Mayor Close called the meeting to order at 7:30 P.M. on Tuesday, January
3, 1989.
The Pledge of Allegiance was recited by those in attendance.
Members of Council present were: Mr. Amorose, Mayor Close, Mr. Jankowski,
Ms. Maurer, Mr. Rozanski, Mr. Strip and Mr. Sutphen.
Mr. Stephen J. Smith, Law Director, and Mr. Timothy C. Hansley, City
Manager, were also present as were: Ms. Alley, Mr. Bowman, Ms. Clarke,
Chief Ferrell, Mr. Johnson, Ms. Jordan, Ms. Prushing and Mr. Willis of
the City Staff.
Mr. Amorose moved to approve the minutes of the December 19, 1988 meeting
of Counci 1.
Mr. Rozanski seconded the motion.
Vote on the motion to approve the minutes - Mr. Sutphen, yes; Mr. Rozanski,
yes; Mr. Amorose, yes; Mr. Strip, yes; Mayor Close, yes; Ms. Maurer, yes;
Mr. Jankowski, yes.
Public leadership awards were presented to the following persons by Mayor
Close:
Marlaine Manus - Three years of service on the Parks and Recreation
Committee.
William Callahan - Twelve years of service on the Planning and Zoning
Commission.
Joel Campbell - Service on the Parks and Recreation Committee from 1985
through 1987.
Ed Thornton - Service as member of Dublin City Council.
Sherman Sheldon - Former City Clerk and City Manager.
Mayor Close submitted his letter of resignation to the Clerk of Council.
As per the Dublin Charter, Vice-Mayor Rozanski assumed the position of
Mayor of the City of Dublin with the resignation of Mr. Michael Close.
Mayor Rozanski thanked Mr. Close for his dedicated years of service to
the City and presented him with a service award, a plaque and read a
"Resolution of Appreciation".
Judge Close swore in Mr. Rozanski as the Mayor of the City of Dublin.
Mr. Strip nominated Mr. David Amorose for the office of Vice-Mayor of
the City of Dublin.
Mr. Sutphen seconded the nomination.
Vote on the nomination - Mr. Jankowski, yes; Ms. Maurer, yes; Mr.
Rozanski, yes; Mr. Strip, yes; Mr. Sutphen, yes; Mr. Amorose, yes.
Judge Close swore in Mr. Amorose as Vice-Mayor of the City of Dublin.
Correspondence
1. There was no objection to a transfer of a D5, D6 liquor permit from
Ralph F. Setterlin, Jr. to Girardi's Restaurant and Bar, Inc.
6085 Memorial Drive.
2. There was also no objection to a one day function liquor permit for
the Dublin Women's Club for a function to be held at OCLC on
February 25, 1989.
Ordinance No. 111-88 - Ordinance Providing for a Change of Zoning on
2.294 Acres Located on the Northwest Corner of Darby Street and High
Street, Third Reading.

Ordinance No. 118-88 - Ordinance Outlining Requirements for Private Fire
Hydrants. Second Reading.
At the request of Mr. Hansley who reported that additional information
would soon be available to members of Council, there will be a third
reading of the Ordinance on January 16, 1989.
Ordinance No. 119-88 - Ordinance to Approve Change of Name of Street in
Coventry Woods. Second Reading.
It was reported that both builders and property owners had been notified
of the request.
Mr. Sutphen moved to do away with the three time reading rule and treat
as an emergency.
Mr. Amorose seconded the motion.

Ordinance No. 123-88 - Ordinance to Adopt the Proposed Operating Budget
for the 1989 Fiscal Year. Second Reading.
There will be a Third Reading of the Ordinance on January 16, 1989.
Ordinance No. 01-89 - Ordinance Accepting Lowest/Best Bid for Riverview
Storm Sewer Project. First Reading.
Mr. Willis reported that four bids were received on December 16, 1988.
Those bids ranged from 2% to between 9% and 10% over the engineer's
estimate. The engineer's estimate was $169,000.00. The lowest and best
bid was submitted by Nickolas M. Savko and Sons at a bid price of
$173,418.41.
Mr. Sutphen moved to do away with the three time reading rule and treat
as an emergency.
Mr. Strip seconded the motion.

