Exhibit A POLICE LIEUTENANT GENERAL STATEMENT OF DUTIES: Assists the Police Chief in planning and administering the activities of the department; does related work as re- qu ired. DISTINGUISHING FEATURES OF THE CLASS: This work involves administrative responsibility for directing and supervising the activities of the Pol ice Department and its personnel as ordered by the Chief. Duties involve assign- ing personnel to their positions, evaluating their work performance, instruct- ing them in new and approved pol ice methods, enforcing the manual of rules and regulations and inspecting all police activities. A Police Lieutenant must be thoroughly familiar with controlling laws and ordinances, with depart- mental practices and procedures and with approved modern pol ice methods. He must be thoroughly capable of commanding the respect of subordinate officers and directing the work under ordinary emergency conditions. Work is subject to the plans, policies and procedures formulated by the Police Chief. EXAMPLES OF WORK: (Illustrative Only) Plans and oversees training program; Makes speeches, attends meetings and otherwise engages in publ ic relations acti- vities; As ordered by Police Chief, takes active command of major disaster, riot, or other emergency situations; Instructs subordinate officers as to work assignments and procedures; Interprets new laws, ordinances, rules and regulations for subordinate officers; Plans beats and assigns officers to positions; Acts as juvenile officer, approving all juvenile arrests; Instructs recruits in policies and practices of the department; Supervises care and maintenance of department equipment; Assigns cases to subordinate officers and investigates and carefully reviews thei r work; Answers correspondence and prepares reports for Pol ice Chief call ing attention to defects and recommending corrective action; Assumes command of the Pol ice Department during the absence of the Police Chief. REQUIRED KNOWLEDGES, SKILLS AND ABILITIES: Thorough knowledge of police methods and administration; thorough knowledge of control 1 ing laws and ordinances and of departmental rules and regulations; demonstrated ability to command respect of subordinates; abil ity to direct and supervise the work of others; abil ity to deal firmly and courteously with the publ ic; thorough knowledge of the geography of the City and surrounding area; good judgment; dependability; excellent physical condition; and be able to pass the current International Personnel Management Association's written examination for a Pol ice Lieutenant. ACCEPTABLE EXPERIENCE AND TRAINING: I? /fordlJ Considerable experience in police work at least ~!i years of which shall have been above the rank of Police Patrolman, and completion of a standard high school course supplemented by training at a state or national police training school; or any equivalent combination of experience and training which provides the re- quired knowledges, skills and abilities. Exhibit B, Page 1 of 5 Pages AN EQUAL OPPORTUNITY EMPLOYER APPLICANT INFORMATIONAL PAMPHLET FOR POSITION OF RESERVE AND/OR REGULAR POLICE OFFICER WITH THE VILLAGE OF DUBLIN, OHIO DIVISION OF POLICE. To qualify for the position of pol ice officer, applicant must meet the following requirements. STEP #1 The first step in the selection process is to file an appl ication with the Village Administrator's office, Chief of Police's office or the Mayor's office for the position of police officer. Requirements for fil ing an appli- cation are: The appl icant must be at least Age 21 years on the day of the written examination. At the time of fil ing, you must present your birth cer- tificate, valid drivers 1 icense and high school diploma, or GED equivalent. Applicant must be able to read, speak, and write the English language. STEP #2 After fil ing your appl ication, you will be notified by mail of the time and place to report for the written examination. The written examination will be given by the Village Administrator and is designed to test your qual ifica- tions for the position of pol ice officer. You must pass the written examina- tion before proceeding to the next step. Upon completion of the written ex- amination you will be required to take with you a personal history form which wi 11 include, signing of releases for personal information checks, such as medical records, military records, work records, credit records, etc.. STEP #3 Step #3 will involve a physical examination. The physical examination is a rigid physical, determined to evaluate your fitness. You must be in good physical condition, with good vision. The eye requirements are at least 20/30 in the