AN ORDINANCE TO UPDATE THE ARTERIAL TRAFFIC
PLAN (THOROUGHFARE PLAN) OF THE CITY OF
DUBLIN (THOROUGHFARE PLAN AMENDMENT —
REVISION OF MAP 26, CASE NO, 07- 042ADM)
WHEREAS, the Dublin City Council has directed that the Thoroughfare Plan
as part of the 1997 Community Plan be amended to reflect a 100 -foot future
right -of -way with variable median width for Hyland -Croy Road from Post Road
to Brock Road; and
WHEREAS, the City of Dublin has established a comprehensive plan for
rights -of -way, including the location and realignment of existing and future
streets, highways and roadways within the municipality; and
WHEREAS, the Arterial Traffic Plan (Thoroughfare Plan) was adopted as part
of the 1997 Community Plan, which included a comprehensive analysis of
road networks, including traffic volumes, capacity problems and planned
roadway improvements; and
WHEREAS, recent traffic modeling analysis to update the 1997 Community
Plan reflects a need for greater right -of -way width and roadway improvements
to serve future development and to protect the public health, safety and
welfare by managing the City's growth environment; and
WHEREAS, the City Administration, Planning and Zoning Commission, the
Board of Zoning Appeals and City Council require a traffic plan upon which to
base decisions on land use, zoning changes, variances and conditional uses,
as well as publicly- initiated capital improvement projects; and
WHEREAS, the ordinance establishing the Arterial Traffic Plan (Thoroughfare
Plan) is required to be updated and amended from time to time, as conditions
warrant;
NOW, THEREFORE BE IT ORDAINED by the Council of the City of Dublin,
State of Ohio, of the elected members concurring, that:
Section 1. A modification of the right -of -way on Hyland -Croy Road between
Post Road and Brock Road be made from "80 feet" to "100 feet with variable
median width" and be added to the "1999 Thoroughfare Plan" and map as
amended by Ordinance 46 -99 (Amended) on May 3, 1999. (Exhibit A)
Section 2. The map entitled "2007 Thoroughfare Plan, Dublin, Ohio" dated
June 4, 2007, be and hereby is adopted by this Council and replaces the
"1999 Thoroughfare Plan, Dublin, Ohio."

Section 3. The Arterial Traffic Plan (Thoroughfare Plan) depict the general
location for needed roadway improvements, the precise location of which will
be established by detailed engineering feasibility studies, land use patterns
and alternate proposals which may emerge.
Section 4. The City Administration, the Planning and Zoning Commission, the
Board of Zoning Appeals or City Council shall cause a review of the Arterial
Traffic Plan whenever there is the belief thereafter that the living, employment
or traffic patterns have changed sufficiently to warrant such review, and shall
submit proposed changes in the form of an amendment to this Ordinance.

Section 5. That this Ordinance shall take effect and be in force from and after
the earliest period allowed by law.

Summary
The current Dublin Arterial (Thoroughfare) Plan was last amended on May 3, 1999 by
Ordinance 46 -99 (Amended). As part of the process to update the Community Plan,
members of Dublin City Council and the Planning and Zoning Commission reviewed a
final draft of the new Thoroughfare Plan on April 30, 2007. Due to development potential
along Hyland -Croy Road and timing of the Community Plan process, City Council directed
staff to prepare an ordinance to amend the current Thoroughfare Plan on an interim basis
prior to the adoption of the new Thoroughfare Plan. The modification will increase future
right -of -way along Hyland -Croy Road between Post Road and Brock Road from 80 feet to
100 feet with variable width median. The proposed amendment will facilitate necessary
road improvements as demonstrated by land use and transportation modeling and will
afford visual and aesthetic considerations consistent with area plan discussions for the
Northwest Area.
Response to Council Comments
At the introduction of the amendment several questions were raised regarding
transportation issues. Below are the roadways that have changed to and from "Collector"
status in the Draft Thoroughfare Plan of the Community Plan Update. These updates will
be part of the Community Plan update and are reflected on the final draft Thoroughfare
Plan.
Roadways that have changed to the "Collector" designation in the Community Plan
Update's Draft Thoroughfare Plan are listed below:
From Local to Collector classification or new roadways: Jerome Road, Brock Road,
Hyland -Croy Road north of Brock Road, Corazon Drive, University Boulevard, Cosgray
Road between Shier -Rings Road and Amlin, Rings Road between Amlin and Eiterman
Road, Westbound lane from Avery Road ramp at US 33 to Hospital Drive, Commerce
Parkway and the Frantz Road - Dublin Road Connector from Frantz Road to Dublin Road.

From Minor Arterial to Collector classification: Avery Road north of Muirfield Drive, Post
Road between Perimeter Drive and Commerce Parkway, Shamrock Boulevard and Village
Parkway
From Major Arterial designation: Brand Road, Mitchell- Dewitt Road and Industrial
Parkway
Roadways that have changed from the "Collector" designation in the Community Plan
Update's Draft Thoroughfare Plan are listed below.
From Local to Collector Classification on Draft Thoroughfare Plan: Holt Road, Sports
Parkway, Dublin Park Drive, Nom Road, Wilcox Road between Tuttle Crossing Blvd and
Woerner- Temple Road
Minor Arterial designation: Muirfield Drive, Emerald Parkway north of Hard Road, and
Houchard Road
A concern was also expressed that the adopted Thoroughfare Plan did not accurately reflect
modifications in roadway systems that have occurred since its adoption. The adopted
Thoroughfare Plan has been amended to reflect the change in the Wilcox Road connection
south of Rings Road. Other roadways that do not currently match the adopted
Thoroughfare Plan will be amended as part of the new Thoroughfare Plan for the
Community Plan update.
Recommendation
Land Use & Long Range Planning and Engineering recommend approval of Ordinance 35 -07 at the
June 18, 2007 Council meeting.
