A RESOLUTION ACCEPTING THE LOWEST AND BEST BID
FOR THE DUBLIN COMMUNITY RECREATION CENTER
FAMILY CHANGING ROOMS/MAIN RESTROOMS
RENOVATION AND LOCKER REPLACEMENT PROJECT,
AND AUTHORIZING THE CITY MANAGER TO ENTER
INTO A CONTRACT FOR SAID SERVICES.
WHEREAS, formal advertising and competitive bidding procedures have been
conducted pursuant to Section 8.04 of the Dublin Charter; and
WHEREAS, Council has determined that the bid submitted by Elford, Inc. in the
amount of $241,458 constitutes the lowest and best bid.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
State of Ohio, -1/— of the elected members concurring that:
Section 1 . The bid submitted by Elford, Inc. of $241,458 is hereby accepted.
Section 2 . The City Manager is hereby authorized to enter into a contract with
Elford, Inc. for said project as specified within the bid proposal and the City's bid
documents.
Section 3 . This Resolution shall take effect and be in force upon on the earliest date
permitted by law.

Re: Resolution 31 -10 —Accepting the Lowest and Best Bid for Dublin Community
Recreation Center Family Changing Rooms/Main Restrooms Renovation and
Locker Replacement Project
Summary
On June 8, 2010 bids were opened for the next phase of renovations to update the Dublin
Community Recreation Center. The full scope of the project is as follows:
1) Identical floor tile to the main locker rooms (renovated last year) and new wall
tile will be installed in the four family changing rooms. New sink counters,
plumbing fixtures, ceiling tile and fresh paint will provided for the family
changing rooms.
2) New lockers will be installed in the men's and women's locker rooms. The
lockers will be ADA- compliant and feature an improved locking mechanism,
which will be easier to operate and maintain.
3) The white floor tile in the walkway between the men's and women's locker rooms
will be replaced with an anti - microbial carpet designed for use in wet areas. This
carpet will improve safety, reduce noise and remove more dirt from shoes and
strollers prior to entering the pool decks. The doors leading to both pools will
also be replaced.
4) Larger, more decorative ceramic tile will be installed in the main restrooms across
from the Tallas. The colors will complement the floor tile in the main hallway.
New counters, hand -free faucets and soap dispensers, new mirrors and fresh paint
will also be provided for the main restrooms.
This project will be initiated in mid- August. During the renovations, at least two of the family
changing rooms will be open to the public. The locker replacement and most, if not all of the
main restroom renovations will occur during shutdown. The goal will be to minimize
disruptions to Recreation Center programming and inconvenience to patrons. Off -hours work
will be encouraged as much as practicable.

The total amount budgeted for this project is $250,000. Three bids were received, however the
low bidder was deemed to be non - responsive due to failure to follow bid requirements regarding
the performance bond and locker replacement specifications. Thus, the lowest and best bid for
the base bid and four alternates is determined to be Elford, Inc. with a total bid of $241,458. An
analysis of their bid and references indicates that the company possesses the skill and experience
to successfully perform the work required for the project. The total cost of the project, including
architectural and engineering fees is $259,000.
Recommendation
Staff recommends adoption of Resolution 31 -10 accepting Elford Inc.'s total bid of $241,458.
