A RESOLUTION ACCEPTING THE LOWEST
AND BEST BID FOR THE PAVEMENT
MARKING SERVICES PROJECT
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Dublin Charter and Chapter 37 of the
Dublin Code, for the Pavement Marking Services project; and
WHEREAS, Council has determined that the bid submitted by Griffin Pavement
Striping, hic. constitutes the lowest and best bid; and
WHEREAS, Council has determined that there may be a legitimate need to declare
the relocation of the utilities in connection with the above - referenced project as
"single source" procurement, for reason that the company owning the utilities in
question has the exclusive rights to relocate such utilities.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
of its elected members concurring, that:
Section 1. The bid submitted by Griffin Pavement Striping, Inc. in the total amount
of $98,957.58 is hereby accepted.
Section 2 . The City Manager is hereby authorized to enter into contracts with
Griffin Pavement Striping, Inc. for performance and completion of the Pavement
Marking Services project pursuant to the Advertisement, Proposal and Contract
Documents for said project on file in the office of the City Engineer.
Section 3. This Resolution shall take effect and be in force on the earliest date
permitted by law.

Re: Resolution 27 -10 -Pavement Marking Services Bid Acceptance
Background
On April 6, 2010, three (3) bids were received, publicly opened and read for the Annual
Pavement Marking Services project. Staff has reviewed all bids. The Engineer's estimate was
S100,000. The 2010 budgeted funds for this project are S100,000. Griffin Pavement Striping,
Inc. submitted the lowest and best bid of $98,957.58. A summary of the bids is listed below.

This contract is to perform the annual, long -line, pavement- marking maintenance program. This
work maintains pavement markings such as lane lines and centerlines. This is a one -year
contract with an option to renew for two additional years. Extension of the contract will be based
on the satisfaction of the City Engineer with the service provided by the contractor.
Staff has thoroughly reviewed the Griffin Pavement Striping, Inc. bid. Previous experience with
Griffin Pavement Striping, Inc. has been favorable, including these recent projects: 2009 Street
Maintenance Program, Avery Road Widening, Avery - Muirfield /Post Road Roundabout, and
Emerald Parkway /Innovation Drive Intersection Improvements.
All scheduled work shall be completed by August 31, 2010 unless approved otherwise by the
City Engineer.
Recommendation
Staff recommends approval of Resolution 27 -10, accepting the bid of Griffin Pavement Striping,
Inc. and authorizing the City Manager to enter into a contract with the company for performance
of the project.
