..,..-. BE IT ORDAINED by the Council of the Village of Dublin, State of
Ohio, fa of the elected members concurring:
SECTION 1. That the following described real estate, known as
Waterford Village, situated in the Village of Dublin, State of Ohio, shall be
and it hereby is rezoned to a Planned Unit Development District (PUD) and
shall be subject to the regulations and procedures contained in Ordinance No.
21-70, Village of Dublin, Ohio (Zoning Code of the Village of Dublin, Ohio) as
amended and shall be subject to the regulations and procedures as set hrth
in Ordinance NJ. 14-73 of the Village of Dublin, Ohio (amending Ordinance
N l. 21-70, providing for Planned Unit Development District), and the amend-
ments thereto, and shall be further subject to the conditions set forth in the
report and recommendations of the Planning Commission, a copy of which is

I SECTION 2. That the plat entitled ,,"Land Use Distribution",

which said plat is attached hereto and identified as Exhibit "B", be and it
hereby is incorporated into and made a part of this ordinance and the develop-
ment of the above described real estate shall be in accordance therewith excep

oped and used in acco rdance with the revised textual preliminary development
plan dated November 28, 1973, submitted by American Urban Corporation,
including the letter of September 27, 1973 of Clifford H. Birdsall, a copy of
which is attached hereto and identified as Exhibit "C", subject to the conditions
and regulations referred to in Section 1 of this ordinance, and said preliminary
development plan is hereby approved.
SECTION 4. That this ordinance shall take effect and be in force
from and after the earliest period allowed by law.

Concept Plan
,... Section 450.061 of the PUD regulations requires that the general
location of open space be sho~m on the plan. The text of the applica-
.... tion infers that trees shovm on the plan are considered open space and
that the detail design will incorporate them as such. We recommend
that the plan be modified to ShO\-7 at leas t in some general manner open
spaces other than the 2.15 acre tract listed as recreation space. This
modification would provide a more positive indication of design intent
and a closer tie beuveen the text and the plan.
The 2.15 acre recreation space apparently contains 1.5 acres of
woods referred to in the text as being_ in the soutln-lest corner of the
Karrer trac t. Provision of Qnly 9.12% (2.15 acres) of the tctal area
of a PUD for recreation space is somewhat unusual in view of current
trends to provide 30-50% in open space. A nationally accepted recreation
planning standard is that at least one acre of recreation space should be
provided for every 100 persons of population. Application of this
standard would result in recreation space approximately 22 acres for an
anticipated population of 2,200 persons. Not all of this "standard"
space should be for active use. Ideally, it should be balanced equally
beuleen active and passive use. Perhaps the open areas ,referred to in
the preceding paragraph which have not been delineated on the plan could
satisfy the question we raise by being designated as we believe the in-
tent indicates. In any case, this situation should be resolved prior
to official approval.
",... Near the end of the first paragraph en Page 2 of the text, the
statement is made that "every effort has been made to orient all uses
toward the interior of the site.... " Hhile tole do not wish to question
...
verb tense of the text, the plan does not indicate that this has been
accomplished as a matter of design. Simply changing "has been" to "\-1ill
be" significantly alters the situation to one where the intent is clear.

Review is keyed to section numbers in your zoning ordinance.

(2) The density of single family development is not shown on the
plan or in the legend. Also, our interpretation of this
section is that each separate area shOlvn on the plan should
contain the acreage and nunber of dlvelling units for thct area.

As we have mentioned in earlier discussions, this is
probably the most critical tract of developable land in
Dublin as a direct transition ~ust be made from older
existing development to nelv developing uses of a dif-
ferent type.
The arrangement or residential densities proposed in this
plan provides an effective buffer between existing resi-
dential development and proposed cOEffiercial development
"".. west o~ Frantz Road. The densities proposed are quite
normal for Pun projects and would provide some much needed
... multiple family residential units. There are several ex-
amples in the metropolitan area of projects developed at
substantially higher densities than those proposed for
this project that have resulted in outstanding develop-
ments. The review and approval sys tern provided by the
PUD regulations provides the best assurance that the in-
tent of the developers stated to this point in tine eventually
will be realized. Therefore, we recommend approval of
the density plan as submitte?
(5) The applicant states that "parking in the cluster housing
areas will be a minimum ratio of 2 to 1." l\le assume this
means tv10 parking spaces per dHelling uni t, but this should
be clarified. Also, tile parking ratio for single family
units should be stated.
We believe the proposed connection of t~rion, Longview and
Grandview is inappropriate and should be deleted from the
plan prior to approval because it violates the integrity of
both the older development and the proposed nel-l 'development.
l~lile similarity of use and density are important ingredients
in making this "edge" compatible, they are not significant
justification for connecting the two street systems or for
",.. connectinf?; the three streets in t.lte older development. Also,
the existing tree line along the east edge of this proposed
.... development provides a visual barrier beoveen the two areas
that should be retained and not violated, even though it is
sparse in some locations.
The proposed plan indicates two extensions would be provided
to FranY~in Street. He do not believe these extensions
would provide any distinct advantage and would only serve
to increase traffic on minor residential streets that are
not suited for that function.
(6) A statement is made that "care has been taken to preserve
to the greatest possible degree tile existing topography,
trees and other natural features of the site." Here again,
verb tense is inportant \~here this intent is not so clear
thus far. This should be clarified.

The fo11m,1ing conunents are offered in.view of the Concept and Pre-
liminary Plan for l-Jaterford Village:
l. The area in the PUD, lying south of Longview Drive, is
not tributary to the Cosgray Trunk Sewer. Development
in this area may require a sub-trunk sewer in the south
at some future time.
2. The northern portion of the proposed commerci.al area
drains easterly through lands not owned by the developer
and may require off site improvements.
3. General and detail plans of improvements are subject to
further review of the Engineer.
4. Storm drainage retention facilities may be required in
".. the commercial areas, depending on the development plan
of the area.

5. Cosgray Ditch should be called out on the plan..
6. Section 450.07 (13) width of streets in the project.
Recommend the dedicated streets be the minimum width as specified in
the'subdivision regulations in that the proposed streets. are mainly col-
lector streets. Recommend that standard curb and gutters be used as the
majority of. the development adjacent to the streets is single family at
the basic lot depth and the rolled curbs are not suitable to roof drain
outlet pipes.

During furtner review of the Waterford Village project, we
notice somewhat of a conflict between the Land Proposal and ac-
companying text regarding that portion of the project lying west
of Frantz Road. The plan refers to this area as Commercial . ~~
while the text refers to it as commercial in several places and..
as office park in other places. Although either is appropriate,
we would prefer offices or a more specific list of commercial , .
uses for this area. This matter should be clarified prior to '.
official approval.

This type of business office is not subject to a high volume of traffic.
Any increase in traffic would be directly into a proposed parking lot located
in the west area ot the property off the acess alley. Thte traffic would not
be directed into the streets of the adjacent area. There would be no risk to
health or safety involved.
.r- This property stood vacant tor some time prior to our acquisition. The
-... exterior has been painted and broken windows replaced with much improvement
in the appearance. Plans are to restore this structure in the Colonial- Early
American style ot the Dublin tradition. The grounds and the adjacent highway
right of way would be maintained. The proposed use of this property would increase
the value considerably.
