
State Highway Easement as procured by The State of Ohio in conjunction

Perpetual state Highway Easement the following four (4) courses:
(1) Northwestwardly approximately 59 feet to a point; (2) South-

mately 257 feet to point in the existing easterly right-of-way line
of the said I-270 (300 feet in width);
Thence Northwestwardly, along and with the existing easterly

feet to an existing angle point thereon;
Thence continuing Northwestwardly, along and with the existing
easterly right-of-way line of the said I-270, a chord distance of
approximately 818 feet to an existing angle point thereon;
Thence continuing Northwestwardly, along and with the existing
easterly right-of-way line of the said I-270, a chord distance of
approximately 1251 feet to a point of intersection of same with an
existing southerly property line of the above said Geese 58.386 acre
tract of land produced eastwardly across the said I-270;
Thence Westwardly, along and with an existing southerly prop-
erty line of the said Geese 58.386 acre tract of land produced east-
wardly across the said I-270 and westwardly, along and with said
existing southerly property line, a distance of approximately 1023
feet to a point in an existing southwesterly property corner thereof;
