ORDINANCE NO. . 21-70, VILLAGE OF DUBLIN, OHIO
AN ORDINANCE ESTABLISHING AN A UXILIARY POLICE
UNIT WITHIN THE POLICE DEPARTMENT OF THE VILLAGE
OF DUBLIN: NAMING SAID UNIT THE DUBLIN RESERVE
POLICE FORCE: PROVIDING FOR THE REGULATION OF THE
POLICE OFFICERS SERVING THEREIN: AND DECLARING AN
EMERGENCY

SECTION 1. CREA TION
There is hereby established and created an auxiliary police unit
within the police department of the Village of Dublin which said unit shall
be known as the Dublin Reserve Police Force.'
SECTION 2. APpmNTMENTANDTERM

Members of the Dublin Reserve Police Force shall be appointed by
the Mayor subject to confirmation by council, and shall serve at the pleasure
of the Mayor or until a submitted resignation shall be accepted by the Mayor.

-": SECTION 5. DUTIES
,- Members of the Reserve Police Force shall have all police powers,
I
;' but shall perform only such duties as are assigned them by the chief of I

police and shall act only when in uniform as prescribed by the Mayor.
Reserve trainees shall not carry a firearm while perf<?rming police duties I
except with the approval of the Chief of Police and the Mayor and shall , I

perform police duties only under the direct supervision of a regular police

officer of the Village or a certified Reserve police officer of the Village.
SECTION 6. COMPENSA TION
All services performed by reserve policemen shall be on a voluntary
basis. Each member of the Reserve Police Force shall be paid compensation
of One Dollar ($1. 00) per year. Reserve policemen shall serve without

-j / additional pay except when employed as a substitute or supplementary police
,-",i officer by the Mayor as authorized by council. When serving as a substitute
or supplemental police officer, a reserve policeman may be paid for his
services at the rate of Two Dollars ($2.00) per hour, if appropriations
are adequate. The Mayor shall not employ reserve policemen as substitute
or supplementary police officer without the prior authorization of council

SECTION 7. WORKMEN'S COMPENSATION
Reserve policemen shall be deemed to be employees of the Village
of Dublin when performing police duties under the direction of the Chief of
Police. Such reserve policeman shall be covered by Workmen's Compensatio

! i pertaining to the volunteer policemen and firemen of public employers.

" SECTION 8. BOND AND UNIFORM
Each member of the reserve police force, as a condition precedent
to serving thereon, shall furnish at Village expense a bond in the amount I

and upon the same terms and conditions as is required of a regular appointed i
policeman. Each member of the Reserve Police Force shall provide

" himself with ,the prescribed uniform at his own expense. j
SECTION 9. NON-LIABILITY
This Ordinance is declared by council to be an exercise by the ,
i

Village of Dublin of its police powers for the protection of the public peace,

; health, property, safety and general welfare and neither the Village nor the
/ agent or representative of the Village or any person who in good faith
executes any order, rule or regulation promulgated pursuant to this
ordinance shall be liable for injury or damage sustained to person or
property as a direct or proximate result of such action.
SECTION 10. REG ULA TIONS
The Mayor shall be the executive head of the Reserve Police Force

subject to the regulations prescribed by this ordinance and any general
regulations prescribed by council by subsequent ordinance. The Mayor
shall prescribe rules and regulations for the organizationl trainingl
administrationl control and conduct of the Reserve Police Force.
SECTION II. STA TIONING AND TRANSFERRING
The Chief of Police shall have exclusive control of the stationing

I and transferring of all reserve police officers under such general rules

and regulations as the Mayor prescribes.
SECTION 12. CONSTRUCTION
The provisions of this ordinancel individually or severally, shall
not be constructed as intended by council to be in conflict with any federal
or state statute.
SECTION 13. EMERGENCY PROVISION
That this Ordinance bel and the same hereby iSI declared to be an
emergency measure necessary for the immediate preservation of the public
peace, health and safety for the reason that a Reserve police force is
/ presently needed in the Village to protect the peace I health and safety of
