MAY 2 1 1979' ORDINANCE NO. ~!)'...1~ TO PROVIDE FOR AN ELECTION ON THE ADOPTION OF THE PROPOSED CHARTER FOR THE VILLAGE OF DUBLIN REPORTED BY THE CHARTER COMMISSION AND DECLARING AN EMERGENCY. ~ 11'. ~ WHEREAS, the Charter Commission of the Village of Dublin heretofore elected, has determined the date at which the proposed charter for the Village of Dublin, shall be submitted to a vote of the people for their approval or rejection, designating the ~ day of J:>I.wY , 1979, as the time for the election on the adoption of said charter, and WHEREAS, it is the mandatory duty of the Council under the Constitution of Ohio to make provision for such election insofar as not prescribed by general law. NOW, THEREFORE , BE IT ORDAINED by the Council of the Village of Dublin, State of Ohio, that: ,...,. Section 1. The question of the adoption of the , ~ proposed charter for the Village of Dublin as reported by the ~ ~ Charter Commission, shall be submitted to a vote of the qualified electors of the Village of Dublin at an election to be held on Tuesday, the ,,'1"'1"" day of J:;;'~1-j; , 1979, during the regular hours of voting on such date~as prescribed by general law. Section 2. The ballots for said election shall, at the top thereof, be entitled "Village Charter Ballot" and the question to be submitted on said ballot shall be in words following: "Shall the proposed charter, as reported by the Charter Commission of the Village of Dublin, be adopted?" Provision shall be made by the election authorities for voting on such question. f'" Section 3. That the Mayor and Village Solicitor are ~f \.; hereby directed to make the necessary arrangements with the appropriate election authorities for giving notice, conducting such election, and placing said question on the ballot. ----"------ - . . ~ . Section 4. The Village Clerk, and others authorized by the Clerk, are directed to mail a copy of the proposed charter as reported by the Charter Commission, to each elector whose name '" appears on the poll or registration books of the last regular or t " ~ general election held in the Village at least thirty days before the date of such election. Section 5. The Village Clerk is hereby directed to certify a copy of this ordinance to the appropriate election authorities. Section 6. This ordinance is hereby declared to be an emergency measure immediately necessary for the preservation of the public peace, health, safety and welfare of the Village and its inhabitants, the reason for such necessity being that prompt action is required to call the election referred to in Section 1 of this ordinance to permit the election authorities, C Mayor, Village Solicitor and Village Clerk to take all actions necessary to prepare and provide for such election, and to permit the Village Clerk to distribute copies of the proposed charter as required in Section 4 of this ordinance; wherefore, this ordinance shall take effect and be in full force and effect from and after its passage by the Council. ~1i.fA~ M yor Date: 1f)~~1 Jc, 71 , ATTESLw ~ Village Clerk C -2- . . .. ,:--~ 1( _ -; '(' ...J. We, the undersigned Chairman and Secretary of the Dublin Charter \l Commission hereby certify that the following action was taken by the Dublin Charter Commission at a meeting held on May 16, 1979: Mr. Wilbur Ulrey moved that the proposed Charter for the Village of Dub I in, as reported by the Charter Commission, be submitted to a vote of the electors of the Village of Dublin at an election to be held on Tuesday July 24, 1979, during the regular hours of voting on such date as prescribed by the laws of Ohio.. Dr. Myron Porter seconded the motion.. The following members voted for the motion: Mmes. Amorose and Maurer and Messers Guy, Hi I I , H i rt h , Johnson, Jones, Porter, Ulrey, Weaver and Weber.
