A RESOLUTION DESIGNATING THE CITY MANAGER
AS THE CITY'S OFFICIAL REPRESENTATIVE AND
AUTHORIZING THE CITY TO FILE A GRANT
APPLICATION WITH THE OHIO PUBLIC WORKS
COMMISSION CLEAN OHIO CONSERVATION FUND
WHEREAS, the State of Ohio, through the Ohio Public Works Commission,
administers financial assistance for the preservation of open space and riparian
corridors, through the State of Ohio Clean Ohio Conservation Fund; and
WHEREAS, the City of Dublin, working in cooperation with The Trust for Public
Land (TPL), desires financial assistance under the Clean Ohio Conservation Fund to
reimburse a portion of the cost of acquisition of land located along Brand Road in
Washington Township.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
State of Oh / of the elected members concurring, that:
Section 1 . The City of Dublin desires to file a grant application to receive financial
assistance from the Clean Ohio Conservation Fund.
Section 2. The City Manager is hereby authorized and directed to execute and file an
application with the Ohio Public Works Commission and to provide all information
and documentation required to become eligible for possible funding assistance.
Section 3 . The City of Dublin has sufficient funds available in the Parkland
Acquisition Fund to meet the City's local matching share as referenced in the Clean
Ohio Preliminary Screener submitted in District 3 in August 2010. The City agrees to
satisfactorily complete the proposed project and become eligible for reimbursement
under the terms and conditions of the Clean Ohio Conservation Fund, should the City
receive the grant funds requested.
Section 4. This Resolution shall be effective upon passage in accordance with
Section 4.04(a) of the Revised Charter.

Summary
Re: Resolution 45 -10, Authorizing the City to File a Grant Application with the Ohio
Public Works Commission Clean Ohio Conservation Fund — Round 7 (26.7 acres on
Brand Road)
The Clean Ohio Conservation Fund was established to assist in the preservation of open spaces, sensitive
ecological areas, and stream corridors. The citizens of Ohio originally voted in 2000 to approve the Clean
Ohio Fund with a $400 million bond program to be spent over four years. In 2008, voters approved another
$400 million bond to extend the program. Franklin County District 3 has $3.6 million available in
conservation funding for Round 7. As always, funding is very competitive. With $3.6 million to award in
grants, there are over $10.8 million in project requests.
This past summer, the Trust for Public Land (TPL), a national non - profit land conservation organization
approached the City about its interest in partnering to preserving two parcels along Brand Road, the
Wallace and Distelhorst properties (5200 and 5300 Brand Road). The Wallace Family had contacted the
TPL about the possibility of acquiring and preserving their property. The TPL helps agencies and
communities identify and raise funds for land conservation from federal, state, local, and philanthropic
sources. They would negotiate with the property owners for the purchase of the land and immediately
transfer it to the City. In researching possible funding sources for the acquisition of these properties, the
TPL identified the Clean Ohio Fund. The TPL is working jointly with City staff to write the grant
application that is due in late October.
By working with the TPL towards the possibility of obtaining assistance from the Clean Ohio Fund, the
City has not obligated itself to purchase the properties. The TPL is aware that property acquisition
decisions rest with City Council and may depend on the depth of grant funding assistance the City receives.
Also paramount is the completion of an updated appraisal report for both properties. Staff assumes such a
report will result in a lower price per acre than what the TPL is currently using in the estimated project
costs. The TPL is currently operating under the following budget assumptions:

Recommendation
Staff recommends approval of Resolution 45 -10, authorizing the City, in partnership with the Trust for
Public Land (TPL), to submit a grant application to the Clean Ohio Conservation Fund.