sighting (shooting) eye provided vision in the other eye is not greater than 20/50 uncorrected. Both eyes must have corrected vision of 20/20 with glasses or contact lens. Eyes are also examined for color deficiencies. Histories of bad backs, asthma, hay fever and nerves are also disqualifying physical impairments. STEP #4 Appl icant must now report to Pol ice Headquarters for I.D. pictures and fingerprints. Applicant will turn in their completed personal history forms and have an interview. The applicant will be given an extensive background in- vestigation to include: personal and family history, marital status, personal references, places of residences, credit and financial history, employment history, mil itary service, educational background, criminal and traffic con- victions and miscellaneous items to include character traits, personal habits, friends and associates, etc.. Exhibit B, Page 2 of 5 Pages STEP #5 In the last phase of the selection process, the appl icant will be re- quired to go before an Oral Interview Board which will consist of the Mayor, a Member of Council and the Department Head or his representative to deter- mine appl icants suitabil ity for the job. Applicant may be required to ap- pear for a pre-appointment interview with the Mayor or Chief of Pol ice. After appl icant completes the selection process and has been accepted, the applicant will be required to successfully complete the State of Ohio Requirements of training to be a Police Officer. Al I appointees will be re- quired to successfully complete a 6 month probationary period (from date of appointment) before gaining permanent Reserve or Regular police officer status. BAS I C REASONS WH I CH WOULD TEND TO D I SQUAll FY A PROSPECTI VE APPLI CANT 1. Narcotics or drug usage. Having a past history of illegal use of hard narcotics, i.e., Morphine, Codeine, Heroin, Cocaine, Dilaudid, and Demerol, or the use of halucinogens, i.e., Hashish, L.S.D., Marijuana, T.H.C. and P.C.P., or abuse of dangerous drugs, i.e., Barbiturates, Amphetemines, or any other prescription drug. Light experimentation with marijuana would not be grounds for exclusion. (Li ght Exper i- mentation would be less than five times, not within the past year.) Drug abuse would be the use of prescription drugs for a purpose other than which it is intended or the prolonged use of such drugs without a prescription, or sniffing of glue, paint thinner, or other chemical agents for the purpose of obtaining a state of intoxication. 2. Immoral Conduct/Disorderly Conduct. This includes conduct or court convictions in, but is not I imited to, the following areas. a. Promoting, procuring, compelling soliciting or engaging in prostitution. b. Corrupting minors (sexua I relations with children). c. Sexual imposition (molesting). d. Importuning (includes illegal homosexuality). e. Voyeurism (peeping tom). f. Public indecency (committing sex acts in publ ic). g. Obscenity. Disseminating matter harmful to juveniles and pandering obscenity. (printed materials). h. Has been convicted of a crime involving disorderly conduct, i . e. , fighting, publ ic intoxication, etc. or a conviction record of three or more misdemeanors (excluding traffic) of any nature. i. I nces t. (Sexua I relations with relatives nearer than cousin). 3. Felony convictions. Any conviction for a crime, the penalty for which could result in a term of one year or more in the penitentiary. 4. Drinking problems. Drinking problems, are described as using alcohol ic beverages to the point where serious side effects are resulting, such as family or financial problems, being arrested for intoxication more than one time, health problems, psychiatric problems, etc.. ". . Exhibit B, Page 3 of 5 Pages 5. Excessive traffic violations. Having more than two moving traffic vio- lations within the past year or been under suspension through the viola- tion point system in the past 6 years. 6. Petit theft. Having a conviction record of more than one theft not amounting to a felony, or an admission of thefts which tend to show a pattern over a period of time. 7. Falsification. Any deliberate falsehood or attempt to conceal informa- tion pertaining to the qualifications for employment or any deliberate falsehood pertaining to areas which would be grounds for automatic dis- qual ification or a series of falsehoods in areas of less significance. 8. Mil itary records. Having been dishonorably discharged from the mil itary service or a discharge under other than honorable conditions, i.e., un- desirable, unfitness, bad conduct, etc.. 9. Po 1 i t i ca 1 influence. Has used or threatened to use political influence in securing employment or re-emp1oyment. 