Form No 30)65 Resolution No 84 -08 (Amended) Passed 20 A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH COLUMBUS STATE COMMUNITY COLLEGE FOR THE PURPOSE OF PROVIDING WORKFORCE DEVELOPMENT CONSULTING SERVICES WHEREAS, Dublin's dynamic local economy and the success of its businesses depends on access to a quality workforce; and WHEREAS, the City of Dublin recognizes that in addition to its efforts to retain, expand and attract business, the City must also seek to understand both businesses' workforce needs and supply of workforce talent; and WHEREAS, workforce development is the overarching process of creating and improving the local talent pool to serve businesses' present and future needs; and WHEREAS, The Center for Workforce Development at Columbus State Community College is uniquely qualified and staffed to provide workforce development services; and WHEREAS, the City of Dublin desires to more fully integrate workforce development services into its economic development programming in order to help ensure the success of Dublin businesses; and WHEREAS, the City of Dublin and Columbus State Community College desire to enter into an Agreement memorializing the responsibilities and commitments of each party to efficiently and effectively provide workforce development services. NOW, THEWORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, _ of the elected members concurring that: Section 1 . The City Manager is hereby authorized to enter into an Agreement with The Center for Workforce Development at Columbus State Community College. Section 2. The initial funding for this program of $20,000 will be accommodated within the 2008 operating budget for the Economic Development Department. An additional $20,000 to augment the level of service for this program will be included in the 2009 operating budget for Economic Development. Section 3. McDaniel, Deputy City Manager /Director of Economic Development RE: Resolution 84 -08, The Center for Workforce Development at Columbus State Community College Summary Attached for your consideration is Resolution 84 -08, authorizing the City Manager to enter into an Agreement with The Center for Workforce Development at Columbus State Community College (CWD). As mentioned during budget hearings, Economic Development recommends more fully integrating Workforce Development services into its programming. As a result of the business/ education roundtables conducted by Economic Development this past summer, it became evident that quality of and access to workforce development is very important. It is important to both understand workforce shortfalls /needs and workforce capability and availability, as well as provide outreach services to assist businesses with their Workforce Development needs. The CWD is uniquely qualified and staffed to provide these services. The CWD is the lead agency within the region providing Workforce Development services. Staff desires to enter into an Agreement with CWD in order to augment existing services and gain additional access to and focus additional service on Dublin. Also attached is a proposal from CWD to the City of Dublin, which outlines the type of services provided by CWD. This proposal is VERY comprehensive. The proposal /Scope of Service will serve as a menu of services that staff will select from on an as needed basis. Our primary focus for services will be in the following areas: 1. Outreach a. Understanding and focusing on industry sectors /clusters b. Conducting business visits 2. Consulting a. Conducting needs assessments with identified businesses b. Understanding the workforce talent availability and shortcomings in and around Dublin 3. Retention Services a. Funding b. Employee retention c. Employee selection d. Employee performance e. Process improvement training f Workforce Education conference for Dublin businesses (annually) g. Assist with attraction marketing effort focused on Site Selectors b. Assist with responses to attraction efforts CWD agrees to dedicate a person to the City of Dublin to focus on Dublin efforts. The amount of hours spent in Dublin will be driven by deal flow, project demand, visitation schedule and, of course, budget. As mentioned in recent budget hearings, Economic Development desires to enter into an initial Agreement with CWD for $20,000. This funding is currently available in the 2008 budget. Staff has budgeted an additional $20,000 in 2009, if approved by Council, to augment the level of service as driven by deal flow, project demand and visitation schedules. The City will also allow CWD to use one of its offices and training/meeting room at the Dublin Entrepreneurial Center. Maintaining office hours in Dublin will significantly increase the access and availability of Workforce Development services in our City. Recommendation Staff recommends Council approve Resolution 84 -08. Should Council authorize this Agreement, the Agreement will be in the form of a Professional Services Agreement as approved by legal staff, incorporating the Scope of Services as described above. PJ PROPOSAL Business Retention Services Prepared for n 'City of Dublin Submitted by L� The Center for Workforce Development At Columbus State Community College October 29, 2008 The City of Dublin wants to ensure the viability of their current business base by providing their employers access to workforce development services. Workforce Development is the overarching process of creating and improving the local talent pool to serve businesses' present and future needs, or in the words of one advocate: "Workforce development is where education, employment, and economic development come together." From this viewpoint, activities are best understood in six interrelated categories: Pipeline - sources from which employers draw employees which include: the Education system - from K -12 to universities, local training providers, government services, placement agencies and direct sourcing. 2. Incumbent - Education, training, and services for current employees. 3. Entrepreneurial - Education, training, and services to support business formation and growth. 