MinutesC I T Y O F D U B L I N Finance Committee June 15, 1992 Minutes of Meeting Mr. Strip, Chairperson, called the meeting to order at 7:00 p.m. Committee members Mr. Amorose and Mrs. King were present. Ms. Grigsby, Finance Director, was also present. Mr. Strip announced that there were three requests for hotel/motel tax funds to be reviewed by the Committee, and one additional request for City funding. American Cancer Society - "Making Strides Against Cancer" The group has written a letter to Mr. Strip stating that they recognize that their event does not meet the criteria for the funding, as outlined in the ordinance. They will modify their program next year, but are requesting funding this year for police costs. They estimate these costs to be approximately $800.00. Mr. Amorose agreed that they do not meet the criteria for funding, as presently set up. Discussion followed regarding review of the current criteria for funding, and the process for ensuring that applicants meet all of the criteria. Ms. Grigsby proposed that staff members and the Committee meet to rewrite the criteria and the checklists for applications. Mr. Strip offered that the City has paid for police costs for other events held in Dublin in the past. He added that American Cancer has scaled down their original request to a request for police costs funding only. Mrs. King commented that it is important to be consistent with these funding decisions. Mr. Strip stated that police protection funding was recently provided for two bicycle races and for the 10K race. Mrs. King again stated that awards should be consistent, and if this event does not meet the criteria, it should not be funded. Mr. Strip agreed that the Finance Committee will recommend that no funding for police costs be provided. Ohio Association of Police Chiefs As of today, the association has pared down their request to $1,620 for promotional materials and $1,000 for two buses for one day with a commitment that the route will be limited to travel between Stouffer's, historic Dublin, and La Scala. The bus costs are high because of the demand this season due to AmeriFlora. Mrs. King agreed that this event will bring people to Dublin and brings shoppers to the historic district. She recommended that one-half of the transportation costs be awarded - $500, and $500 be awarded for promotional materials. Mr. Amorose believes that the promotional materials will also serve to promote Dublin, and that the full $1,620 should be awarded. He agreed that $500 should be awarded for transportation. Discussion followed regarding funding of the promotional mailing. The Committee decided to recommend the award of $500 for promotional mailings and $500 for bus transportation costs within the City of Dublin. Ms. Grigsby suggested that the promotional materials be submitted to the Finance Department for filing with the application records. The Committee agreed. Dublin Garden Club Mr. Strip commented that part of the request consisted of reallocation of funds, due to monies saved in other areas. The Committee agreed with reallocation of $500 to $750 for printing informational brochures for handout. Secondly, the group wants to purchase a grow light at a cost of $800 to $1,000 because the antique plants are available only in seeds. This will also be utilized in an educational program with the schools. The Committee agreed with this reallocation of funds. Finance Committee Meeting Minutes June 15, 1992 Page Three Third, they are requesting monies to install irrigation systems at the Coffman House Heritage Garden at a cost of $4,000 to $5,000. This is a new request for funds. Mr. Amorose commented that hand-watering is very labor intensive and thus costly. Mr. Strip proposed that the group be requested to do fund-raising for this purpose. Mr. Amorose recommended that an irrigation system would be appropriate. The entire effort of creating the garden would be threatened without adequate watering. He agreed with Mr. Strip that the group could possibly do fund-raising for this irrigation system. Mrs. King commented that using the pond or a well would be very sensible in this age of water conservation. But she is uncomfortable with spending the additional money this year for an irrigation system. She would prefer to have the group utilize volunteers for watering until additional funds can be raised. Mr. Amorose strongly suggested that this request be approved, even if it consists of matching fundraising efforts done by the group. Mr. Strip and Mrs. King agreed that the Committee would recommend an award matching their fundraising efforts up to a maximum of $2,500. Dublin Counseling Center The group is requesting the award of $28,000 again this year from the City. This money has been budgeted this year as a contingency item. It is less than some other cities fund their counseling centers. In the past, the City has contributed office space with free rent. Mr. Strip also emphasized that this will benefit the Dublin community in providing necessary human services. There was no objection from the Committee regarding recommending approval of the award of $28,000 to the Center. Other Business Ms. Grigsby proposed that a time be scheduled to review the criteria for hotel/motel tax funding applications. Mr. Amorose agreed, and Mr. Strip asked that all who come to the meeting bring drafts of proposed revisions. He commented that it would be helpful if Ms. Grigsby could summarize the difficulties encountered by her staff in administering the hotel/motel tax funding program. The meeting was adjourned at 7:30 p.m.
