RE: Ordinance No. 35 -10 —Franklin County Board of Health 2011 Contract
Summary
Ordinance 35 -10 authorizes the City Manager to enter into a contract with the Franklin County
Board of Health (FCBH) for the provision of public health services and plumbing inspection
services for 2011. FCBH serves as the public health agency for the City, including the portions
of the City in Delaware and Union Counties.
The FCBH establishes a per capita rate for the public health services it provides to participating
jurisdictions. Based on the Mid -Ohio Regional Planning Commission's estimated population
for Dublin of 40,519 and the FCBH's 2011 per capita rate of 55.73, the City's cost for the 2011
contract is 3232,173.87. This cost is the same per capita ($5.73) as for 2010. The fees for
plumbing inspection services are based on inspections performed at a rate of S75 per
inspection.
As indicated in the letter from the FCBH, the proposed 2011 contract does not include the
mosquito program. As reported at the September 13 Council meeting, Franklin County Board
of Health's existing contract with the current program vendor has expired, and the Board is
soliciting bids for these services. Staff will provide a recommendation to Council regarding
mosquito management after the FCBH completes their bidding process and has estimated costs
for these services for 2011.
Recommendation
Staff recommends that Council approve Ordinance 35 -10 at the second reading /public hearing
on October 11. 2010.
