the Village Treasurer fro payments from any ot the &toregoing appropriations
upon reoeiving proper oertitioates and TOuohers therefor. approved by the
board or offioers authorized by law to approwthe same, or an ordinanoe or
resolution ot Counoil to make the expenditures'J provided that no warrants'
shall be drawn or paid tor salaries or wages exoept to persons employed by
authority of and in aooordanoe with law or ordinanoe. Provided turthei" that
the appropriations for oontingenoies oan only be expended upon appeal ot
two-thirds vote of Council tor iteD18 ot expense oonstituting a legal obligatio 1
