".... \~EREAS, the Village of Dublin is in need of a Tractor-Loader-Backhoe for maintenance purposes in the Village of Dublin: .... N~{, THEREFDRE, BE IT ORDAINED, by the Council of the Village of Dublin, state of Ohio, ~ of the eleoted members concurring: SECTION 1. That the Village Administrator be, and he hereby is, authorized and direoted to advertise for bids for an Industrial Wheel Tractor with Loader and Backhoe, having the following specifications: TRACTOR The Tractor shall be provided with a water cooled, 3 or 4 oylinder gasoline engine with not less than 143 Gubic inch displacement. It shall produce not less than 39 S.A::E NET flywheel horsepower. The maximum torque shaH be not less than 110 foot pounds: at 1250 rpm. The Traotor shall be provided with a Manual Shuttle Transmission OR a Power Shuttle and Torque Converter Trans- mission OR a Manual Reversing Transmission OR a Forward and Reverse Drive Transmission OR equal. Heavy duty front and rear axles shall be provided, and the front axle shall be equipped with power steering. The brakes shall be either mechanical or hydraulic, foot operated individually, right or left or simultaneously. A parking brake shall be provided. The tires shall be 7.50 x 16 at least 6PR truck type tread on the front, and 14.9 x 24 at least 4PR utility traction tread on the rear. The instrument panel shall be pro- ,...... vided with the following: Taohometer ,Hourmeter, Fuel-Water-temperature guages and oil pressure guages. The Tractor shall be equipped with rear fenders, an Upright OR Vetioal muffler, 12 volt electrioal system, two headlights, one ...... rear light, and a dry type OR oil bath air oleaner. The Tractor shall be provided with a proteotive frame to meet Federal Regulations. The Tractor shall be equipped ~ith P.T.O. and three point hitoh for mowing operations. The Tractor shall be painted the manufacturer's standard color, and shall include the manufacturer's standard accessories. LOADER A heavy duty, self-leveling, industrial Loader produced by the Tractor manufaoturer shall be furnished. The Loader. shall be provided with automatic self-leveling buoket during lifting, and a bucket position indioator. The Loader hydraulio system shall provide for the funotions of raise, lower, dump, float, tilt back, hold and return to dig. The Loader ~hall be provided with a bucket which has an SAE capaoity of not less than 3/4 cubic yards and shall not be less than 73 inches wide. The Loader shall have the following Minimum Characteristics: Rated lift capacity, full height 2500 lbs Rated buoket breakout force 4360 lbs Reach with buoket at maximum height 22 inches Digging depth below ground level 3 inches Hydraulic pump oapacity, gpm 20 Height to bucket hinge pins 10(H,t .r-. BACKHOE The Baokhoe shall be the quiok-detachable type equipped with hydraulio "- stabilizers, and quiok-detaoh oouplers on the hydraulio hose~. The boom swing shall be operated by two (2) hydraulic cylinders, which shall provide hydraulic oushioned swing stops. All equipment shall be new, 1973 equipment, and a delivery date for all equipment shall be speoified in the bid. e A dealers representative shall provide instruotion in the proper operation and maintenanoe of the equipment, at the time of delivery. SECTION 2. All bids shall be sealed and shall be filed with the Village Administrator, Village of Dublin, Ohio before 12 :00 Noon EST /f)fH ~& Jt?7.J at whioh time said bids shall be opened. All bids shall be aocompanied by Bond or Certified Check in the amount of $ 100.00. The Counoil of the Village of Dublin reserves the right to rejeot any and all bi8$. SECTION 3. That this Ordinanoe be, and the same hereby is, declared to be an emergenoy measure necessary for the immediate preservation of the public health and safety for the reason that a new TRACTOR-LOADER.BACKHOE is pres- ently needed to protect the health and safety of the residents of the Village, and that this Ordinance shall take effeot and be in force immediately upon its passage.
