Fofm No. 30065 17 -10 Resolution No. Passed 20 A RESOLUTION DECLARING CERTAIN CITY -OWNED PROPERTY AS SURPLUS AND AUTHORIZING THE CITY MANAGER TO DISPOSE OF SAID PROPERTY IN ACCORDANCE WITH SECTION 37.08 OF THE DUBLIN CODIFIED ORDINANCES WHEREAS, the City of Dublin possesses certain equipment assets used in the performance of its daily operations; and WHEREAS, these equipment assets have reached the end of their useful life for City purposes; and WHEREAS, it has been determined that the City should maximize the return on investment by selling these assets; and WHEREAS, it has been determined that intemet auction is a method through which the City may wish to dispose of these assets; and WHEREAS, the City has chosen GovDeals as the vendor to implement an intemet auction. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, --7— of the elected members concurring that: Section 1 . The City Manager is hereby authorized to dispose of personal property, fleet and equipment assets that have been declared as surplus through the use of intemet auction. Section 2 . This auction will be conducted using a third -party contractor, namely: GovDeals, www.GovDeals.com Robert DeBardelaben, President 5907 Carmichael Place Montgomery, Alabama 36117 Telephone No. (800) 613 -0156 The contract outlining the specifics of the terms and conditions under which this contractor will carry out this service to the City can be made available upon request to the Department of Finance. Section 3 . The Council of the City of Dublin hereby declares the property listed in Exhibit "A" as surplus and authorizes the City Manager to dispose of said property in a manner consistent with Section 37.08 of the Dublin Codified Ordinances. Thurman, Deputy Director of Finance Memo Re: Resolution 17 -10, Authorization for Disposal of City Property (Vehicles) Summary Section 37.08 of the Dublin Codified Ordinance requires City Council authorization for disposal of all motor vehicles or other property valued at $5,000 or above. As Council is aware, a replacement schedule for vehicles is identified as part of the Capital Improvements Program (CIP). Before vehicles are taken out of service, an evaluation is completed as to the vehicle's current condition and maintenance history. If, after the evaluation, the vehicle is determined to have had minimal maintenance costs and staff believes the vehicle provides continued value to the City, the vehicle will be maintained as part of the City's fleet and the replacement schedule will be modified. Resolution 17 -10 authorizes the City Manager to dispose of certain vehicles that are no longer in service and mowers in Parks and Open Space. The motor vehicles and mowers, which staff has identified for auction are detailed in attached Exhibit A. The mowers identified for auction include: • Four 2007 John Deere Zero Turn Mowers with a 60 -inch deck • Thirteen 2008 John Deere Zero Turn Mowers with a 60 -inch deck • Three 2008 John Deere Zero Turn Mowers with a 72 -inch deck In past years, the City's practice has been to replace its mowers annually because of high usage, discounted pricing and high resale value. The 2006 mowers were purchased at an average cost of $7,408 per mower and sold in 2007 for an average price of $6,881 per mower. The 2007 mowers were purchased for an average cost of $7,450 per mower and sold in 2008 at an average price of $6,479 per mower. In 2008, the City purchased a new model from John Deere to replace the 2007 mowers. From the outset, there were several mechanical problems with the 2008 mowers. Three to four 2008 mowers were breaking down at any one time, and the City had to borrow demo models from John Deere and other companies to keep crews efficient within their routes. Four 2007 mowers with low hours were retained to help offset the need for additional mowers. John Deere worked to rectify the problems and made many updates to the 2008 model throughout the year. Funds were programmed in the 2009 CIP to replace the 2008 mowers. However, because John Deere made many improvements to the mowers and the fact that the mowers had very few hours, the City made the decision to keep the mowers for an Memo re. Funds have been programmed in the 2010 CIP for the replacement of the 2007 and 2008 mowers. The following vehicles are identified for auction: • Vehicle #1030, a 2000 Ford Crown Victoria, is 10 years old. This vehicle was originally a front line cruiser and was then rotated to serve as a Community Education Unit (CEU) cruiser Based on its maintenance history, disposal is recommended. This vehicle was taken out of service and replaced in 2009. • Vehicle #1714, a 2007 Ford Crown Victoria, was a front line cruiser. The standard replacement for front line cruisers is every fourth year or 90,000 miles, whichever comes first. The current mileage for this vehicle is 120,699. Fleet staff has recommended disposal of this vehicle. This vehicle was taken out of service and replaced in 2009. At times, if there is a need to replace a CEU vehicle, a front line vehicle is re- equipped as a CEU vehicle and the CEU vehicle is then sold. At this time, there is not a need to replace a CEU vehicle. CEU vehicles receive very few miles, and it is more advantageous for the City to sell the newer front line cruiser. • Vehicle #1015, a 2000 Ford Crown Victoria, is 10 years old. This vehicle was originally a front line cruiser and was then rotated to be a CEU cruiser. Based on its maintenance history, disposal is recommended. This vehicle was taken out of service and was replaced in 2009. • The 1995 Chevy 14' "box van" has extensive rust. This van has been taken out of service, and Fleet staff recommends disposal of the vehicle. In evaluating the City's current vehicle needs, staff has determined that it will not be necessary to replace this vehicle. • Vehicles #1801, #1802 and #1803, all 1998 Ford Crown Victorias, are currently being utilized as unmarked "pool cars" for use by the Police. However, in evaluating current vehicle needs, staff has determined that these vehicles are no longer needed and will not be replaced. The vehicles will be sold by internet auction, as authorized by Section 37.08 of the Dublin Codified Ordinances. Upon approval of this resolution, bidding will open as soon as practicable after February 22, 2010 and will remain open the required minimum of two weeks. This information will be posted on the City of Dublin web site, along with a link to take customers directly to the auction web site at www.GovDcals.com Under the terms of the City's agreement with GovDeals, the City will pay GovDeals a commission of 7.5% of the sale proceeds. However, the City will incur no cost unless the items are sold. The GovDeals site is well known among public entities and will provide a broad pool of prospective buyers for City surplus items. Recommendation Staff recommends adoption of Resolution 17 -10 at the February 22, 2010 Council meeting.