4. New Hire /Selection process - the processes employers use to screen and identify candidates that best fit their organization's employment and culture needs 5. Efficiencies - methods and programs such as LEAN, Six Sigma, and other similar programming that reduce overall business expense and improve productivity and efficiencies 6. Support - agencies, government services and funding that support the overall growth and development of the above activities The City of Dublin has engaged in discussions with the Center for Workforce Development at Columbus State Community College about the potential of providing workforce services to the Dublin business base. What follows is a description of the services available for: business retention and economic development activities. November 12, 2008 uescription or neea Outreach ## Businesses in Dublin will be visited in 2009 The Center for Workforce Development (CWD) will utilize state and local labor market information to identify and catalog small, medium and large businesses resident in the community and the appropriate contact at those institutions. These businesses will be grouped into industry sectors and invited to "industry specific" meetings where CWD in conjunction with identified City personnel will detail the workforce services available and attempt to schedule private, one -on -one meetings with each business to identify their workforce needs. For businesses who do not attend these general information meetings, individual letters will be sent with follow -up calls in an attempt to schedule appointments. The Dublin Chamber will be contacted with the goal of enlisting their support and partnering with the Chamber in conducting this outreach and providing these services. CWD staff will accompany City of Dublin Economic Development personnel on any business call initiated by City personnel independent of the efforts outlined above. Consultinq CWD staff will provide workforce consulting services to identified businesses. This will take the form of a needs assessment that will be conducted with the business and their identified key staff members. The results of the assessment will determine the type of workforce service support that best benefits the individual employer. Range of Workforce Services The intent of business retention services are to provide whatever possible to assist the identified Dublin business in maintaining or growing their business. The range of services listed below are an attempt to demonstrate the types of services that might be drawn from a typical workforce assessment, but are not exclusive of CWD providing other services should the need arise: November 12, 2008 3 Description of Retention Services 1. Funding - assistance with identifying and applying for funding that would offset the cost of incumbent employee training that might be needed 2. Employee Retention - identifying processes and other supports that would enhance or increase employee retention and assisting with such implementation 3. Employee Selection - analyzing job duties /descriptions and identifying competencies needed for a successful hire. Developing interview guides /questions that would best draw those competencies out of a potential candidate. Identifying and implementing pre -hire assessment tools. Training staff on interview techniques to increase the likelihood of successful hires. Training staff on services, agencies and programming available to broaden their selection pool. 4. Employee Performance - identifying areas of improvement needed in employee base and selecting an education /training provider that can meet the need, negotiating the pricing, setting the training plan and providing oversight for the process. (Note: while CWD can meet a large range of education and training needs, efforts will be incorporated to ensure other training entities within the City of Dublin and elsewhere have ample opportunity to respond to these needs as well. This will ensure that a heightened sensitivity prevails related to the relationship that the City of Dublin must maintain with all education and training entities within their locale). Process Improvement - identifying where productivity programming such as LEAN /Six Sigma and others would best improve the overall business operation, developing an implementation plan and securing the delivery of such process improvements. This will include oversight of the delivery process. 6. Workforce Education - develop and deliver an annual workforce conference for Dublin businesses that includes: national speaker, business identified breakout sessions, showcases of education /training options, and information on workforce trends and legislation. CWD will handle all administrative duties that pertain to delivering this annual event and participate in the cost of this annual event. Emerging Businesses - met with "incubator" business groups and assist in providing the type of workforce services such as hiring, screening, developing human resources tools, etc. that such a business might need. For those incubators ready to take their product to market for the first time, assist them in developing the necessary sales skills and dialogue that will be needed to take them to that next stage from R &D to sales. Economic Development - In conjunction with City personnel, meet with site selectors and /or employers who are considering Dublin as a possible locale for business relocation for the purposes of answering workforce related questions. 9. Assist in completing any site selector surveys that require workforce data collection. 1O.Assemble other education entities to meet with prospective relocation clients based on the type of programming that business might need. Prep all personnel prior to the meeting and develop /assemble any pass out materials specifically related to their education need. For example, if a call center were considering the Dublin locale, assemble education and training providers that specifically provide: customer service training, IT /database management training, supervisory training, etc. 11.Develop and deliver a survey to Dublin businesses that capture workforce information that would be important to Economic Development efforts. November 12, 2008 5 Description of Economic Development Services 12.At CWD's own expense, those business in Dublin receiving workforce services will be surveyed by an independent contractor at the end of the fiscal year as to the business satisfaction level with those services. The survey tool will be developed in conjunction with the City of Dublin personnel and all data will be released directly from the third party vendor to the City of Dublin. 13.CWD will provide one lead consulting professional to be provider of the services detailed in this document. However, in addition to that lead person, other CWD staff will be called upon to assist in delivering specific solutions under the direction of the consulting professional, up to and including the Director for CWD. The company, business, or organization agrees not to employ the consultant on a private consultant agreement for a period of two years after the completion of the program. 3. The company, business or organization agrees to pay the College within 30 days of receipt of an invoice for services outlined in this agreement.
