Those in attendance were Don Caudy, 8 i II Callahan, Charles Coffman, Gerald Macklin, Sol icitor Don Richardson, Engineer Bi II Myers and Planner larry He I man. Acting Chairman Gerald Macklin cal led the meeting to order at 7:30 ~ P.M. The minutes of the February 7, 1978 meeting were read and approved as revised. The final plat for the Maple Glen subdivision was presented by Ken Manning. SITE LOCATION AND DESCRIPTION The site is approximately 76 acres in area and is located to the West of Coffman Road (across from the Dublin High School), with 6 the south property line of the site being 750 feet north of poste Road. Immediately to the south of the site is the proposed future city park and municipal building. The site topography is generally flat to rOlling and the site is being used presently for agricultural purposes. Environmental features include Indian Run Creek which crosses at the extreme southwest corner of the site and there are various major tree rows on t~e site, especially along the creek as well as along the western property line of the site. II. SITE CONCEPT The proposed concept for use of the site centers around two main E concerns. A. Any proposed land uses for the tract should "dovetail" with expected land use types and land use transition in the immediate area. B. The site circulation system should provide and facilitate pedestrian as well as auto movement to and from the new Dublin High School from areas both north and west of the property. .- -1- - -~ Much of the ~ land ~ between Poste Road and Route 33 is zoned or can be expected to be utilized for industrial/office type uses. It can also be assumed that the center of the area bounded by Avery Road to the west, Coffman Road to the east and Poste Road to the E South will be predominantly residential in character. Therefore, special consideration will have to be given to the type of land use that separates the residential area from the industrial/warehouse area south of Poste Road. We feel that quality office development will be a "good neighbor" to both residential uses as well as industrial/warehouse uses and yet at the same time "buffers" these two uses from each other. Concerning circulation, the Development Plan proposes that a 60 foot ROW street be established as the first link between connecting the high school on the east with expected residential area on the west and northwest. This system further includes a road system to link the proposed development with the Hemingway Village Subdivision to E the north. .i ~ Accesses to Coffman Road have been spaced such as to afford easy vehicular ingress and egress. Lots vary in size with the minimum lot being 70' x 125. The average lot size is 11,160 Square Feet. There will be no new driveways onto Coffman Road from the pro- posed single family lots. . -2- - - III. Area I-A is proposed to begin construction as soon as appropriate plans and approvals are complete. The multi family residential, Area 2 (as shown on Exhibit" A" ) is planned for construction in spring of 1979 unless conditions warrant otherwise. The village Planning Commission approved the plan on March 7, 1978, subject to the following conditions: (1) That net densities and types of dwelling units are U shown on the plan for all areas. (2) That the setback on the south side of Terra Hill Drive is staggered between 25 feet and 30 feet. (3) That the proposed ownership of the Park is shown on the plan. (4) That the Site Data Sheet is updated and attached to the plan. (5) That storm water runoff data is submitted to the Village Engineer for review. We have agreed to the alignment change recently suggested by the Village Administrator. They do not propose to use the MORPC method. The area is tributary to the South Fork of Indian Run where some flooding occurs. The flood studies for this area have not been completed by USGS as of this date. As there may be potential suits from downstream property owners from increased runoff, the Village should determine if any additional water rights are necessary. The proposed 2 year storm design frequency has been an accepted m practice for subdivisions in the Village. The proposed runoff coefficients are in conformance with current standards. It is agreed that the first 900'r of sewer will be 24" diameter to provide for the area to the west, and that no reimbursement will be requested from the B Village of Dublin for oversizing. It is proposed that a 12-inch sewer be extended northward from this point, through the Village of Dublin Park property, to serve this project. This sewer line will be slightly larger and deeper than normal in order to provide temporary sanitary sewer for Hemingway Village to the north.
