Mr. Strip explained that the Three Tour Challenge request was originally for $50,000, plus city
services and this amount was rejected, they responded by asking for $10,000 plus up to $10,000
for city services, for which the City would be declared a co-sponsor of the event. The Finance
Committee was undecided and that is why he is bring it up tonight for Council's input.
A discussion followed.
Mr. Strip stated that this type of thing is good for the City of Dublin.
Mayor Campbell commented that money needs to be given to this event, because it will be seen
on national television and it will bring national exposure to Dublin. He noted that Dublin was
mentioned several times during the NBC telecast of the Memorial Tournament. He also
mentioned that Wendy's is a sponsor, and it is to benefit the adoption foundation. The event is
expected to bring in 30,000 people into the city. He asked if money could come from another
source other than the bed tax fund.
Mr. Hansley suggested they could waive city services, which would come out of the General
Fund, or he suggested the CIO budget, which is promotional.
Mrs. Stillwell stated it may not be appropriate from the bed tax, but she does not have a
problem with doing to up to $10,000 for city service and having Dublin be considered a sponsor.
She noted this does have an economic development component to it, as opposed to some of the
other things they have used bed tax money for in the past.
Mayor Campbell called for a motion to spend the money out of the regular city funds or
whatever budget staff thinks is appropriate.
Mrs. Boring asked that economic development be mentioned in the motion.
Mrs. King commented that this event will put more heads in beds than projects funded out of
the bed tax in the past. She feels this should be spend out of the bed tax and would prefer that
it not be out of the General Fund. This event crystallizes what the bed tax is for. She further
noted that along with the economic development impacts, it will also bring visitors to Dublin,
and that is what the bed tax was designed to do.
Mr. Zawaly agreed with Mrs. King comments. He feels this is clearly appropriate to be funded
by the bed tax money. He does not want the funds from another fund.
Mrs. Boring stated she feels uncomfortable with the group that is asking for the money and feels
it will bring in more tournaments. She would rather spend the money for community projects
that will be reinvest back into the community such as the Kiwanis Club. She does not want that
large of a sum from the bed tax and if this is for economic development then the money should
be taken out of a promotional fund.
A discussion followed about whether the event was for a not-for-profit organization.
Mr. Zawaly stated the proceeds will benefit the adoption foundation.
Mrs. Stillwell stated that Golden Bear was a for-profit organization.
Mayor Campbell then called for a motion. He commented that the hotel and motels owners
appreciate when the bed tax money is used on events that help to bring people into town.
Mrs. King moved to approve the request, and asked who the recipient of the money would be.
Mr. Strip answered he believes the applicant is the golf club.
Mayor Campbell noted that on the letter he has it states that the event is being put on by the
"Jack Nicklaus Golden Bear Enterprises", but he is not sure who the applicant is.
Mr. Strip affirmed that the applicant is the golf club.
A discussion followed about whether the criteria for bed tax funding needs to be a not-for-profit
organization.
Mr. Strip stated that it is not in the criteria currently for bed tax funding.
Mrs. King then moved to approve a $20,000 sponsorship by the City of Dublin for the Three
Tour Challenge event to be held in Dublin in September to be divided as follows: $10,000 for
city services related to the event, and $10,000 towards the sponsorship.
Mr. Strip asked Mrs. King to change her motion to not to exceed $10,000 for city services.
Mr. Zawaly seconded the motion.
Mrs. King clarified not to exceed $10,000 for city services and that it was to come from the bed
tax.
Mr. Zawaly seconded clarification of the motion.
Mayor Campbell stated that it has been moved and seconded, and asked for further discussion
on the motion.
Mrs. Boring requested the motion be re -read.
The clerk read the motion, Mrs. King moved for approval of allocation of $20,000 sponsorship
from the City of Dublin for the Three Tour Challenge to be allocated as not to exceed $10,000
for city services and $10,000 in sponsorship money from the bed tax.
Mrs. Stillwell said that for clarification that up to $10,000 for city services is not from bed tax
fund.
Mrs. King stated that it should be.
Mr. Zawaly corrected the reading of the motion, not from Dublin, it is for Dublin sponsorship.
Mayor Campbell stated that it has been moved and seconded it and asked for further discussion.
He then called for a vote.
Vote on the motion - Mr. Strip, yes, Mrs. Stillwell, no, Mayor Campbell, yes, Mr. Zawaly,
yes, Mrs. Boring, no, Mrs. King, yes.
In response to Mayor Campbell's question, the clerk stated that the motion passed, four to two.
Mr. Strip indicated that he will have the other bed tax letters to Council at their next regularly
scheduled Council meeting on Monday night.
