A RESOLUTION ACCEPTING THE LOWEST
AND BEST BID FOR THE UNI -161 -12.98
INDUSTRIAL PARKWAY PROJECT

WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Dublin Charter and Chapter 37 of the
Dublin Code, for the UNI - 161 - 12.98 Industrial Parkway project; and
WHEREAS, Council has determined that the bid submitted by Trucco Construction
Co., Inc. constitutes the lowest and best bid; and
WHEREAS, Council has determined that there may be a legitimate need to declare
the relocation of the utilities in connection with the above-referenced project as a
"single source" procurement, for reason that the company owning the utilities in
question has the exclusive rights to relocate such utilities.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
State of Ohio, ~ of the elected members concurring, that:
Section 1. The bid submitted by Trucco Construction Co., Inc. in the total amount of
55,084,144.28 is hereby accepted.
Section 2. The City Manager is hereby authorized to enter into contracts with Trucco
Construction Co., Inc. for performance and completion of the UNI - 161 - 12.98
Industrial Parkway project pursuant to the Advertisement, Proposal and Contract
Documents for said project on file in the office of the City Engineer.
Section 3. This Resolution shall take effect and be in force on the earliest date
permitted by law.

UNI - 161-12.98 Industrial Parkway Project
Summary
Memo
On September 30, 2009, seven (7) bids for the UNI-161-12.98 Industrial Parkway Project (the
relocation of Industrial Parkway and State Route 161 improvements). were received, publicly opened
and read. They bids have been thoroughly reviewed by staff.
This project includes: reconstruction of State Route (SR) 161 (Post Road) between Eiterman Road and
just east of Cosgray Road to provide a 0.4 mile four-lane divided highway with a 16-feet wide raised
median; relocation of existing Industrial Parkway 1,000 feet to the west at a new intersection with SR
161 at a two-lane roundabout; relocated Industrial Parkway, consisting of a 0.3-mile four-lane divided
street north of SR 161 with a 6-foot wide raised median to Memorial Drive (Jerome Township); two-
lane roundabout on Industrial Parkway providing access to the proposed Union Crossing retail
development; 4,600 feet of 16-inch water main; street lighting; and an asphalt walking path along the
south side of SR 161. Landscaping is scheduled for 2011 and is not included in the scope of this current
project. A slide depicting this second phase of the COIL transportation improvements will be presented
at the Council meeting.
The Engineer's estimate for this project was $7,705,500.74. The funds programmed in 2009 within the
City's capital improvements program for construction of this project are $7,226,000.00. Trucco
Construction Co., Inc. submitted the lowest and best bid of 55,084,144.28. A summary of the bids
received is provided below.

Staff has thoroughly reviewed the Ttucco Construction Co., Inc. bid. Previous experience with Ttucco
Construction Co., Inc. has been favorable, including these projects: Emerald Parkway -Phase 5A (Hard
Road to Sawmill Road in 2004) and Glick Road/Muirfield Drive Intersection Improvements (2002).
Grant funding in the amow~t of 51,497,600 is anticipated for this project. The balance of the funds will
come from bond proceeds. Sources of grant funding include:
• Ohio Department of Development, Roadway Development (629) Grant (2004) - $200,000
(These funds were previousty committed. A request for extension has been submitted by the
Union County Conunissioners. Staff anticipates this grant will be extended)
• Job Ready Sites (JRS) Program Grant (2006) - $297,600 (committed)
American Recovery and Reinvestment Act (ARRA) Funds (MORPC 2009) - $1,000,000
(committed)
The project is scheduled to be completed by October 15, 2010. One lane of traffic will be maintained in
each direction of SR 161 and Industrial Parkway for the duration of the project. The Ohio Department
of Transportation (ODOT) has thoroughly reviewed and approved the design of this project for the
improvement to SR 161. The relocation of Industrial Parkway has been approved by the Union County
Engineers Office. The City of Dublin will be providing construction administration and inspection for
this project.
For Council's reference and review, a reduced set of project construction drawings has been placed in
the Council Planning Room.
Recommendation
Staff recommends Council approve Resolution 49-09 accepting Trucco Construction Co., Inc.'s bid in
the amount of $5,084,144.28 and authorizing the City Manager to enter into a contract with Trucco
Construction Co., Inc. for this project.