10. Employment records. A past employment record showing excessive absenteeism, poor quality of production, excessive tardiness, inabi1 ity to get along with fellow employees, inabi1 ity to follow orders. 11. Gambling problems. Has a history of convictions for gambling, associates with known gamblers, or has personal problems as a result of gamb1 ing. 12. Financial problems. Has a history of garnishments, law suits, bankruptcy, etc. . A definite poor risk for credit, showing a lack of honesty, inte- grity and maturity in taking care of ob1 igations. 13. Serious mental disorders. Has ever bee~~atient in a mental institution, or received treatment as an out patient for mental disorders, or had pro- longed treatment by a private psychiatrist. 14. Support of family. Failure to provide proper support for any member of your family for which you are legally responsible or failure to carry out the mandate of any court of domestic relations with reference to child support or support of spouse or ex-spouse. Please feel free to call the Chief of Pol ice 889-0003 (or 889-1112) if you have any questions concerning any of the qual ifications or basic reasons which would tend to disqua1 ify a prospective app1 icant. . Exhibit B, Page 4 of 5 Pages GENERAL CHECK LIST OF MEDICAL STANDARDS An appl icant may be rejected concerning any of the following medical standards, or for any other medical reason that would prevent the proper per- formance of police tasks. A Physician chosen by the Village will determine whether the applicant meets the standards. GENERAL APPEARANCE: The appl icant should be free from parasitic or systemic skin diseases, and from evidence of intemperance in the use of stimulants or drugs. It is important that the appl icant has shown attention to personal cleanl iness. NOSE, MOUTH AND TEETH: There should be no obstruction to free breathing or severe sinus dis- ease. There should be no serious disease of the ear, nose or throat. There should be no disease of tonsil or thyroid enlargement. The jaw should be free from badly broken or decayed teeth that cannot be fi 11 ed. Missing teeth may be supplied by crown or bridge work. Par- tial artificial dentures wi 11 be accepted. There should be no pyor- rhea. HERNIA: There should be actual or potential hernia as determined by the Physi- cian. GEN ITALS: Genitals should be free from extreme deformities. Varicocele, hydrocele enlargement of the testicle, stricture and urinary incontinence should not be present. There should be no retained testicle or total absence or atrophy. There should be no acute venereal diseases of these organs. The Wasserman Blood Test will be administered before permanent appoint- ment. EYES: There should be no color blindness. The applicant should be able to read standard test types at a distance of twenty feet with each eye. Chronic inflammation of the eyelids or permanent abnormalities of either eye should not be present. Have at least 20/30 vision in the sighting (shooting) eye provided vis- ion in the other eye is not greater than 20/50 without glasses or con- tact lenses. Both eyes must have corrected vision of 20/20 with glasses or contact lenses. . Exhibit B, Page 5 of 5 Pages GENERAL CHECK LIST OF MEDICAL STANDARDS (CONT1D.) ARMS, LEGS, HANDS, AND FEET: The appl icant should possess both arms, both legs, both hands and both feet, and the applicant should possess an index, middle and ring finger and thumb on each hand, and a great toe on each foot. EARS: Each applicant should have normal hearing and should be able to hear a whisper voice at 10 feet, a low voice at 20 feet and a loud voice at 80 feet. RESPIRATION: Breathing should be full, easy and regular. The respiratory murmur should be clear and distinct over both lungs. No diseases of the respiratory organ may be present. CIRCULATION: The action of the heart should be uniform, free and steady. The rhythm of the heart should be regular and free from organic changes. Blood pressure should be normal; systolic maximum 150; diastolic, 90. KIDNEYS: The kidneys should be healthy. The urine should be normal. NERVOUS SYSTEM: The brain and nervous system should be free from defects. There should be no epilepsy. . ('Exhibit C, Page I of I Pagel! PROPOSED GUIDELINES FOR PHYSICAL EXAMINATIONS FOR VILLAGE EMPLOYEES PURSUANT TO ORD. NO. 36-76 1. To assist in the conservation and improvement of employee's physical and emotional health through medical examinations, emergency and other services and health education. 2. To co-operate in the development of effective measures, to prevent, occupational diseases and injury. 