The regularly scheduled meeting of the Dublin City Council was
called to order by Mayor Jan Rozanski at 7:30 P.M. on Monday,
April 15, 1991.
Mr. Strip led the Pledge of Allegiance.
Members of Council present were: Mr. Amorose, Mr. Campbell
(arrived at 7:35 P.M.), Ms. Maurer (arrived at 7:34 P.M.),
Mayor Rozanski, Mr. Strip and Mr. Sutphen.
Mrs. King was absent (excused).
Mr. Hansley, City Manager, and Mr. Smith, Law Director were
also present.
Mr. Amorose moved to approve the minutes of the April I, 1991
meeting of Council.
Mr. Sutphen seconded the motion.
Vote - Mr. Amorose, yes; Mayor Rozanski, yes; Mr. Strip, yes;
Mr. Sutphen, yes.
Ms. Janet Jordan, Director of Parks and Recreation, presented
to City Council an award won by the City of Dublin for the
master planning, the development of Phase I and the design
detail for future phases of the Donegal Cliffs Park.
She said that the honor was bestowed upon the City by the Ohio
Parks and Recreation Association for being the best park in
its price range in the State of Ohio in 1990.
Mayor Rozanski expressed appreciation to Ms. Jordan and her
staff.
Comments from Citizens for items not on the agenda.
Mr. David Wilt of 5973 Macewen Court reiterated the request
that no action should be taken in terms of the boundary
change; that the issue before the Supreme Court should be
withdrawn; that the City's goal should be reasonable service
at the lowest cost; that the current mutual assistance
agreements be published; that the cost per run figures should
also be published, Washington Township being the highest cost
per run figure in the area.
Mr. Smith reported that the City is still awaiting a response
from the Ohio Supreme Court.
Mr. Jack Chaisson of Whi tecraigs Court, representing the
Emergency Services Committee, urged Council to continue to
pursue the boundary change.
Ms. Maurer pointed out that citizens want a quality service,
expecting a response time from their police departments and
fire departments that is much shorter then they would expect
if they lived in a larger city.
With regard to the mentioned $42,000 spent in legal fees, Ms.
Maurer said that she wanted to point out that a great deal of
that dollar amount has been spent in response to the nine
motions that have been filed by the attorney for Concord
Township.
She also said that she felt that it would be unwise for the
City to withdraw at this time, since significant amounts of
monies have been spent on a course of action that was
carefully studied and researched by the City of Dublin.
Mr. Hansley noted that Concord Township is not providing a
full paramedic service 24 hours a day, seven days a week.

Mr. Strip said that he felt that the cost per run figure was
irrelevant in the discussion.
Mr. Hansley noted that Washington Township, as compared to
other townships who make frequent runs into Columbus, chooses
not to go beyond a certain boundary.
Mrs. Debbie Edwards, Pool Manager for the City of Dublin for
the past three years, resigned her position as pool manager.
Mrs. Edwards mentioned the need for the administration to
support its personnel and said that on April 8, 1991, the
assistant pool manager for three years, was notified that he
had failed the integrity test, a person, Mrs. Edwards said,
who, in addition to being an honor student at The Ohio State
University had been a valued employee.
Mrs. Martha Wasvlik of Muirkirk Drive in Dublin commented that
people, when buying a home, should make themselves aware
specifically about what type of services are available, and if
not satisfied select a home in another location.
Mrs. Catherin Headlee spoke regarding the integrity test. She
indicated that there were a number of Dublin High School
students who had counted on and needed the jobs to go on to
college and further their education; students who have worked
for the City in previous years, and wondered why thos students
were qualified four years ago and not now.
Mrs. Headlee also wondered about the message going back to
Dublin High School students; that message being that Dublin
High School students are alcoholics and drug users.

are better persons then the test is showing, and asked that
the Personnel Director and City Manager reconsider the usage
of this particular test.
Mr. Hansley mentioned the recent memorandum, distributed to
all Dublin employees, which discussed, in detail, the
selection process for seasonal, temporary and emergency
employees.
He also noted that those who did not do well on the test and
took the polygraph exam, that the test results have been
upheld with an almost 100% correlation.
Mr. Hansley also said that there was a need to raise the
standard for people working with young children at the pool,
playgrounds, etc.
Mr. Amorose said that the most important consideration is the
safety of the children, that safety being entrusted to
employees of the City by parents.
Mayor Rozanski said that it was the direction of Council that
Mr. Harding assume the responsibility of hiring all personnel,
since he has done such an exceptional job in the hiring of
full-time employees.

