R-3 Suburban Residential: 306.020 PERMITTED USE. Land and buildings in the R-3 Suburban Residential District shall be used only for the following purposes: 1. 306.021 Dwelling Structures. One-family dwelling structures. ........ 2. 306.022 Home Occupation. Home occupation in association with a . permitted dwelling, and in accordance with the provisions of Section "." 511, Article V. 3. 306.023 Accessory Uses. Accessory buildings and uses in association with permitted dwellings as specified in Section 512, Article V. 4. 306.024 Public School and Parks. Public school offering general educational courses and having no rooms regularly used for h(;)Using or sleeping of students. 5. 306.025 Private School. Private school offering general educational courses similar to those ordinarily given in public schools and having no rooms regularly used for housing or sleeping of students, providing it occupies a lot of not less than five {5} acres. 6. 306.026 Religious. Church or other place of worship provided it occupies a lot of not less than five (5) acres and there is one (1) acre or more per one hundred (100) seats or similar accommodations in the main assembly area. 306.030 CONDITIONAL USE. The following uses shall be allowed in the R-3 j Suburban Residential District subject to approval in accordance with Section 815, Article VIII. 1. 306.031 Child Care. Kindergarten or child care as an accessory use of a dwelling. There shall be an outdoor play area of two hundred (200) square feet or more per child. Such play area shall be arranged in accordance with the provisions of this district for accessory uses and shall be enclosed ~/ith a chain link fence or its equivalent in strength and protective character to a height of four (4) feet, but not more than six (6) feet. 306.040 DEVELOPMENT STANDARDS. In addition to the provision of Article V, General Development Standards, the following standards for arrangement and development of land and buildings shall be required in the R-3 Suburban Residential District. 1. ADD: 306.041 Lot Area and Coverage. For each dwelling unit there shall be a lot area not less than ten thousand (10,000) square feet. The average net density (exclusive of public rights-of-way) for an area to be platted into single-family lots shall not exceed three (3) dwelling units per acre. \ ~ v- - . - Page 3 For all other Permitted Uses and Conditional Uses, the lot area shall be adequate to meet the sanitation requirements of the County Board of Health, but shall not be less than that prescribed for such use. Only one (1) principal use shall be permitted on a lot, and such lot shall not be covered more than thirty percent (30%) by structure. 2. 306.042 Lot Width. For a dwelling there shall be a lot width of ~ eighty (80) feet or more at the front line of the dwelling, and such lot shall have access to and abut on a public right~of-way for a ~ distance of fifty (50) feet or more. For a Conditional Use the lot width shall be adequate to meet the development standards of the Suburban Residential District. 3. 306.043 Side Yard. For dwellings or associated accessory buildings there shall be a total of side yards of eighteen (18) feet or more with a minimum of eight (8) feet on one side. 4. 306.044 Rear Yard. For main buildings 'there shall be a rear yard of twenty-five percent (25%) or more of the lot depth, except that a rear yard of more than fifty (50) feet shall not be required. E. R-4 Suburban Residential: 308.020 PERMITTED USE. Land and buildings in the Suburban Residential District shall be used only for the following purposes: l. 308.021 Dwelling Structures. One-family dwelling structures. Two- family up to and including eight-family dwelling structures may be permitted, provided that: J a. An acceptable site development plan and subdivision plat is i..{ submitted and is reviewed and approved by the Planning and Zoning Commission. b. Such plan conforms to the development standards as listed under 308.050 and 308.060. The average net density (exclusive of public rights-of-way) for an area to be developed and/or platted under theR:-4 District shall not exceed four (4) dwelling units per acre. 2. 308.022 Home Occupation. Home occupation in association with a permitted dwelling, and in accordance with the provisions of Section 511, Article V. 3. 308.023 Accessory Uses. Accessory buildings and uses in associa- tion with permitted dwellings as specified in Section 512, Article V. 4. 308.024 Public School and Parks. For a single-family dwelling there shall be a lot width of seventy-five (75) feet or more at the front line of the dwelling, and such lot shall have access to and abut on a public right-of-way for a distance of fifty (50) feet or more. For a Conditional Use the lot width shall be adequate to meet the Development Standards of the Suburban Residential District. 3. 308.043 Side Yard. For single-family dwellings or associated accessory buildings there shall be a total of side yards of fifteen {15} feet or mor~ with a minimum of five (5) feet on one (1) side. - L UIa ~ ......., , Pag e 5 ': \ For a Conditional Use, except dwellings, and accessory structures thereto, there shall be a side yard on each side of a building of. twenty-five (25) feet or more. 4.'