3. To recommend to employees in their work assignments compati- ble with their physical and emotional health and capabil ities. 4. A physical shall help the Village to fulfill its responsibi- I ities by economically carrying out the objective of the medical program and by participating in the formation of policies, maintenance, ful I time em- ployees affecting employees health to be able to do their job in which they were originally hired for by the Village of Dubl in. 5. Employees are hired for jobs with different requirements. In such cases they will be required to meet additional standards as described in the job description. 6. (a) After a physical, the physician will make a report to Council on certain impairments, chronic disorders that do not meet the ori- ginal hiring standards. (b) These impairments should be evaluated individually as to their morbidity and mortal ity probabilities. (c) The degree of medical risk or prognosis shall be communica- ted from the Physician. (d) The Physician shall inform the Village employee of the general conditions and refer him to his personal physician. When immediate treatment is indicated or if the applicant's condition is a publ ic health hazard, the physician sball urge him to consult with his personal physician immediately. 7. All employees shall have a physical every two years. A employee shall have a physical for any and all promotions, whether two years have expired or not. 8. (a) All basic physicals every two years are at the expense of the Village of Dublin. (b) Any medication or additional tests and special treatment or medication shall be at the expense of the employee. (c) If the employee if found to be medically in jeopardy of himself or a risk to the Village of Dublin, the employee will take a leave of absence until the problem is corrected or brought under control. 9. If employee fails to follow Physicians orders and reasonable suggestions, the full Council shall hear both employees reasoning as well as Physicians reasoning before taking further action. . , Exhibit D POll CE SERGEANT GENERAL STATEMENT OF DUTIES: Assists a senior officer in supervising and directing the activities of the division on an assigned shift; does related work as required. DISTINGUISHING FEATURES OF THE CLASS: This work involves responsibil ity for the efficient performance of Pol ice Patrolmen on an assigned shift, School Crossing Guards and the Dog Warden. A Pol ice Sergeant must have a good know- ledge of police work and be famil iar with laws and ordinances governing local police activities in order to instruct subordinates in procedures and work methods. A Police Sergeant receives general instructions from higher ranking officers regarding assignments and procedures to be followed. Specific in- structions are received when exceptional problems arise. EXAMPLES OF WORK: (Illustrative only) Plans and supervises the work of uniformed division patrolmen on an assigned shift; Assigns officers to posts of duty and instructs them regarding their 2uties; Checks patrolmen in the performance of duties and makes suggestion~g tter exe- cution of work; Takes active charge in serious or unusual situations; Checks reports of patrolmen and personally makes reports to officers of higher rank; Observes faults of patrolmen and reports any breach of duty or inefficiency; Directs and performs criminal investiagory work as necessary; Visits scenes of major crimes, fires and accidents; secures evidence and ques- tions witnesses, suspects and other persons; Assists in prosecution of suspects by making arrests, preparing report and giv- ing testimony at trials; Acts for officers of higher rank during their absence; Advises and assists patrolmen in preparing cases for testimony in court. Directs maintenance of motor equipment; Patrols City streets, directs and regulates traffic; Does desk duty and serves as Dispatcher on occasion; Serves as bail iff for Mayor's Court; Serves as a detective, conducting the more difficult investigations. REQUIRED KNOWLEDGES, SKILLS AND ABILITIES: Good knowledge of approved prin- ciples and practices of pol ice work; good knowledge of laws and ordinances governing local pol ice work; thorough knowledge of the geography of the City; good knowledge of first aid methods; abil ity to understand and carry out oral and written instructions and to prepare clear and comprehensive written reports; abil ity to supervise the work of subordinates; skill in the use of firearms; abil ity to be courteous and firm with the publ ic; dependability; good judgment; excellent physical condition; and be able to pass the current International Per- sonnel Management Association's written examination for Pol ice se~eant.
