Ms. Gibson, Director of Taxation
DUBLIN KIWANIS CLUB
Event: 36 Annual Frog Jump Festival
Request: Up to $4,000 for cost of City services
Representative: Chris Young, Chairman, 2001 Frog Jump
Mr. Young noted that this hotel-motel tax grant application is essentially the same as last
year. The event is held in Old Dublin. He recently met with Amy Edwards of
Community Relations, and found out that they cannot secure the 4 to 6 tents needed for
the event from the City. Apparently, the tents the City owns are reserved for City use.
She did indicate that the City would be willing to store tents for the Kiwanis, if the
Kiwanis were to purchase the tents. Last year, the actual cost of City services was
approximately $2,800, so perhaps the grant could also provide funding to purchase the
tents. They need tents to provide shade for many of the elderly who attend the event and
for some of the other booths in the event. Because he just found out that the City cannot
provide tents, the Kiwanis have not made a decision about purchasing tents at this time.
Mr. McCash stated that he would be interested to know why the City is no longer
providing tents for these kind of organizations.
Mr. Young responded that Ms. Edwards had indicated that often the tents are returned
damaged, and then they are not available for the City events which follow.
Ms. Chinnici-Zuercher confirmed that even with purchasing tents, the grant amount
would not exceed $4,000.
Mr. Young confirmed this is correct.
Ms. Chinnici-Zuercher stated that the Committee will ask staff about the policies for use
of City tents when the grant recommendation is brought to Council later tonight.
Mr. Young added that the Kiwanis have had contacts from people in other states who
plan to attend the Frog Jump event. Although most of the draw is considered local area,
apparently they are drawing visitors who will stay in Dublin hotels.
Mr. Young provided a brief history of the event which was begun in 1965 by Gordon
Bolin. This year is the 36u' annual event in Dublin. Brief discussion followed about the
use of the proceeds of the event.
Mr. McCash asked, assuming this application is approved with the purchase of tents,
would the tents then be the property of the City?

Mr. Young stated that they don't need to own the tents, they just need to have them
available when they need them for this event. Whatever arrangement works will be fine.
Ms. Chinnici-Zuercher moved to recommend to Council a grant of up to $4,000 for the
cost of City services for the Frog Jump event 2001. Council will review the tent issue
and amend the recommendation if necessary to cover the cost of the tents.
Mr. McCash seconded the motion.
Motion carried unanimously.
The meeting was adjourned at 7:00 p.m.