.308.044 Rear Yard. For main buildings there shall bea rear yard of twenty percent (20%) or more of the lot depth, except that a rear yard of more than fifty (50) feet shall not be required. ~ 308.050 DEVELOPMENTS STANDARDS FOR TWO-FA~lILY D\rlELLING, STRUCTURES. ~ For two-family dwelling structures, the following standards shall apply: 1. 308.051 Lot Area and Coverage. For each dwelling unit there shall . be a lot area not less than eighty-five hundred (8,500) square feet. Such lot shall not be. covered more than twenty percent (20%) by structure. 2. 308.052 Lot Width. The minimum width for a two-family lot shall be one hundred (100) feet and shall have access to and abut on a public right-of-way for a distance of sixty (60) feet or more. 3. 308.053 Side Yard. For a two-family structure there shall be a total of side yards of twenty (20) feet and a minimum side yard of eight (8) feet on one side. . · 4. 308.054 Rear Yard. A minimum rear yard of thirty (30) feet shall be required. 308.060 DEVELOPMENT STANDARDS FOR THREE THROUGH EIGHT FAMILY DWELLING STRUCTURES. For three (3) up to eight (8) family dwelling structures, the following standards shall apply: ).. 1. 308.061 Lot Area. For each dwelling unit there shall be a lot area . of eighty-five hundred (8,500) square feet. 2. 308.062 Lot Width. Minimum lot width shall be one hundred fifty (150) feet. 3. 308.063 Side and Rear Yards. Structures shall be set back from. all side and rear property lines a minimum of twenty-five (25) feet. 4. 308.064 Traffic and Parking Concept. A proposed traffic circulation and parking concept shall be shown on the development plan, indi- cating ingress and egress points, resident and guest parking as well as provision for service vehicles. 5. 308.065 Open Space Concept. The proposed open space concept shall be shown on the development plan, indicating proposed recreational or other amenities such as parks, play areas, pedestrian/bikeway paths, etc., and the proposed ownership, operation and maintenance of such areas shall be described. Land and buildings in the Two-Family Residential District shall be used only for the following purposes: l. 310.021 Dwelling Structures. Two-family dwelling structures. 2. 310.022 Home Occupation. Home occupation in association with a per- mitted dwelling, and in accordance with the provisions of Section 511, .~\ Article V. -" 3. 310.023 Accessory Uses. Accessory buildings and uses in association with permitted dwellings as specified in Section 512, Article V. 4. 310.024 Public School and Parks. Public school offering general educational courses and having no rooms regularly used for housing or sleeping of students. 5. 310.025 Private School. Private school offering general educational courses similar to those ordinarily given in public schools and having no rooms regularly used for housing or sleeping of students, providing it occupies a lot of not less than five (5) acres. 6. 310.026 Religious. Church or other place of worship provided it occupies a lot of not less than five (5) acres and there is one (1) acre or more per one hundred (100) seats or similar accommodations in the main assembly area. 310.030 CONDITIONAL USE. For main buildings, there shall be a rear yard of twenty-five percent (25%) or more of the lot depth, except that a rear yard of more than fifty (50) feet shall not be required. 5. 310.045 Reduction of Development Standards. It is encouraged that two-family developments be done in a planned, coordinated fashion with provision for open space and play areas to be included within the site development concept. At the applicant's option, the lot area per dwelling unit may be reduced to 4,000 square feet per dwelling unit and two-family lot frontage may be reduced to seventy- five (75) feet provided that a usable centralized open space/play area is provided at the ratio of 250 square feet per dwelling unit. This reduction in lot area and lot frontage and an open space concept shall be subject to Planning and Zoning Commission review and approval. G. R-12 Urban Residential 315.020 PERMITTfiDUSE. t l. 315.021 Dwplling Structures. Multiple family structures having three or more dwelling units per structure (DELETE one-family. dwelling structure, two family dwelling structure). 310.030 CONDITIONAL USE. l. 315.031 Two-family Structures. 3. 315.033 Those uses incidental and accessory to multiple family dwellings to include.recreational facilities, swimming pools, and rental offices to be part of a multiple family development. 310.040 DEVELOPMENT STANDARDS. l. 315.041 Lot Area and Coverage. For each multiple family dwelling unit there shall be a minimum net lot area of 3,600 net square feet; net lot area shall be defined so as to exclude publicly- dedicated street rights-of-way. Minimum lot area for development of multi-family uses shall be 10,000 square feet. One hundred twenty-five (l25) feet on a publ icly dedicated right-of-way at the front building line. Two-family lots shall have a minimum lot width of eighty (80) feet. 3. 315.043 Side Yard and Rear Yard. Multiple family structures shall be set back from all side and rear property lines a minimum of twenty- 'l five (25) feet. For two-family lots, a minimum side yard of five (5) feet shall be maintained. Minimum sum of side yard shall equal fifteen (15) feet and minimum rear yard for two-family lots shall be ~ twenty-five percent (25%) of the lot depth, except that a rear yard of more than 50 feet shall not be requied.
