AN ORDINANCE AUTHORIZING THE CITY MANAGER TO
ENTER INTO A CONTRACT FOR HEALTH SERVICES WITH
THE FRANKLIN COUNTY BOARD OF HEALTH FOR 2007
WHEREAS, Chapter 3709 of the Ohio Revised Code states that a city constitutes
a health district and must provide health services for residents within that district;
and
WHEREAS, the previous contract authorized under Ordinance 63 -06 between
the Franklin County Board of Health and the City of Dublin will expire on
December 31, 2007.
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin,
State of Ohio, of the elected members concurring that:
Section 1. The City of Dublin desires to enter into a contract, attached hereto
as Exhibit' A," with the Franklin County Board of Health to provide health services
to the residents of the City of Dublin.
Section 2. The City Manager and Finance Director be, and hereby are,
authorized and directed to execute said contract with the Franklin County Board
of Health.
Section 3. This Ordinance shall be effective upon the earliest date permitted by
law.

RE: Ordinance 74-07 Franklin County Board of Health— Health Services Contract
Each year the City of Dublin ( "Dublin ") enters into a contract with the Franklin County Board of
Health (`Board of Health ") to provide health services in Dublin. In reviewing the most recent
version of the contract, Dublin City Council raised questions regarding the provision in the
contract that required the Law Director for Dublin to litigate health regulations in Dublin.
Upon review, tins provision was modified to the current language in 2002. Generally, any
investigation would be handled intemally by the Board of Health. Following the investigation, a
report would be compiled and tamed over to the Law Director's Office for action. This action
would most likely be in the form of a criminal complaint. To date, the Law Director's Office has
not been asked to litigate and/or prosecute any cases under this contract.

RE: Ordinance 74 -07 — Franklin County Board of Health 2007 Contract
Summary
Ordinance No. 74 -07 authorizes the City Manager to enter into contract with the
Franklin County Board of Health (FCBH) for the provision of public health services for
2008. FCBH serves as the public health agency for the City, providing community
health services such as disease prevention and environmental health. The FCBH
establishes a per capita rate for all jurisdictions for which it provides these services, for
2008, the per capita rate is $5.31, representing a 3.5% increase from the 2007 per
capita rate. Given an estimated population of 38,909., the City's contract amount for
2008 will therefore total $206,606.79. This amount is budgeted within the City's 2008
Operating budget.
Recommendation
Staff recommends approval of Ordinance 74 -07 at the second reading /public hearing
on October 1. 2007.
