A RESOLUTION ACCEPTING THE LOWEST AND
BEST BID FOR THE EMERALD FIELDS PARK
PLAYGROUND PROJECT, AND AUTHORIZING
THE CITY MANAGER TO ENTER INTO A
CONTRACT FOR SAID SERVICES.
WHEREAS, formal advertising and competitive bidding procedures have been
conducted pursuant to Section 8.04 of the Dublin Charter for the Emerald Fields Park
Playground Project,; and
WHEREAS, Council has determined that the base bid submitted by R.W. Setterlin
Building Co. of $1,107,000, and the following bid alternates submitted by R.W.
Setterlin Building Co., including bid alternate #3 for $43,000, bid alternate #4 for
$86,000, bid alternate #6 deduction of $11,500 for water line alternative routing, and
bid alternate #7 for $2,000 for a total contract amount of $1,226,500 constitutes the
lowest and best bid for the project; and
WHEREAS, this is an approved 2009 Capital Improvements Project.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
State of Ohio, 1` of the elected members concurring, that:
Section 1. The bid submitted by R.W. Setterlin Building Co. in the amount of
$1,107,000, including bid alternate #3 for 43,000, bid alternate #4 for 86,000, bid
alternate #6 deduction of $11,500 for water line alternative routing, and bid alternate
#7 for 2,000 for a total contract amount of $1,226,500 is hereby accepted.
Section 2. The City Manager is hereby authorized to enter into a contract for said
project as specified within the bid proposal and the City's bid documents on file in the
Division of Parks and Open Space.
Section 3. This Resolution shall take effect and be in force upon passage in
accordance with Section 4.04(a) of the Revised Charter.

Memo
On Monday, November 2, 2009 the bids were open for the Emerald Fields Park Playground Project.
The funds for this project are included in the CIP budget in the approximate amount of $1,846,000,
which includes a $475,000.00 grant from the State of Ohio Capital Improvement Grant funding,
appropriated by the 127th General Assembly through House Bill 562, the State Capital Budget. The
base bid estimate for this project was $1,451,401.
Six (6) bids were received.

This project consists of all materials and labor necessary for the construction of a new parking
lot, maintenance and restroom building, installation of a universally accessible playground,
shelters, sidewalks and landscaping. Complete construction details are available for review in
the Council Planning room.
The bid alternates include the following:
#1 -all labor and material of an overlook gazebo and sidewalk
#2 -wood lattice fence including stone piers
#3 -landscape plantings
#4 - 30' X 40' shelter
#5 -flagpole, including conduit for lighting
#6 -deduct for water line alternative routing
#7 -jack and bore sanitary line under existing driveway
The City provided the playground equipment at the cost of $157,000. This amount is in addition to
the bid portion of this project.

In addition to the scope of this project, staff plans to utilize available budget funds to finish lighting
of the three existing ball fields in the southern portion of the park. In a previous phase of
development, the infrastructure for the ball field lighting was placed. This included the piers for the
light poles and all of the underground conduit for the electric cable. The cost of finishing the
lighting is approximately $155,000.
Staff also plans to finish the plaza area located in the center of the three (3) ball fields by installing a
brick paver surface with shade structure. These improvements are currently under design with
implementation planned for spring 2010. The cost of these improvements is estimated at $170,000.
Recommendation
Staff recommends adoption of Resolution 55-09, accepting R.W. Setterlin Building Co.'s base bid
of $1,107,000.00. Staff also recommends acceptance of bid alternates #3, #4, #6 and #7 for a total
project amount of $1,226,500.00. Parks and Open Space staff has completed references for R.W.
Setterlin Building Co. and has found their references to be most satisfactory.