~r. Cam Justice, former assistant pool manager, who had
previously worked for the City for three years, noted that he
answered all questions honestly but had failed the test.
Mr. Justice agreed that at the pool the safety and lives of
children is the most important thing.
He suggested that members of Council, if they had not already
done so, to take a look at the test.
Mr. Bill Uttley of Laidon Court introduced ~r. Tony
Trachevski fire chief of the Concord Township Fire

Department. Mr. Trachevski said that they are currently gOlng
through a thorough and lengthy process of hiring full-time
personnel; that they hope to get the best people available;
that in the meantime they have hired some part-time people;
that they are in the process of formulating a handbook of
policies and procedures; that they will probably be on-line
with career people in the next month.
He reported that the have shaved off at least four minutes of
the average response time, and that the average response time
in the EMS system, responding in the entire township, is about
five to six minutes.
Mr. Trachevski said that they are moving rather cautiously in
terms of hiring career personnel in order to get good people
and that the decision of the Ohio Supreme Court will also be
a factor.
Responding to a question from Mr. Strip, Mr. Trachevski said
that there is not a certified paramedic on duty at the station
around the clock, but that there are a minimum of two and
possibly three paramedics at the station at any time.
He said that they always try to have one paramedic on the
vehicle, run under the authority of the Medical Advisory
Board; that there are eight certified paramedics working part-
time; that they have remodeled their facility with a place for
four persons to spend time at the station; that they are
planning for a possible satellite facility.
Mayor Rozanski said that he appreciated the increase in
service and Mr. Trachevski's dedication to supplying the best
possible service to the residents in Concord Township/City of
Dublin.
Ms. Maurer wondered if Concord Township's attorney is urging
the Ohio Supreme Court to come up with a speedy decision as
the City of Dublin's attorney is doing.
Mr. Elmer Gall of Finlarig Drive said that he does not feel
that Council should tell him that he must receive services
from the Washington Township Fire Department.
9rdinance No. 08-91 - Ordinance Amending Sections of Codified
Ordinances - Regulating Street Trees. Tabled Ordinance.
The ordinance will remain on the table until the first City
Council Meeting in June (June 3, 1991).
Ordinance No. 13-91 - Ordinance Adopting Five Year Capital
Improvement Program. Tabled Ordinance.
Mr. Foegler reported that the City submitted a request for
proposals to approximately 12, firms and that four proposals

had been received. He said that staff will be in a position to
recommend a firm to retain at the next meeting of Council.
Ordinance No. 21-91 - Ordinance Amending Section 2 "(Wage and
Salary Structure/Administration"), Subsections A and B of
Ordinance No. 17-90 ("Compensation Plan"). Third Reading.
Mr. Amorose expressed a concern regarding the change of job
classification from Parks Maintenance Supervisor to Parks
Administrator, saying that he felt that there was a great deal
of difference in the duties of a supervisor as opposed to an
administrator.
Mr. Amorose said that he felt that this was a new position and
that the City might want to interview, from within and without,
as the City has done with various other positions.
Mr. Harding said that this was not a new position; that
additional duties and responsibilities have evolved with the
position; that the Parks Maintenance Supervisor classification
is really not an accurate reflection of the duties and
responsibilities that are there right now; that it is an
encumbered position; that there is someone filling that role at
the present time.
He noted that 30 to 35% of the duties have increased in terms of
responsibility and difficulty.
Mr. Amorose recommended that the job description for the Parks
Administrator position be reviewed and perhaps referred back to
the Parks and Recreation Committee for review and feedback.
Mr. Amorose made a motion to amend the ordinance to delete the
Parks Maintenance Supervisor/Parks Administrator position for
further consideration.
There was no second to the motion.
Discussion followed regarding the suggested Assistant City
Manager/Director of Development position, and Mr. Campbell
suggested creating the position of Assistant City Manager to
serve in conjunction with an existing administrative position as
appointed at the pleasure of the City Manager.
It was decided that Mr. Smith and Mr. Harding will provide to
Council at the next meeting an amendment addressing the above
position.
Mr. Sutphen moved to table the Ordinance until the next meeting
of Council.
Mr. Strip seconded the motion.

