AN ORDINANCE ACCEPTING THE LOWEST AND BEST BID FOR THE DRILLING OF A WELL AND THE INSTALLA TION OF A SUBMERSIBLE PUMP FOR THE LIBRARY BUILDING TO BE CONSTRUCTED AT THE NORTHWEST CORNER OF NORTH STREET AND HIGH STREET IN THE VILLAGE AND AUTHORIZING THE MAYOR AND THE CLERK TO ENTER INTO .- A CONTRACT AND DE CLARING AN EMERGENCY. ~ WHEREAS, the Board of Education of the Washington Local I I School District, the Board of Library Trustees of the Columbus Public Libr~ry and the Village of Dublin have entered into. a contract I whereby the .said Board of Education will lease property located at the northwest corner of North Street and High Street in the Village I ! to said Boar~ of Library Trustees for a period of five (5) years; said Board of Library Trustees will move onto said site a portable library buil~ng owned by it and maintain said building as a public library for the five (5) year term and the Village of Dublin will expend money from the Carol S. Kennedy Library or Park Trust /' Fund for the, purpose of preparing said site for said library building, I and WHEREAS, the Board of Education of the Washington Local School District has leased said property to said Board of Library Trustees and the foundation for said library building is in process of construction, and WHEREAS, invitations were made for bids for the drilling of a well and submersible pump for said library building in accordance with the specifications on file'with the Clerk-Treasurer of the Village of Dublin, and . WHEREAS, Council has determined that the bid of Arthur I E. Plummer & Son is the lowest and best bid. - NOW, THEREFORE, be it ordained by the Council of the Village of Dublin, State of Ohio, S- of the elected members ./ ''i. ") concurring: 1..1' lP SECTION 1. That the bid of Arthur E. Plummer & Son for the drilling of a well and the installation of a submersible pump referred to in the preamble hereof in accordance with the specifications on file with the Clerk- Treasurer of the Village, be and it hereby is accepted. .. That the Mayor and the Clerk be, and they hereby are, authorized and directed to enter into a contract on behalf of the Village with the said Arthur E. Plummer &; Son for the drilling of a well and the installation of a submersible I pump in accordance with the bid submitted by said Arthur E. I Plummer &; Son which is one file with the Clerk-Treasurer, and in accordance with said specifications on file and upon approval - of the specifications by the Board of Library Trustees and ) the Board of Education of the Washington Local School District. I I \- SECTION 3.
