AN ORDINANCE ADOPTING THE 2007 COMMUNITY PLAN
FOR THE CITY OF DUBLIN, OHIO
WHEREAS, the City of Dublin strives to preserve and enhance the unique high
quality of life, community character and fiscal well -being offered to those who live or
work in the community; and
WHEREAS, the City of Dublin seeks to manage growth and adapt to changes that
result from the demand for corporate offices, high technology industries and homes;
and
WHEREAS, the Community Plan is a flexible planning document that is meant to
guide the City in planning decisions; and
WHEREAS, the City of Dublin seeks to preserve the public health, safety and
welfare by managing the City's growth environment and ensuring that additional
growth does not adversely affect the community.
NOW, THEREVORE, BE IT ORDAINED, by the Council of the City of Dublin,
State of Ohio, _(, of the elected members concurring that:
Section 1. The 2007 Dublin Community Plan be, and hereby is, adopted.

Section 2. This Ordinance shall take effect and be in force from and after the
earliest date provided by law.

Re: Ordinance No. 58 -07 — Adopting the 2007 Dublin Community Plan (2007 Dublin
Community Plan — Case No. 07- 056ADM)
Overview
A second reading /public hearing for Ordinance 58 -07 was held on October 15 November 5 November
19", and at a Special Meeting on December 3` 2007. Modifications requested at these public hearings have
been incorporated into the planning document and are summarized in Attachment A . No other substantive
changes have been made to the document; however, due to the removal of the O'Shaughnessy Hills Area
Plan and repagination, all page numbers and map /figure numbers in Chapter 3 — Land Use have been
modified from the previous draft version.
Recommendation
The Community Plan update process has included an intensive three -year public involvement process that
entailed over 20 major public meetings and 18 policy -level joint work sessions with City Council and the
Planning and Zoning Commission. City Council has also utilized a total of four public hearings to allow for
additional public input and Council direction. The proposed planning document is a further refinement of
the 1997 Community Plan and addresses major issues and changes that have occurred over the past decade.
Planning recommends adoption of Ordinance 58 -07 and the 2007 Dublin Community Plan.
SUMMARY OF COUNCIL ACTIONS - ATTACHMENT A
SECOND READING —OCTOBER 15, 2007
Motion carried 6 -1 in regard to the existing Ponderosa Park to remove the land use "bubble"
designation shown in the plan, to include the aerial view, and identify it as the existing
Ponderosa Park in the 2007 Plan.
SECOND READING - NOVEMBER 5, 2007
Motion carried 6 -1 to leave the O'Shaughnessy Hills Area as an existing residential area and
pull it from the area plans.
Motion failed (3 in favor, 4 opposed) to remove from the Community Plan the land in the US 33
Corridor Plan, north of the future Central Ohio Innovation Center, and to address the land use in
the future should the properties be annexed to the City of Dublin.
SECOND READING — NOVEMBER 19. 2007
Bright Road Area
Motion carried 6 -0 to change the area north of Bright and east of Emerald Parkway from
residential ( "Mixed Residential Medium Density') to "Neighborhood Office" use.
Motion carried 6 -0 to remove conceptual parking lot near the Holder - Wright Works (Hopewell
Indian Mounds) and designate with an asterisk that future parking for the community park will be
determined at a later date.
Sawmill /SR 161 Area
Motion carried 6 -0 to extend the town center concept southward to Sawmill Road and SR 161.
US 33 Corridor Plan
Motion carried 6 -0 to change area identified as "Low Density Office/R &D" (south of US 33 1north
of Shier Rings/Cosgray Area) to "High Density Office /R &D. "
Motion carried 6 -0 to add note with asterisk that the intent is not to displace residential
properties in the area; however, if the area were redeveloped, the Plan reflects the preferred
scenario for any redevelopment.
SECOND READING — DECEMBER 3, 2007
Avery & Woerner Temple Area
SUMMARY OF COUNCIL ACTIONS - ATTACHMENT A
Motion carried 7 -0 to establish setbacks on both east and west sides of Avery Road, south of
Woerner Temple at 100 feet for all future development. (Intent is not to impose this setback
upon existing development, but rather for new buildings)
Historic Dublin Area
Motion carried 7 -0 to eliminate the east/west connector shown on the draft Plan between
Corbins Mill and Monterey Drive.
Motion carried 7 -0 to include in the general notes regarding the Historic District that part of the
overriding concept is to do adaptive reuse on historic structures and not to have them
demolished.
Post & Hyland -Croy Area
Motion carried 7 -0 in regard to the existing horse farm along east side of Hyland -Croy (parcels
between Bishop's Crossing and Park Place), that conservation design principles be
incorporated, leaving the wooded area intact with 150 -200 feet setback from the roadway
(classifying it as conservation subdivision (Mixed Residential Rural Density) at 1.5 dwelling units
per acre).
Northwest /Glacier Ridge Area
Consensus to include note regarding No. 4 on page 128 (November 5, 2007 Draft Plan) that this
portion of Plan shows a correlation with what is contained in the draft Union County
Thoroughfare Plan.
Memorial Bridge Option
Motion carried 4 -3 to remove the future Memorial Drive Bridge from the Community Plan.
Suggestion made to include in the value statements that multi jurisdictional strategies and
cooperation are the expectation.
Water Tower Options (Post Pressure District - north of Brand Road)
Motion carried 7 -0 to remove the Buckner farm as a potential future water tower site.
Motion carried 4 -3 to leave both the Bogey Inn area site and the site north of the northwest
corner of Glick Road and Dublin Road as viable sites for a future water tank to serve this district.
US 33 Corridor Plan — land identified on Attachment B of November 30, 2007 staff memo
as Areas 1, 2 and 3 (contained within area east of Houchard, west of Cosgray, south of
Post, and north of Shier - Rings)
Motion carried 7 -0 to change Area 1 to High Density Office/R &D, and to leave Areas 2 and 3 as
Low Density Office/R &D as illustrated in Plan.

Northeast corner of Rings and Frantz Roads. Based on resident concerns expressed
during workshops, Planning proposes modification to divide parcel, maintaining
Standard Office use at corner and converting eastern portion surrounded by existing
residential to Mixed Residential Low Density. (Shown on Attachment E of November 30,
2007 staff memo)
Motion carried 5 -2 to leave northeast corner of Rings and Frantz as Standard Office and convert
remainder of parcel to the east from Standard Office to Mixed Residential Low Density.
Southeast corner of Shier Rings and Cosgray Roads from Low Density Mixed Residential
to Neighborhood Office — property owner request
Motion carried 7 -0 to leave this as Low Density Mixed Residential as shown in Plan.
Northeast corner of Post Road and Avery- Muirfield — request for change from Low
Density Mixed Residential to Neighborhood Office from property owner.
Motion carried 6 -0 with one abstention to leave this area as Low Density Mixed Residential.
Land owner seeking a future rezoning to Neighborhood Office would need to work with adjoining
property owners through a rezoning process.
Bikeways - Letter from Central Ohio Bicycle Advocacy Coalition
Staff indicated that for residential areas, bike lanes compete with parked cars and other uses.
Staff believes bike lanes would be most beneficial for application on arterial routes. Acceptable
minimum standards would be important, and appropriate signage and markings would be
needed.
Staff added that on page 215 of November 5, 2007 Draft Plan, Transportation, Objective 11 B,
there is language addressing the promotion of bicycle and pedestrian mobility, including bike
lanes, in and through Dublin.
No action taken by Council.
