ORDINANCE NO. J '/-10 VILLAGE OF DUBLIN, OHIO
AN ORDINANCE ACCEPTING THE L()WEST AND BES'J; BID
FOR THE CONSTRUCTION OF THE FOUNDATION FOR THE
LIBRARy BUILDI~G TO BE CONSTRqCTED AT THE NORTH-
WEST CORNER OF NOR TH STREET AND HIGH STREET IN
THE VILLAGE AND AUTHORIZING THE MA YOR AND THE

WHEREAS, the Board of Education of the Washington Local
School District, the Board of Library Trustees of the Columbus Public
Library and the Village of Dublin have authorized a contract whereby
said Board of Education will lease property located at the northwest
corner of North Street and High Street in the Village,to'said Board of
Library Trustees for a period of five (5) years. Said Board of Li~rary
~
Trustees will move onto said site a portable library building owned by
it and maintain said building as a public library for the five (5) year
term and the Village of Dublin will expend money from the Carol S. I
Kennedy Library or Park Trust Fund for the purpose of preparing 1

/. said site for said library building and,

WHEREAS, bids have been received for the construction of

the foundation for said building in accordance with specifications on ,

file with the Clerk Treasurer of the Village and, \
WHEREAS, Council has determined that the bid of Ch~rles
Coffman', and Andrew Smith is the lowest and best bid.
NOW, THEREFORE, be it ordained by the Council of the Village
of Dublin, State of Ohio, (, of the elected members concurring:

SEC TION 1. That the bid of Charles Coffman and Andrew Smith 1

for the construction of the foundation referred to in the preamble hereof
in accordance with the specifications on file with the Clerk- Treasurer \
of the Village, be and it hereby is accepted. l
, SECTION: 2. That the Mayor and Clerk be, and they hereby
,'" are, authorized and directed to enter into a contract on behalf of the Village I

with the said Charles Coffman and Andrew Smith for the cons truction j
of said foundation in accordance with said specifications and for the I
sum of One Thousand Fifty Dollars ($1,050.00) upon the execution of the i

Agreement and Lease referred to in the preamble hereof by the Board of
Education of the Washington Local School District and the Board of Library
Trustees of the Columbus Public Library and upon the approval of the

specifications by the Board of Library Trustees.
SECTION 3. That this ordinance be, and the same hereby is,
declared to be an emergency measure necessary for the immediate
pre servation of the public peace, health and safety for the reason that
it is immediately necessary to undertake construction of the foundation
-~+~ due to the weather and that this ordinance shall take effect and be in
' ~ force immediately upon its passage.
