Bed Tax Application for Dublin Arts Council
Mrs. Rosenthal gave a short presentation on what the application is for. There will be a new
event this year called "The Celebration of Japan", which will be a multi -arts festival, in
February which will be an art exhibit, demonstrations and performances. Also Sundays at
Scioto, there will be two performances and an art auction, an in keeping with the photography
contest we've had in the past, a poetry contest. Also added to this, which is new this year, is
the Chamber of Music Society of Dublin. Then the Art in Public Places program which was
scheduled for completion for Christmas time 1995, but now the date has been extended until
Spring of 96. There is a $70,000 request for that. This piece of art work, unlike Field of Corn,
will get most of it's expense at the beginning rather than at the end.
Mr. Strip stated that they had funded Arts in Public Places on alternate years, will the next
public art be in 98?
Mrs. Rosenthal said yes, that would be keeping on the schedule.
Mr. Strip stated that if you remove the Art in Public Places, and then take out Chamber Music
Society, because as you remember last year we funded that separately, so take that out of the
Bed Tax Application, the Application for the Arts Council is actually a fair amount below what
they have gotten this year, and in prior years. In other words the request this year is for
$174,000, so $70,000 is Art in Public Places, which happened also last year, that would take
it down to $104,000, then the Chamber Music, we had funded separate last year, so that would
take it down to $25,000, so actually in real dollars, the real request is $101, 000 which is less
than they requested in the past.
Mrs. Rosenthal stated last year there was a surplus from the previous year, so they reduced their
request.
Mr. Strip stated there was some confusion two years ago, because of the switch from calendar
year to fiscal year, and that made it hard to compare one year to another.
Mr. Kranstuber asked what the amount was for Chamber Music last year?
Mr. Strip said it was $25,000 for two concerts.
Mr. Kranstuber stated that he is skeptical of that number for two concerts, it seems like a lot
of money for just two concerts.
Mrs. Rosenthal stated that she went to one of their performances last fall and they had a great
turnout, and it was a great performance. It was at the United Methodist Church which is their
home location now.
A discussion followed about the Chamber Music concerts and their revenue
Mr. Zawaly stated that some would argue that there isn't one person who is entertained by the
Field of Corn and yet $70,000 was spent on that. Art is art, it is something that is providing
a well rounded community environment and experience. Mr. Zawaly then asked specifically
about a line item for piano and harpsichord tuning for $150.00. He further asked about another
line item regarding a multi -line phone for $250.00.
Mrs. Rosenthal responded that she believes that is for the basic insurance coverage for the
instruments.
Mr. Zawaly stated he did not believe in paying for tuning the instruments.
Mr. Strip noted that this money should be considered seed money to get them started, and they
should start to investigate alternative or additional funding since this is their third season.
Mrs. Rosenthal said she has talked about this with them, and shared grant opportunities with
them.
A discussion followed about the arts being self -supportive, and the ticket prices and the benefits
of art to the community.
Mr. Zawaly said it would be his recommendation to strike the $150.00 just as a matter of not
establishing a precedent.
Mrs. Rosenthal stated that is already out of the request.
Mr. Zawaly asked a general question about the art in public places, what is it about the $70,000,
how does all that work? I've been asked that question and I can't answer it. Why is it always
$70,000 dollars? If you're always telling people that you're going to spend $70,000 their make
their project $70,000, but what if it's only worth $10,000, as some people have told me they
think the soccer balls are worth only about $10,000 if that, so why did we spend $10,000 a ball?
