40-70 Ordinance 'I I I , , : ,; II I II , " , , " , , ., r- ORDINANCE NO. lfo ....10 VILLAGE OF DUBLIN, OHIO AN ORDINANCE ACCEPTING THE LOWEST AND BEST BID FOR. PROVIDING INGRESS AND EGRESS AND PARKING FOR THE LIBRARY BUILDING TO BE CONSTRUCTED AT THE NORTHWEST CORNER OF NORTH STREET AND HIGH STREET IN THE VILLAGE AND AUTHORIZING THE MAYOR AND THE CLERK TO ENTER INTO A CONTRACT AND DECLARING AN EMERGENCY. ......... :- WHEREAS, the Board of Education of the Washington Local I \. i --:' School District, the Board of Library Trustees of the Columbus Public Library and the Village of Dublin have entered into a contract whereby the said Board of Education will lease property located at the north- west corner of North Street and High Street in the Village to said Board of Library Trustees for a period of five (5) years; said Board of Library Trustees will move onto the said site a portable library building owned by it and maintain said building as a public library for the five (5) year term and the Village of Dublin will expend money from the Carol S. Kennedy Library or Park Trust Fund for the purpose of preparing said site for said library building, and , WHEREAS, the Board of Education of the Washington Local ~":-.. School District has leased said property to said Board of Library Trustees and the foundation for said library building is in process of construction, and ; WHEREAS, invitations were made for bids for providing ingress and egress and parking for said library building in acc'ordance with the specifications on file with the Clerk- Treasurer of the Village of Dublin, and WHEREAS, Council has determined that the bid of Coffman Excavating Company is the lowest, best and the only bid, ,-, NOW, THEREFORE, be it ordained by the Council of the r Village of Dublin, State, of Ohio S- of the elected members '-- concurring: SECTION 1. That the bid of Coffman Excavating Company for ingress, egress and parking referred to in the preamble hereof in accordance with the specifications on file with the Clerk- Treasurer of the Village, be and it hereby is accepted. . .. ~ . h . . That the Mayor and the Clerk be, and they hereby are, authorized and directed to enter into a contract on behalf of the Village with the said Coffman Excavating Company for providing said egress, ingress and parking in accordance with said specifications and for the sum of Nine Hundred Eighty and 00/100 Dollars ($980.00) upon the approval of the specifications by the Board of Library Trustees and the Board of Education of the Washington Local School District. ,,- SECTION 3. That this ordinance be, and the same hereby ~ is, declared to be an emergency measure necessary for the immediate preservation of the public peace, health and safety for the reason that it is immediately necessary to undertake completion of site preparations for the library and that this ordinance shall take effect and be in force immediately upon its passage. , , prvent Passed this ~ I day of 1JEC ~ ,1971.
