IN CERTAIN REAL ESTATE FROM R-1 ZO-
NING DISTRICT TO ZONING DISTRICT

WHEREAS on January 3, 1977 a request was made to Village Council
to rezone the real estate hereinafter described from R-1 zoning
district to zoning district "CC": and
WHEREAS on January 4, 1977, the proposal was submitted to the

disapproval or recommendation: and

NOW, THEREFORE, SE IT ORDAINED by the Council of the Village of
Dublin, State of Ohio, ~ of the elected members concurring:
SECTION I. That the zoning map attached to Ordinance 21-70 pas-
sed July 13, 1970, and as subsequently amended, be, and the same
hereby is, revised and amended by changing the zoning of the fo-
llowing described property from R-1 zoning district to zoning

made an official part of this Ordinance.

Reclassification Tuller Road
Dear Sirs:
As you know, Compu-Serv Network, Inc. plans to build single story
office building on land recently purchased from John I. Thomas.
The land, a 4.204 acre parcel, lies on the north side of Tuller
Road immediately to the west of a parcel zoned "cc" which is
owned by the Ohio Bell Telephone Company. An application has
been filed to re-zone the 4.204 acre parcel from "R-l" to "cc"
to allow for construction of the Compu-Serv building.
,., Compu-Serv wishes to insure the members of council that it intends
to use the parcel only for a use contemplated by Section 328.022
\J of the Dublin Zoning Ordinance. We believe that our intended
use would fall specifically under Item 739 "Business Services,
not elsewhere classified" of the section.
We will have representatives present at your next meeting to
answer any questions you may have regarding this application. In

Dear Mr. Moffitt:
As requested by the Village Administrator, I have reviewed the
rezoning application for the referenced site.
From a planning standpoint, I find everything in order.
I would, however, like to caution the applicant that the require-
ments for a Certificate of Zoning Compliance must be satisfied,
as per Section 705.02 of the Zoning Ordinance, prior to obtaining
a building permit.
Therefore, with respect for all concerned, I recommend: APPROVAL.

The parcel under consideration will be purchased by Compu-Serv
Network, Inc., an Ohio corporation engaged in the business of providing
computer services to businesses which do not own their own computers. Compu-
t:] Serv plans to constrnct on the site a modern, single story office building
containing approximately 25,000 square feet of floor space. The building will
be used to house computer facilities and administrative offices.
The site will be attractively landscaped and will include ample parking
in accordance with Dublin Codes.
Although final plans are not completed as of the date of this application,
it is expected that the architect, Frank L. Elmer AlA, 22 East Gay Street,
Columbus, will have preliminary plans and renderings available for presentation
to the Planning Commission soon after its meeting on January 4, 1977.
The proposed zoning change, from R....;l, Restricted Suburban Residential,
C, · to CC, Community Commercial, is in keeping with the evolving character of the
area. The site faces on Tuller Road and backs up to the 1-270 Outerbelt. Such
a location is ideal for a service business such as Compu-Serv. Because of the
proximity to the freeway, with attendant noise and fumes, the area is less
desirable for residential development, but more appropriate for office buildings.
Immediately to the east of the site is a parcel of similar size which was
recently re-zoned from R-l to CC to permit construction of an Ohio Bell Telephone
facility. The proposed use of the adjacent site by Compu-Serv is analogous
to the use by Ohio Bell in that both companies engage in the electronics and
telecommunications industry. The Compu-Serv building, like the Ohio Bell
building, will be attractive and will not produce offensive noise, lignt or
smoke.
G In addition, a large parcel owned by City National Baok and Trust
Company, Trustees, on the south side of Tuller Road, just to the West of the
subject parcel, was recently zoned CC,
. Section 328.02 of the Dublin Zoning Ordinance defines the permitted
uses in Community Commercial Districts. Item 739 contemplates miscellaneous
business services. The proposed use by Compu-Serv falls within that classifi- :

cation. In view of the trend toward CC development in the immedidate vacinity
of the subject parcel, and the use consistent therewith proposed by Compu-Serv,
it is believed that re-zoning of the parcel to CC will benefit the community
at large and will further the orderly development of the Village of Dublin.
