A RESOLUTION ACCEPTING THE LOWEST AND BEST
BID FOR THE DUBLIN POLICE IMPOUND FACILITY
PROJECT AND AUTHORIZING THE CITY MANAGER
TO ENTER INTO AN AGREEMENT FOR SAID PROJECT.
WHEREAS, the City desires to provide secure, dry storage for large evidence
collected by the Dublin Police Department including, but not limited to, vehicles
involved in motor vehicle accidents and/or crime; and
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Dublin Charter, for construction of a
Dublin Police Impound Facility; and
WHEREAS, Dublin City Council has determined that the bid submitted by Janco,
LLC, in the amount of $188,560.00, is the lowest and best bid.
WHEREAS, this is an approved 2010 Capital Improvements Project.
NOW, THEREFORE, 3E IT RESOLVED by the City Council of the City of
Dublin, State of Ohio, _ (,, of the elected members concurring, that:
Section 1. The bid submitted by Janco, LLC in the total amount of $188,560.00 for
construction of a Dublin Police Impound Facility is hereby accepted.
Section 2. The City Manager is hereby authorized to enter into an agreement with
Janco, LLC for construction of a Dublin Police Impound Facility, pursuant to the
Advertisement, Proposal and Contract Documents for said project on file in the
Division of Streets and Utilities.
Section 3. This resolution shall take effect upon passage in accordance with Section
4.04(a) of the Revised Charter of Dublin, Ohio.

Re: Resolution 19 -10 Accepting Bid for a Dublin Police Impound Facility Project
Summary
On February 10, 2010, bids were opened for a Dublin Police Impound Facility Project. This project
consists of site work and construction of a 50 -foot x 75 -foot x 23 -foot pre - manufactured steel building, a
six -foot chain link fence and asphalt work. The project was funded for $202,000 as part of the 2008-
2012 Capital Improvements Program and scheduled for completion in 2009. The funding for the project
was carried forward in the 2010 Operating Budget. In addition, the installation of sixteen evergreen
trees and four deciduous trees will be added to an existing landscape mound to provide additional
screening for the properties to the south of the site. This project will be located in the southeast corner
of Dublin's Fleet Maintenance Facility at 6351 Shier Rings Road. The building colors and materials
will closely match those of the existing buildings on the site. Exhibit A - site map and pictures are
attached for your convenience.
This structure is necessary to provide secure, dry storage for large evidence collected by the Dublin
Police. Large evidence includes but is not limited to vehicles involved in motor vehicle accidents and/or
crime. This facility will provide an enclosed area in which police officers can complete investigations
as well as preserve evidence for long periods of time. This facility will also allow for the containment
and legal disposal of leaking fluids from damaged vehicles. Currently, large evidence is stored inside a
small, fenced enclosure on the existing site, which is open to all the elements. The following bids were

Zoning Requirements
The City's Fleet Maintenance site is zoned LI, Limited Industrial District, which permits warehousing,
wholesaling and transportation services. The proposed site modifications meet the Zoning Code
requirements for the development within the LI District including use, setbacks, lot coverage, building
height, landscaping and perimeter buffering, and do not require a City board or commission review.
Communication
Staff will communicate with the residents on Tuswell Drive just south of the project site prior to
construction beginning.
Recommendation
Staff recommends approval of Resolution 19 -10 accepting Janco, LLC's bid in the amount of
$188,560.00 and authorizing the City Manager to enter into a contract with Janco, LLC for this project.
Janco, LLC has completed work for the City in the past, and staff has found their performance to be
satisfactory.

Although the new building will be much smaller than this existing
structure already on the site, it will be very similar in appearance.
