That Subdivision Regulations for the Village of Dublin, Ohio, I i I I be and the same are hereby enacted as follows: I i I I []l SECTION 100 TERRITORIAL LIMITS AND DEFINITIONS 1 i 101 Jurisdiction. ! : The rules and regulations governing plats and subdivision of land contained herein shall apply within the corporate limits of the Village of Dublin, Ohio. : 102 Definitions. Parking Space, Off-Street. For the purpose of these regulations an off-street parking space shal I consist of an area adequate for parking an automobile with room for opening doors on both sides, together with properly related access to a public street or al ley and maneuvering room, but shall bo located totally outside of any street or alley right-of-way. Park Plan. The plan of parks, playgrounds or other open public grounds adopted by the Commission. r ) Plat. Means a map of a tract or parcel of land made by a Ilce~sed land l i surveyor. L: Planned Unit Development. A planned unit development is.an area of land, zoned under Dublin Ordinance #14-73, in which a variety of housing types and/or related commercial and industrial facilities are clustered in'an imaginative preplanned fashion to permit the development of the land In an orderly, coordinated 'and comprehensive manner by preserving the natural quality and beauty of the land and providing a more liveable housing environment. To foster creative planning more flexible standards . for streets, drainage, set,backs, lot sizes, etc. are provided within these regulations that are designed to ~eet the kinds of design condi- tions that exist within PUDs and which are examined and reviewed with PUD zoning ordinance. .T~e planned unit devolopment is for the purpose of conserving land through more efficient allocation of private lots, multi-family' dwelling units, common grounds, and nonresidential uses, promoting greater efficiency in providing public and utility services, and securing the benefits of new techniques of community development and renewal.' Within a planned unit residential development district or zone, the Dublin zoning, subdivision, and platting regulations need not be uniform, but may vary in order to promote the public health, safety, and morals, and the other purposes. Adopted regulations may require developers to obtain conditional or final t certification of compl iance with zoning, subdivision, or platting, regl!la- I tions at specified stages of development. U As used herein, "Planned Unit Development" means a development which is. planned tOpintegrate residential use with collateral uses, and in \~hich lot size, set-back lines, yard areas, and dwel ling types may be vari~d and modified to achieve particular design objectives and make provision for open spac~s, common areas, uti I ities, publl,c improvements, and col- lateral nonresidential uses~ Prel iminary Plat. The drawing indicating the 'proposed layout of a sub- division which is submitted to the Planning Commission in accordance with Section 200 of this Ordinance, and which, If approved, permits proc'oedi.ng with the preparation of the final plat. The strip of land lying between property lines of a street, parkway, al ley or easement dedicated or otherwise acquired for use by the public. , - Road\'my. The portion of a street available for vehicular traffic. Sidewalk. A paved area intended principally for use of pedestrians.' Street. For the purpo?e of this ordinance, any avenue, boulevard, road, lane or parl<way for vehicular traffic shown upon a plat duly approved, ; filed, and recorded in the Office of the County Recorder, shall be known as a street. It includes the land within the right-of-way, whether j improved or. unimproved. Streets shall be classified as follows: ......) Arterial Street. A street which carries vehicular traffic af a state or federal highway route, or a highway primarily for through traffic, carrying heavy loads and large volumes of traffic, usually on a continuous route. . Boulevard. A divided street which can carry large or smal I amounts of vehicular traffic depending upon parking regulations and lot access. A street intended to serve as a collector, local or private street. Collector Street. A street which carries or i's expected to carry large amounts of vehicular traffic usually not of origin or destination primari Iy in the properties abutting upon the str€et. A street intended to serve and to provide access to neighborhoods or sub- neighborhoods. Collector streets carry traffic from the local streets to the arterial street system, including the principal entrance and circulation routes within residential subdivisions. Local Streets. One which carries vehicular traffic usually origi- nating or ending in the properties abutting on the street. , l Pr i vate Street.' SECTION 200 PRELIMINARY PLAT 201 Consultation. (Section 450.061 of the Zoning Ordinance No. 21-70 shal I govern under PUDzonlng) Before preparing and submlttlng'a preliminary plat to the Commission, the subdivider or his engineer shall consult w.lth the .Commission \'/hlle the plat Is in sketch form, to ascertain the location of proposed streets, parkways, parks, playgrounds, school sites and other planned developments and to acquaint himself with the Commission's require- ) ments and to tamillarizethe developer with the Comprehensive, Plan, J the Thoroughfare Plan, the Parks and Open Space Plan,' the zoning I ordinance and the drainage, sewerage and, water systems for the Vi I lage .......- of Dublin, Ohio. Where a large-scale project of 50 acres or more is contemplated, the subdividershal I also submit a master plan for the entire project area, even though the land to be platted immeqiately represents only a portion of the total area. ,202 F I I I ng . In order to protect the health, safety and general welfare of the people, the Commission will reject any proposed subdivision located in flood prone areas designated by the Corps of Engineers. When~ver a subdivision Is proposed to be located in an area having poor drainage or other adverse'physical characteristics, the Commission may approve ~ . the plat, provided the subdivider legally binds himself to make such I Improvements as wi I I render the subdivision safe and acceptable for \ ; V the intended use. 204 FI ling Fee. (Section 450.11 of the Zoning Ordinance No. 21-70 shall govern under PUD zoning) Upon filing a preliminary plat for a subdivision, the subdivider shal I pay the sum of $10.00 for a subdivision containing not more than two lots; $20.00 for a subdivision containing three to five lots; and for a subdivision containing six or more lots, the fee shal I be $20.00 plus $2.00' for each additional lot over five in the proposed subdivision, said fee to be applicable as the land subdivision permit fee required , ./ 6 ) C.