Ordinance No. 23-91 - Ordinance Adopting a Yard Waste Diversion
Program for 1991. Third Reading.
Mr. McDaniel referred to the letter from Mrs. King and the
amendment she proposed for the implementation of the paper bag
program during 1991.
He further said that Mrs. King's intent, as well as that of the
members of the Solid Waste Advisory Committee, was to only make
the diversion of grass clippings mandatory in 1991.

Mr. McDaniel said that the reason most communities are
beginning with the recycling program is that it is the easy
one to do, but that the State has mandated that yard waste be
diverted from the landfills by 1993.
He also noted that it has been reported that the landfill
space is dwindling at a faster rate than anticipated which
means that yard waste diversion may be mandatory for all of
the region sooner then later.
Mr. McDaniel also noted that with regard to the issue of
penalization that it is not a penalty, that it is the ability
for Johnson Disposal to provide three extra trucks, three
extra crews to the City to pick up yard waste and to divert it
from the landfill and take it to a composting facility; that
that is where the cost of $1.00/bag comes in.
He said that it was the intent of the Solid Waste Advisory
Committee to provide as many options as possible to do it at
the least amount of cost.
It was suggested that perhaps the yard waste diversion program
not be implemented for a period of not 30 days, but 60 to 120
days in order that the residents might be further educated in
the proper means of diversion.
Mr. McDaniel suggested that Council approve the original
ordinance (23-91) and allow the program to be voluntary, and
continue to inform and educate the public regarding yard waste
diversion.

Ordinance No. 11-91 - Ordinance Providing for Disposition of
Recovered Property. Second Reading.
Mr. Hansley reported that the word changes suggested at the
previous Council meeting were reflected in the current copy of
the Ordinance.
There will be a third reading of the Ordinance on May 6, 1991.

Second Reading.
There will be a third reading of the Resolution at the Council
meeting on Monday, May 6, 1991.

Reauest for Approval of Final Plat - Enterprise Court
Reauest for Sidewalk Waiver and Bike Path Substitution
Mr. Bowman had the following comments:
1. This is a request for approval for a single cul-de-sac
within an industrial subdivision called Dublin Commerce
Park.
2. Dublin Commerce Park is zoned RI, restricted industrial.

3. The site is located at the southeast corner of Wilcox and
Shier-Rings Road.
4. This plat addresses a 26 acre portion of the 50 total
acres of the Dublin Commerce Park.
5. The cul-de-sac comes off of Enterprise Court north into
the subject site and is 572' long.
6. There could possibly be five lots off the cul-de-sac.
7. Enterprise Court will have 60' of right-of-way, with a
pavement width of 32'.
8. The deed restrictions discussed at the time of the
Heather Glen rezoning as well as the industrial park are
on the plat.
9. The applicant will cooperate with the City Engineer as
far as roadway ditches in the area; they will be piped if
deemed necessary.
10. With regard to the sidewalk waiver, there will be a bike
path constructed along Enterprise Drive, east to west -
will hook from Wilcox Road to Coffman Road extended.
11. On the north side, the applicant also agreed to pay up
to $3,000 for a proposed path that would be located along
Wilcox Road.
12. Staff and the Planning Commission recommended approval of
Final Plat as well as the sidewalk waiver adn bike path
substitution.
There was considerable discussion regarding the proposed
pavement width of 32', Mr. Sutphen saying that he would like
to see it at a 36' width.
Mr. Weil said that the issue of the width of the road as a
semi-truck loaded would turn into a driveway off of the road
was discussed, and that it was demonstrated to Mr. Willis that
it could be done easily with the width that is indicated on
the plans.
It was also noted that the width of the cul-de-sac will be
55', that 55' being from the center of the circule to the
pavement; therefore, the width of the cul-de-sac would be over
100' .
Mr. Sutphen moved to approve the Final Plat - Enterprise
Court.
Ms. Maurer seconded the motion.

