Sanitary. Facilities. . There presently is no agreement for sewer service to this PUD, and the developer should be made aware that he may not be able to proceed with development until facilities are available. On the sketch showing sewer service to the tract, the sizing is pre- mature pending detail engineering. It would normally be recommended that if the sewer shown along the South Fork of Indian Run is a gravity sewer, it should be sized to serve the service area. This matter will need to be negotiated in the future in light of this and in light of obtaining OliDA participation in the costs of this sewer. Street right of way widths would be subject to approval under the proposed subdivision regulations. Some consideration should be given to . providing a through north-south street with a 60 foot right of way by re- \ / alignment of the street sholvu and eliminating the northern connection to I I Coffman Road by using a cul-de-sac off the realigned route. This would '-' reduce the number of intersections in the area of the high school and would prevent the future use of the street'as" a'crossover or bypass. Temporary turnarounds will"be required at the end of the streets. The developer should also be aware that there are no assurances when public water will be available to this land at the present time. Although not specifically indicated on the document we have reviewed, we assume this application is submitted under the provisions of Sec- tion 450..10 combining both the Concept and Preliminary Plan phases. Requirements of 450.061 include showing abutting property boundaries. As this tract is bordered by three other tracts, the preliminary de- velopment plan must show where the other property boundaries inter- cept this tract's boundary. \ I I 3. General Comments The site,of this proposed PUD is somewhat critical because of its location with respect to the large open space of Dublin High School to the east and the public park and municipal building to be developed immediately to the south. Public open space has an effect on adjacent private property and should establish visual as well as physical direction toward its development. . In our judgement, the proposed PUD satisfies the implied demands of this , / site. The proposed street between the two use areas would provide direct '" ,. access to ..and from the high school to areas west of this site. To some de- i I gree, this should reduce future traffic flow on Post Road. This is predicated \-J on westward extension of this proposed road to its logical intersection with Post Road. Development of an "office park" adjacent to the proposed municipal park is a continuation of a generally open concept established by the park and '. high school sites. Pedestrian/open.spaceeasements as proposed in the plan would also provide a sound linkage between these three tracts and establish a pattern that can easily be extended westward, perhaps eventually to another small neighborhood park centrally located in the area bounded by Post, Avery, Brand and Coffman Roads. Residential densities and housing types proposed are consistent with sound planning principles in areas adjacent to office and public open space uses. Based on our analysis of this proposed project and. subject to the reser- vations cited earlier, we recommend approval of this project for PUD zoning.