Comments from Staff
Ms. Jordan reported that the ice rink opened on this date, being one large
rink rather than two smaller ones, as was the case in past years.
Comments from Citizens
Mrs. Linda Coddington, presently building a home on Belfield in Phase 3
of Llewellyn Farms was present at the meeting to request Council action
on a request for a three car width driveway.
Mrs. Coddington said that plans for their home were submitted to the
Building Department for approval on June 6, 1988 and that those plans
were approved on June 9, 1988. She reported that the home is approxi-
mately 85% complete and that the plans were approved with a three car
width driveway.

Mr. Willis said that the plans were submitted with a three car garage
with two lines that were non-dimensional on the site, indicating a
drveway approximately the width of the garage. He said that there
were no dimensions shown on the driveway on the plan.
Mr. Willis also said that he did not know of any similar situations at
the present time.
Mr. Smith said that Council does not need to change the Ordinance, saying
that Council could, by motion, amend the date of the grace period that
was approved by motion of Council previously.
Ms. Maurer expressed a concern that perhaps should Council grant this
request that there would be additional requests. She also said that
Council made it very clear to the Engineering Department that home-
owners, builders, etc. were to be given proper notice regarding the
City of Dublin standards as to driveway widths.
Mr. Willis said that this particular plan had been reviewed by a
consultant, and were not stamped in red indicating the maximum driveway
width as is the procedure normally followed.
Mrs. Coddington said that their builder had not been notified of a
maximum driveway width, but had gotten the information from other builders
Ms. Maurer said that Mrs. Coddington's builder should have been aware
of the Ordinance in existence.
Mrs. Coddington said that she felt that the builder should have been
notified at the time the plans were submitted; at this point they have
invested a great deal of time and money into their home; had they been
given the information regarding driveway width at the time of submittal
of their plans, they would have sold their lot and built elsewhere.
Mr. Amorose referred to Section 1341.01 of the Dublin Codified Ordinances
which states as follows: "The stamping of any specification or drawing
shall not be held to permit or be an approval of any violation of any
section of the Building Code, nor shall the issuance of any permit for a
part of a structure be held to imply or require the approval of any
remaining part of such structure for which complete specifications and
drawings were not submitted at the time of issuance of the permit for a
part of the structure."
Mr. Amorose also pointed out that this particular home is a 72 foot wide
home with a 30 foot concrete driveway; that he felt that aesthetically the
driveway width would be out of scale with the proposed construction of
the home.
Mr. Jankowski said that he felt that it would be unfair to tell the
Coddingtons that they cannot have their driveway after the plans had
been approved by the Building Department and the house is currently
85/0 complete.
Mr. Amorose said that he felt that there are certain standards that
are to be met and that the Building Code should be followed.
Mr. Strip moved to amend the previous Council motion, making the effective
date involving driveways June 10, 1988 rather than June 1, 1988.
Mr. Sutphen seconded the motion.
The vote on the motion was as follows: Mr. Amorose, no; Mr. Jankowski, yes;
Ms. Maurer, no; Mr. Rozanski, yes; Mr. Strip, yes; Mr. Sutphen, yes.

Expressed his appreciation to Mr. Close for his efforts and work in
serving the City of Dublin as Mayor and wished him good luck in his
new position as Judge.

Ms. Maurer
1. Wished Mr. Close good luck.
Ms. Maurer moved to appoint Denise Franz King to take the Council seat
vacated by Michael L. Close.
Mr. Amorose seconded the motion.
Vote on the motion - Mr. Amorose, yes; Mr. Jankowski, yes; Ms. Maurer,
yes; Mayor Rozanski, yes; Mr. Strip, yes; Mr. Sutphen, yes.
Mrs. King will be sworn in on Monday, January 16, 1989.
Mr. Amorose
1. Thanked Mr. Close for his service to the citizens of Dublin and
wished him well.
2. Thanked his fellow Council members for his election to the Vice-
Mayor's position.
Mr. Jankowski
1. Expressed his appreciation to Mr. Close for his leadership on Council
and as Mayor of the citizens of Dublin.
Ms. Jordan reported that there will be ice skating lessons scheduled in
the very near future.
Mr. Sutphen
1. Also expressed his appreciation to Mr. Close.
Mr. Rozanski
1. Thanked Mr. Close, and thanked his fellow Council members for
electing him Vice-Mayor last year which, in turn, gave him the
opportunity to serve as Mayor this year.
Mayor Rozanski invited all in attendance to a reception at the Chamber
Hall, 129 S. High Street.
The meeting was adjourned at 8:16 P.M.
