A RESOLUTION ACCEPTING THE LOWEST AND
BEST BID FOR THE AMBERLEIGH PARK PHASE
ONE SITE IMPROVEMENTS PROJECT, AND
AUTHORIZING THE CITY MANAGER TO ENTER
INTO A CONTRACT FOR THE SERVICES
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Revised Charter for the Amberleigh Park
Phase One Site Improvements Project; and
WHEREAS, Council has determined that the base bid submitted by Jess Construction
Inc. of $1,014,000.00 and the following bid alternates submitted by Jess Construction
Inc., including bid alternate #4 for $12,700.00, bid alternate #5 for $34,500.00, bid
alternate #6 for $50,600.00, bid alternate #7 for 24,000.00 and bid alternate #8 for
$67,000.00 for a total contract amount of $1,202,800.00 constitute the lowest and best
bid for the project; and
WHEREAS, this is an approved 2010 Capital Improvements Project.
NOW, THERE, BE IT RESOLVED by the Council of the City of Dublin,
State of Ohio, of the elected members concurring, that:
Section 1 . The base bid submitted by Jess Construction Inc. in the amount of
$1,014,000.00 and the following bid alternates submitted by Jess Construction Inc.,
including bid alternate #4 for $12,700.00, bid alternate #5 for $34,500.00, bid
alternate #6 for $50,600.00, bid alternate #7 for $24,000.00, and bid alternate #8 for
$67,000.00, for a total contract amount of $1,202,800.00 is hereby accepted.
Section 2 . The City Manager is hereby authorized to enter into a contract for said
project as specified within the bid proposal and the City's bid documents on file in the
Division of Parks and Open Space.
Section 3 . This Resolution shall take effect and be in force upon passage in
accordance with Section 4.04(a) of the Revised Charter.

Re: Resolution 59 -10 — Amberleigh Community Park —Phase One Site Improvements
Background
On Tuesday, November 23, 2010, bids were opened for the Amberleigh Community Park Phase
One Site Improvements Project. Seven bids were received (a complete bid tabulation is attached).
Funding in the amount of $985,000 was included in the 2010 Operating Budget. The design
estimate for the project was $1,188,685.00. The lowest and best bid, submitted by Jess
Construction, Inc., was for $1,014,000.00.
This project, once completed, will provide an entry drive, parking lots, sidewalks, open air plaza,
shelter facility with attached restrooms and kitchenette, playground, open play area and associated
landscaping. Complete construction details are available for review in the Council Planning room.
A homeowners association meeting was held in April 2009 in which the park master plan was
reviewed, allowing an opportunity to discuss concerns and respond to questions. Based upon input
received, changes were made to the plan and submitted to the Dublin Planning and Zoning
Commission in December 2009. At the December 2009 Commission meeting, a wide array of input
was received, both positive and negative, that culminated in a negative vote. Staff subsequently
revised the plans and, more importantly, revised the phasing schedule and resubmitted to the
Commission in April 2010. This version was approved. The approved plan provided for the
construction of a shelterhouse, including a restroom, located in the mid level of the park instead of
the originally proposed shelterhouse without a restroom located in the upper level of the park. The
modification resulted in additional costs of approximately $270,000 that had not been included in
the $985,000 budgeted.
The revised phasing plan was reflected in the 2011 -2015 Capital Improvements Program. The next
phase of development is scheduled for 2013 -2014. Bid alternates 1 through ,3 included within the
bid package currently being proposed will be included in the 2013 -2014 phase. Staff included these
bid alternates for two reasons: if bids came in substantially less than anticipated, staff would
propose construction of the alternates at this time; and the pricing of these elements will provide
more accurate budget estimates for the future.
There are opportunities within the Phase 1 design to value engineer certain components that should
result in savings that would come close, if not succeed, in bringing this project within the 2010

budget allocation of $985,000 for park development.
The park design reflected in the Phase 1 construction documents will result in a fully functional
park that includes ample parking for this phase, a unique playground, an architecturally significant
pavilion with restrooms, and will allow access to one of the more beautiful parcels of public land
within Dublin.
In addition to the base bid, staff is recommending acceptance of five of the 10 bid alternates. These
five alternates include landscape features, plaza walls and entry design.
In addition to the base bid and recommended bid alternates, there are owner - provided materials (site
furniture and playground equipment) and various utility fees that add approximately $155,000 to the
construction costs.
Total costs associated with Phase 1 improvements, as recommended by staff, would be
approximately $1,357,800.00. Additional funding authorization in the amount of $375,000 has
been requested in Ordinance 45 -10.
Recommendation
Staff is recommending adoption of Resolution 59 -10, accepting Jess Construction's base bid of
$1,014,000.00. Staff is also recommending acceptance of bid alternates 4 through 8. Staff has
received excellent references for Jess Construction.
