. AN ORDINANCE ESTABLISHING A SEVER SYSTEM-CAPACITY CHARGE
FOR SEWER AND DECLARING AN EMERGENCY
WHEREAS, the Village of Dublin is contemplating the need for major
~ , improvements to the wastewater collection system of the Village of DUb~in

...J such as future extension of the West Branch of the Scioto Trunk Sewer dnd
the East Branch of the Scioto Trunk Sewer and other major wastewater
collection facilities and;
WHEREAS, the Village of Dublin has an obligation under the contract
for sewerage service between the Village of Dublin and the City of COl~bUS
to repay a certain portion of the cost of construction of the West BraJ~h
of the Scioto Trunk Sewer between Tuttle Road and Cosgray Ditch as set forth
in the contract and;
l~REAS, it is deemed necessary to set aside funds for said purposes
for the benefit of all present and future residents of the Village;

NOW THEREFORE, be it ordained by The Council of the Village of Dublin, I

I U SECTION 1. That the Village of Dublin establish a Sewerage System~ I

I Capacity Charge for said purposes, and;
I

SECTION 2. That for the purpose of providing revenue to help finance
and to more equitably distribute the cost of the construction of necesJary
additions to the sewer system, it is hereby determined and declared nedessary . I
to provide for the establishment, exaction and regulation of a sanita~ I
I
sewer system-capacity charge as hereinafter determined with such charge
to be in addition to any and all other fees which may be imposed with I
respect to the said sewer system.

That the funds'received from the collection of such I

inside or outside the corporate limits of said Village. I

SECTION 4. That the charge so exacted shall be determined in accordance .t' . ..
with th.e following:. -
(a) For single family dwelling units for which a sewer permit is needed, ( i
the charge shall be $100.00 for those having a 3/4-inch diame~er water tap; \.J
$200.00 for those having, a I-inch diameter ,.,rater: tap; HOO}OO for those
having a 1 l/2-inch diameter water tap; and $800.00 for those having a
2-inch diameter or larger water tap. In the event a tap is subsequently en-
larged, the difference between the charges for the two (2) tap sizes shall
be paid.
(b) For the first family unit in any multi-dwelling structure for
which a sewer permit is needed, the charge shall be $125.00 for the first
unit, and for each additional family unit in the same structure, there shall
be added an additional charge of $62.50 per unit.
(c) For any structure intended partially or wholly for commercial

purposes, for which a sewer permit is needed, the charge shall be $250.00 r ,
for the first commercial unit proposed for the structure, plus $200.00 per U
unit for each additional unit proposed. Dwelling units in commercial structUI es
shall be charged as in (b) above. (Commercial is defined as an establish-
ment whose principal activity is to provide merchandise or services to
those who need them.) A commercial unit shall consist of a structure or

part thereof having 15,000 square feet or less floor area.

(d~', For any structure intended partially or wholly for industrial
purposes for which a sewer pennit is needed, the charge shall be $375.00
for each industrial unit proposed for the structure. Commercial units in
industrial structures will be charged as in (c) above. (Industry is de-
fined as any activity where materials are received, are altered by one or

more internal operations and then dispatched in the altered form.) 1m I

industria+ unit shall consist of a structure or part thereof having 40,000

square feet or less floor area. I

(e) All municipal, county and state activities shall be classed as
commercial for the purposes of paragraph (c) above.

(f) All churches, schools, hospitals and other service organizations
shall be classed as commercial for the purposes of paragraph (c) above!

assessed for the West Branch Scioto Trunk Sewer and for East Branch Scioto
Trunk Sewer or the iequivalent if paid for by the developer, the SUb-ditider

SECTION 5. That the Village establish an account in which the unused
funds or unencumbered funds will earn interest.

SECTION 6. That this ordinance be declared an emergency measure nece- I
ssary for the pres~rvation of 'health, safety and welfare of the Villagi of !
Dublin, and that it take effect and be in force immediately upon its
passage.
