clared to be an emergency measure necessary for the public peace,
health and safety of said Village and for the further reason that
the construction of said improvements is necessary to provide a
potable water source and protect the health of these i nhab itants
of the Village wherefore this Ordinance shal I be in fu II force
and effect from and immediately after its passage.