Mr. Sutphen, yes; Ms. Maurer, yes; Mayor Rozanski, yes.
The vote on the request for approval of the sidewalk waiver
and bike path substitution was as follows: Mayor Rozanski,

Amorose, yes; Mr. Campbell, yes.
Discussion Regarding Ordinance for Purpose of Petitioning
County Commissioners of Franklin, Delaware and Union Counties
to Erect a New Township.
Mr. Strip said that the Public Safety Committee of Council was
recommending, by way of a memo to staff, that additional
information be obtained and that a report be provided at a
future meeting of Council.

1. Mr. Sutphen
Announced that there would be a meeting of the Public
Service Committee of Council on Monday, April 22, 1991 at
9:00 A.M.
Comments from Staff
Mr. Hansley
1. In response to the discussion regarding employment
figures for Ashland Chemical Company at the last meeting
of Council, reported that in 1988 Ashland had 413
employees, in 1989 they had 1,186 employees and in 1990
they had 1,226 employees.
Mrs. Metz
1. Reported that several members of staff recently attended
a software users group seminar.
Dublin received an award for connectivity (the
integration of various departments).
2. The City is contracting with Deloitte & Touche for the
audit of the 1990 records, noting that a private audit
had been recommended by the State Auditor's Office.
Mr. Mack
1. Announced the following scheduled bid openings.
A. April 19, 1991 - Paul G. Blazer Memorial Parkway and
Dublin village Center street lighting.
B. April 26, 1991 - Dublin Village Center Parkway
traffic signal.
C. April 29, 1991 - 1991 Street Resurfacing Program.
Appropriate ordinances will be brought before Council on
May 6, 1991.
Council Roundtable Discussion
Mr. Campbell
1. Expressed a concern about the amount of time being spent
at Council meetings on comments from citizens for items
not on the agenda, and suggested perhaps limiting the
time of each speaker or when issues are being discussed
repeatedly, perhaps referring discussion of those issues
be referred to later on on the agenda.
It was requested that until a decision has been made that
boundary change/fire issue be placed on the agenda under
"Other".
Mr. Smith suggested that perhaps those citizens wishing
to address Council be asked to fill out a speaker's list
prior to the meeting with name, address, nature of the
subject, and that the Mayor, who chairs the meeting,
could call on those who wish to address new issues.
Mr. Smith and Mayor Rozanski will meet and devise a plan/
procedure prior to the next Council meeting.

for the early (in the year) proposed 1991 street
resurfacing program.
Mr. Hansley said that Mr. William Covey of the
Engineering Division had taken a personal
responsibility in determining the program.
Mr. Amorose
1. Thanked everyone involved for the fine job that was done
on the S.R. 161 Beautification Project.
Ms. Maurer
1. With regard to the Olde Dublin Association Report, noted
that there were graphs but the questions were not listed.
Mr. sutphen said that he would explain same to Ms. Maurer
after the meeting.
2. Expressed a concern regarding the possible delay in the
Five Year Capital Improvement Program since a decision as
regards the force main versus gravity sewer would not be
made in the immediate future.
Mr. Foegler said that certain of the key projects such as
the water tower improvements, detention basin, etc. will
be brought before Council for individual action.
Responding to a question from Mayor Rozanski, Ms. Jordan said
that Arbor Day will be celebrated on the last Friday of April
(April 26, 1991) and that members of Council would be
receiving information on same shortly.
Mr. Bowman announced that a meeting on Sewer Service in the
Northeast Area has been scheduled for Monday, April 29, 1991
at 7:00 P.M.
Mayor Rozanski moved to adjourn to Executive Session for
discussion of a personnel matter at 9:58 P.M.
Mr. Sutphen seconded the motion.
