I The regularly scheduled meeting of the Dublin City Council was called to order by Mayor Ian
Rozanski at 7:30 p.m. on Monday, February 15, 1993, and Mr. Campbell led the Pledge of
Allegiance.

Members of Council present for roll call were: Mr. Strip, Mr. Amorose, Mr. Campbell, Mr.
Kranstuber, Mayor Rozanski, Mr. Sutphen and Mrs. King.
Mr. Hansley, City Manager, and Mr. Smith, Law Director, were also present.
Aporoval of Minutes of February 1. 1993 Meetinl
Mr. Amorose moved to approve the minutes of the February 1, 1993 Council meeting.
Mr. Kranstuber seconded the motion.

Correspondence
The clerk reported that there was no correspondence.
Comments from Visitors

Marcus Schade. Deer Run Elementary student, presented a petition to Council from the students
regarding their concern about the placement of a sewer line through the woods behind Deer Run.
He emphasized that the woods are used by students as a nature lab. The students believe the woods
are an important learning lab for environmental studies. He asked for Council's assistance in
preserving the woods.
Mayor Rozanski responded that the sewer line will service the new middle school. He requested that
City staff work with the students and teachers to keep them informed about this process. Council
members are sensitive to the issue of nature preservation.
Leeislation
Ordinance No. 5-93 (Amended) - An Ordinance Authorizing the City of Dublin to Pick Up the
Statutorily Required Contribution to the Public Employees Retirement System of Ohio for the
Employees of the City Pursuant to Internal Revenue Code Section 414 (II) (2). (Third Reading)
Mr. Harding asked that the ordinance be amended in Section 1 to substitute March 21 as the
beginning pay period date.
Mr. Sutphen moved to amend the ordinance to substitute March 21 for the date in Section 1.
Mrs. King seconded the motion.

Ordinance No. 8-93 (Amended) - An Ordinance Repealing Ordinance No. 11-92 (&tablishment
of Fees and Categories for the Dublin Municipal Pool) and All Amendments Thereto
(Ordinance No. 84-92) and Adopting in Lieu Thereof a New Schedule of Fees and Categories
for the Dublin Municipal Pool. (Third Reading)

Ordinance No. 11-93 - An Ordinance Authorizing the Establishment of a Merchandising Fund.
(Second Reading)
There was no comment.
There will be a third reading at the March 1 Council meeting.
Ordinance No. 14-93 (Amended) - An Ordinance to Amend Section 1305.01 of the Dublin
Codified Ordinances - CABO One and Two Family Dwelling Code. (Second Reading)
Mr. Foegler commented that Mr. Lenz will prepare a report for Council and the building community
regarding the changes contained in the 1992 CABO Code. Staff will not recommend adoption until
feedback is received from the building community.
There will be a third reading of the ordinance at the March 1 Council meeting.
Ordinance No. 17-93 - An Ordinance Approving the Editing and Inclusion of Certain
Ordinances as Parts of the Various Component Codes of the Codified Ordinances of Dublin,
Ohio, and Declaring an Emergency. (First Reading)
Mr. Amorose introduced the ordinance.

Mayor Rozanski noted that there will be brief discussion this evening on first readings of emergency
legislation only.
Mr. Smith commented that the Walter Drane Company provides a yearly codification service for
ordinances and resolutions passed during the previous year. The clerk provides copies of legislation
to the Walter Drane Company, and the update is then reviewed by the City's legal counsel.
Mr. Amorose moved to waive the three-time reading rule and treat as emergency legislation.
Mrs. King seconded the motion.

Ordinance No. 19-93 - An Ordinance Adopting Weapons and Firearms Regulations. (First
Reading)
Mr. Strip introduced the ordinance.
Mayor Rozanski commented that there are copies of the proposed legislation available tonight.
He also noted that in conjunction with this legislation, some organizations have distributed lists of
Council members' names, addresses and phone numbers. These lists contain errors, and updated
information can be obtained from the City of Dublin.
He announced that there will be a public hearing of this ordinance at the next Council meeting on
March 1 at 7:30 p.m. Public testimony on the ordinance will be taken at that time. A third reading
will take place at the March 15 Council meeting.
Ordinance No. 20-93 - An Ordinance Authorizing a New Position (Communication Specialist)
Within the Office of the City Manager and Amending Section 2.A ("Wage & Salary
Structure/Administration") and Section 12 ("Exempt & Non-Exempt Job Classifications") of
Ordinance No. 17-90 ("Compensation Plan"). (First Reading)
Mr. Kranstuber introduced the ordinance.

Ordinance No. 21-93 - An Ordinance to Authorize the Director of Finance to Credit the
General Obligation Bond Retirement Fund Investment Income Derived from Investing Proceeds
from the Tuller Road Improvement Note Issue, and Declaring an Emergency. (First Reading)
Mrs. King introduced the ordinance.
Ms. Grigsby provided brief background to Council regarding the need for passage of this legislation.
Mr. Sutphen moved to waive the three-time reading rule and treat as emergency legislation.

Reports from Council Committees
Joel Campbell, Public Service Committee, stated that the Committee will meet on Thursday,
February 18 at 8:30 a.m. in Council Chambers.
Mr. Smith commented that legal staff will provide a memorandum to the Committee regarding the
legal issues involved with the Muirfield public and private improvements prior to the meeting.
Mr. Strip, Finance Committee, reported that the Committee has met and made a determination
regarding all of the bed tax applications. Letters will be sent out within the next several days
regarding recommendations, and copies of those letters will be provided to all Council members.
Applicants who wish to appeal the Committee's recommendation will be invited to appear before
Council. In view of the public hearing on the gun control legislation scheduled for the March 1
Council meeting, he wondered if time would permit hearing appeals from bed tax applicants.
He added that the recommended awards are made by motion based on the Finance Committee's
recommendation. Applicants who are not satisfied with the Committee's recommendation can appeal
before the entire Council.
Mr. Strip agreed to send out letters and prepare a motion for adoption of recommendations.
Mr. Amorose, Parks and Recreation Committee, reported that they are reviewing the green space
ordinance and will forward recommendations to Council in the near future regarding language
clarification.
Mr. Sutphen, Planninl! & Zoninlf representative, commented that the school board has asked P&Z
for a variance regarding street lights on Hard Road. They are claiming undue hardship. He asked
that Council members provide some input to Mr. Foegler regarding their thoughts on this issue.

Mr. Foegler stated that the Planning Commission supports the requirement for street lights in the
school area in view of the many evening events held there. As a matter of policy, staff is attempting
to get street lights installed on these kinds of roads. It was not, however, a requirement of the
original rezoning. Staff is seeking some type of compromise where the schools would pay for the
lights in the immediate school area, and this would be included in a larger street lighting project.

Mr. Kranstuber, Land Use Committee, announced that there is a joint meeting of Council and
Planning & Zoning Commission on Wednesday, February 17 at 7 p.m. in Council Chambers to
review the Southwest Area Plan.
Mayor Rozanski, Goal-Settinl! Committee, noted that Marty Jenkins, facilitator for the session is
seeking input from Council members by Wednesday at 5 p.m. The session is scheduled for
Saturday, February 20 at 8:30 a.m. at the Chamber of Commerce, 129 S. High Street.
